1 CITY OF ARMSTRONG Minutes of the Regular Council Meeting held in the Council Chambers, 3570 Bridge Street, Armstrong, B.C., on. PRESENT: Council: Mayor C. Pieper Councillors P. Britton, L. McGregor, L. Werner, S. Drapala, R. O'Sullivan, and S. Fowler Staff: Others: Melinda Stickney, Chief Administrative Officer / Corporate Officer Natalie Garbay, Deputy Corporate Officer / Recording Secretary 0 Members of the Public Stacy Pavlov, Okanagan Advertiser CALL TO ORDER Mayor Pieper called the meeting to order at 7:32 pm. ADOPTION OF THE AGENDA #205/15 MOVED by Councillor Britton, seconded by Councillor O'Sullivan that the Agenda for the Regular Council Meeting be adopted. ADOPTION OF MINUTES #206/15 MOVED by Councillor Werner, seconded by Councillor McGregor that the Minutes of the Regular Council Meeting of October 26, 2015 be adopted. PRESENTATION OF REPORTS Planning & Development Committee: Councillor P. Britton, Chair Heritage Advisory Committee Re: Update on Summer Student Work Councillor Britton informed Council that Asia Jong and the Heritage Advisory Committee made a presentation to the Planning Committee regarding the work Ms. Jong had done as a Summer Student this year, as Council had provided financial support. Councillor Britton listed the following projects that had been worked on: creating a logo for the Heritage Advisory Committee; updating the cemetery brochure; updating the Heritage Advisory Committee colour initiative palette; updating the heritage inventory by recording data sources, searching through assessment rolls and querying local historians; Page 1 of 7
2 researching the history of Dr. Haugen's office, and Memorial Park; and working on a proposal for a Chinese Commemorative Monument for Huculak Park. Reimer Bros. Trucking - Zoning Amendment Bylaw No. 1742, 2013 Councillor Britton informed Council that staff recommended rescinding three readings of Bylaw No. 1742, 2013 that would permit storage of recreational vehicles in the C.2 Zone due to inactivity on the re-zoning application that created the bylaw. He commented that the property owner requested additional time for him to move forward with developing the property located at 2900 Smith Drive. #207/15 MOVED by Councillor Britton, seconded by Councillor Werner that the applicant of rezoning application number TA be given a six month extension for the file to remain open to permit the property owner time to move forward with the development process. City of Armstrong Zoning Bylaw 1770, 2015 Presented for Second Reading City of Vernon Affordable Housing Committee Update Councillor Britton informed Council that the Zoning Bylaw was presented to the Committee with amendments since First reading. Consideration of giving Second reading as amended to the bylaw will be addressed under the Bylaws section of the Council meeting agenda. Councillor Britton reported on the City of Vernon Affordable Housing Committee meeting he attended, as an observing, non-voting member. He commented that the City of Vernon offers a rental housing incentive due to the low vacancy rate the City has seen. Councillor Drapala joined the meeting at 7:44 pm. Public Works Committee: Councillor R. O'Sullivan, Chair Public Works Manager's Report Councillor O'Sullivan reviewed the Public Works Manager's report and noted the following: Street sweeping will continued until snowfall; Tent caterpillar-infested trees on the Southside of Rosedale Ave and Smith Drive have been removed; Inspection of the dam was completed on October 29 and the North and South Silver Star lakes release gates have been closed; A reported water leak on Catherine Place has been repaired; and Fall yard and garden waste pickup occurred on November 2 and 3, and a summary of volume collected was presented. Snow Removal Plans Councillor O'Sullivan reviewed the Public Works Manager's report on snow removal plans and noted the following: Page 2 of 7
3 Quotes being received until November 16, 2015 for suppliers to provide winter sand; Joint purchase agreement for liquid de-icer and bulk road salt with City of Vernon and other municipalities underway. De-icer and salt were delivered to the City of Armstrong prior to the end of October; Quotes being received for snow clearing of City parking lots, lanes, and driveway windrow clearing; New casual employee hired for four months (November to February); Quotes received for purchasing a small tractor with necessary attachments to clear narrow sidewalks; and Arrangements have been made with a contractor for a backup tractor and operator to clear sidewalks should the City not have the new tractor in time. Contractor will also be available to assist with clearing sidewalks during the winter season, as needed. Councillor O'Sullivan commented that several quotes for a small tractor that could be utilized for sidewalk snow clearing and mowing were received. Interior Turf offered the lowest quote at $39,604. He commented that an amount has been included in the budget for the equipment purchase. #208/15 MOVED by Councillor O'Sullivan, seconded by Councillor Drapala that Council authorize the purchase of a small tractor from Interior Turf at a cost of $39,604. Spray Irrigation Pump Station Upgrade Councillor O'Sullivan reviewed the Public Works Manager's report on Spray Irrigation Pump Station Upgrades and commented that the equipment used in the pump stations is 25 years old. He noted that due to the failures over the past few years relating to the pumps and pipes, quotes were received for upgrading one of the pump stations. He noted that the proposed upgrades were approved in the 2015 budget and that plans for upgrading the other two pump stations are included in the 2016 budget. #209/15 MOVED by Councillor O'Sullivan, seconded by Councillor Werner that Council award the 2015 Pump Station Upgrade Project to Highlands Irrigation Limited, at a cost of $18,865 excluding GST. Finance & Administration Committee: Councillor S. Fowler, Chair 2016 Council Meeting Dates and 2015 Christmas Hours of Operation at City Hall Councillor Fowler reviewed the Administrator's report indicating the hours of operation during the Christmas Holidays, and indicated that City Hall will be closed to the public as of December 25, 2015 and will re-open on January 4, Page 3 of 7
4 Additionally, she noted that the second regular meeting of Council in December 2015 falls on December 28th and recommended that the meeting be cancelled as this is during the Christmas Holidays. She commented that a makeup meeting could be held at the call of the Mayor. #210/15 MOVED by Councillor Fowler, seconded by Councillor Werner that Council cancel the December 28, 2015 Council meeting, with a makeup meeting left to be called at the discretion of the Mayor. Councillor Fowler reviewed the proposed meeting schedule for 2016, which was based on holding meetings on the second and fourth Mondays of each month. She commented that the Committee discussed cancelling the second meetings in September and December due to UBCM and Christmas, as well as the second meetings in July and August as has been the past practice of Council. #211/15 MOVED by Councillor Fowler, seconded by Councillor Britton that the following 2016 meeting dates be cancelled, with a make-up meeting left to be called at the discretion of the Mayor: July 25, 2016 August 22, 2016 September 26, 2016 December 26, Final Round of Residential Mock Bills Councillor Fowler reviewed the report from the Chief Financial Officer. She reminded that that due to the high number of meter pits, the meters cannot be read easily in the winter months when snow and ice are present therefore the billing period was adjusted to accommodate manual reading of metres. Further, the spread of the 360 cubic metres was proposed to be adjusted from a 50/50 split to a 40/60 split. This adjustment acknowledges where the growing season is in the billing/metre reading cycle. #212/15 MOVED by Councillor Fowler, seconded by Councillor McGregor that the water consumption allocation structure for billings be amended to permit 120 cubic metres base use in the October-March billing period and 240 cubic metres. New Dog Regulation Bylaw Councillor Fowler reviewed the proposed Dog Regulation bylaw and commented that it was presented to remove references to kennel licenses, as kennels are not a permitted use in the City of Armstrong, and clarify that the adoption of unclaimed dogs will be coordinated with agencies such as the SPCA. Consideration of giving three reading to the bylaw will be addressed under the Bylaws section of the Council meeting agenda. Page 4 of 7

Fowler, Chair Vernon North Okanagan Detachment Quarterly Mayors Report 3rd Quarter July to September North Okanagan RCMP Victims Assistance 3rd Quarter Activity Report - July 1 to September 30, 2015 Councillor Fowler reviewed the report. Other Appointments Armstrong / Spallumcheen Parks & Recreation Commission - Councillor R. O'Sullivan Okanagan Regional Library Board - Councillor L. Werner Age-Friendly Community Advisory Committee- Councillor R. O'Sullivan Rathfriland Sister City Committee - Mayor Pieper No meeting to report. 6 Mayor's Report Mayor Pieper reported on the events he attended, and will be attending during the upcoming weeks, on behalf of the City of Armstrong. RDNO Business Verbal Report from Board Representative (Councillor S. Fowler) Councillor Fowler provided information on the discussions at the recent Regional District meetings. BY-LAWS Bylaw #1742 Zoning Text Amendment Bylaw #214/15 MOVED by Councillor Britton, seconded by Councillor O Sullivan that the Agenda for the Regular Council Meeting of be amended by removing consideration of City of Armstrong Zoning Text Amendment Bylaw 1742 from the agenda. Bylaw #1770 Zoning Bylaw #215/15 MOVED by Councillor Britton, seconded by Councillor Drapala that City of Armstrong Zoning Bylaw No. 1770, 2015 be read a Second time, as amended. Public Hearing for Zoning Bylaw No. 1770, 2015 #216/15 MOVED by Councillor Britton, seconded by Councillor McGregor that pursuant to Section 892 of the Local Government Act, that staff be directed to advertise a notice of Public Hearing of the City of Armstrong Zoning Bylaw No. 1770, 2015, a bylaw to regulate land use, TO BE HELD in Council Chambers of the City of Armstrong, located at 3570 Bridge Street, Armstrong, BC on Monday, January 25, 2016 at 7:00 p.m. Bylaw #1773 Dog Regulation and Impounding Bylaw #217/15 MOVED by Councillor Fowler, seconded by Councillor O Sullivan that City of Armstrong Dog Regulation and Impounding Bylaw No. 1773, 2015 be read a First, Second and Third time. 7 CORRESPONDENCE Local Government Leadership Academy Re: 2016 Leadership Forum - February 3-5, 2016 Administrator Stickney reviewed the correspondence from the LGLA inviting elected officials to attend the annual forum. #218/15 MOVED by Councillor Werner, seconded by Councillor McGregor that Council members interested in the Local Government Leadership Academy 2016 Leadership Forum be authorized to attend and that staff coordinate the arrangements. NEW BUSINESS PROCLAMATIONS Adoption Awareness Month - November 2015 Mayor Pieper declared November 2015 as "Adoption Awareness Month." Louis Riel Day - November 16, 2015 Mayor Pieper declared November 16, 2015 as Louis Riel Day. RESOLUTION TO MOVE IN CAMERA #219/15 MOVED by Councillor Drapala, seconded by Councillor O'Sullivan That, pursuant to Section 90(1)(k) of the Community Charter, that Council move to an In-Camera Council meeting to address negotiations and related discussions respecting the proposed provision of a municipal service.
