Call to Order The Meeting was Called to Order at 9:00 a.m. 2. Declaration of Pecuniary Interest - None 3. Adoption of the Agenda 3.1 Thursday, Moved by: Councillor Peplinski Seconded by: Ted Bialy THAT the Development and Property Committee Meeting Agenda for Thursday, be approved as amended. 4. Delegations and Presentations 5. Severances 5.1 Severance Application B08/16 Owner: Cameron F. Waddington Applicant/Agent: Kent Waddington Part of Lot 2, Concession 6, in the geographic Township of Radcliffe now in the Township of Madawaska Valley, in the County of Renfrew (15.24m x 42.43m ha.) Lot Addition Location: Combermere Road (County Road #62), Combermere, ON The CAO/Clerk reviewed the severance application B08/16.

2 Moved by: Councillor Peplinski Seconded by: Vince Steepe RECOMMENDATION: THAT the Development and Property Committee recommend Council approve Severance Application B08/16, as a lot addition, subject to the following condition, as per the County Planning Report, item 5(c), the reduced lot area of the retained lands be addressed through a Minor Variance application. 6. Correspondence 6.1 Letter from AMO - December 2, 2016 RE: Bill 144, Budget Measures Act, 2015 The CAO/Clerk noted that Mayor Love had comments on the letter from AMO regarding Bill 144, Budget Measures Act, 2015 and suggested that Committee defer the discussion. 6.2 Letter from Ministry of Municipal Affairs and Housing - December 18, 2015 RE: The Smart Growth for Our Communities Act, 2015 Councillor Archer reviewed the letter from Ministry of Municipal Affairs and Housing regarding smart growth for Our Communities Act, Councillor Maika suggested that the Planning and Licencing Officer pull examples from the past and how decisions could be affected by the changes as well as any benefits or disadvantages. The CAO/Clerk noted that this is a County of Renfrew item, but will ask the Planning and Licencing Officer to address from Chris Holmes, Concerned Citizens of Eastern Ontario - February 13, 2016 RE: Algonquin Land Claim Petition Councillor Archer reviewed the from Chris Holmes regarding Algonquin Land Claim Petition. Mr. Scheer questioned where the Municipality stands with respect to the Algonquin Land Claim. The CAO/Clerk noted that there are issues regarding zoning and unopened concession lines and road allowances, but consultation is continuing. Committee further discussed the land claim issues that pertain to the Municipality. Direction was given to staff to determine who the Concerned Citizens of Eastern Ontario are and report findings back to Committee. 6.4 Report - Recreation and Community Development Coordinator - RE: Community Futures Development Corporation Lending on Ontario's Economy The Recreation and Community Development Coordinator reviewed the Community Futures Development Corporation lending on Ontario's economy. 6.5 Report - Recreation and Community Development Coordinator -

3 RE: Community Futures Development Corporation Small Business Forum The Recreation and Community Development Coordinator reviewed the report on the Community Futures Development Corporation Small Business Forum. Councillor Archer questioned if the BIA was aware of the event and if this could be posted on the website. The Community Development Coordinator noted the BIA was aware and that social media will be used to promote. 7. New Business 7.1 Business Survey- Ted Bialy Mr. Bialy explained to Committee that he would like to build a database of businesses within the Municipality by reaching out to them with a small survey. Committee questioned the current economic development group that is working autonomously within the community. Mr. Bialy explained that he is chair of that group and that they haven't met since September. Committee suggested they attend a future meeting to discuss their executive and mandate. Committee questioned if the Municipality has a current business directory. The CAO/Clerk noted that the Municipality has worked towards a business directory in the past and explained that it is difficult to capture the home-based businesses and continual changes. 8. Unfinished Business 8.1 Planning and Licencing Activity Tracker RE: January 16 to February 16, 2016 Committee reviewed the Planning and Licencing Activity Tracker. Committee questioned the active severances and the building permits. The CAO/Clerk explained that severances were usually active for an extended period as they are done in stages. He also noted that typically building permits were down during the month of January and that he has had several building permit inquiries. 8.2 Report - Recreation and Community Development Coordinator - RE: Business Improvement Area Update February, 2016 The Recreation and Community Development Coordinator reviewed the February update for the Business Improvement Area. 8.3 Economic Development - Standing Item RE: Community Improvement Plan (CIP) Committee discussed a Community Improvement Plan (CIP) and how the Municipality can get involved in offering business incentives, how to adopt a CIP, and what elements would be involved. Mr. Bialy questioned if the Province offers any financial assistance to incentives identified in a CIP. The CAO/Clerk noted that they do not and any dollar incentives would come

4 directly from the municipal budget levy. Councillor Archer noted that reducing development charges and other fees could be an incentive as well. The Recreation and Community Development Coordinator noted that the Municipality could develop a different CIP for each of the pocket communities. Councillor Peplinski suggested that the Economic Development Strategy be reviewed and address concerns before moving ahead with a CIP. 9. Public Question Period - None 10. In Camera 10.1 Moved by: Ted Bialy Seconded by: Councillor Peplinski THAT the Meeting enter In-Camera Session at 10:05 a.m. to discuss matters pertaining to "the security of the property of the municipality or local board", "personal matters about an identifiable individual, including municipal or local board employees"; "advice that is subject to solicitor-client privilege, including communications necessary for that purpose", Ontario Municipal Act 2011, c.25, s.239 (2)(a)(b)(f). 1) from Lakewoods Resort Developments, Inc. - February 4, 2016 RE: Boat Launch 11. Return to Open Session Moved By: Councillor Peplinski Seconded By: Michael Scheer THAT the Meeting return to Open Session at 10:33 a.m. Councillor Archer advised that direction was given to the CAO/Clerk regarding the proposed boat launch at Lakewoods Resort Developments Inc. 12.
