Overview of BPCL Bharat Petroleum Corporation Limited (BPCL) is a Fortune Global 500 (rank of 358 in 2016) oil refining, exploration and marketing Public Sector Undertaking Company with Navratna status. BPCL has network of underground cross country pipelines along the length and breadth of the country. The approximate length of all the pipelines is 2300 kilometers. The pressure and flow of the pipelines which transport Superior Kerosene Oil, High Speed Diesel, Aviation Turbine Oil, Liquefied Petroleum Gas and Motor Spirit are monitored and controlled by SCADA ( Supervisory Control And Data Acquisition ) which is a dynamic software system and is handled by expert officers. Every year, the Pipelines department of BPCL recruits new officers and provides an initial training on theoretical aspects of pipelines and various installed facilities like rotary equipments, electrical systems, field instruments, SCADA, LDS and Telecom System. There is a need of pipeline training simulator through which BPCL staff can understand the dynamic of the pipeline operation in a better way. The realities of today s pipeline industry include increased scrutiny of pipeline safety, regulations requiring operator qualification, historically high levels of turnover in the control room and ever increasing demands on pipeline operators. Simulation based training has emerged as a key component of an effective control room training solution. Simulator Style Trainers represent the very best method yet devised for employing simulation technology in the training and qualification of pipeline operators. Simply put the goal of a Simulator Style Trainer is to recreate the reality of the pipeline operator s work environment with a high degree of fidelity. The reality comes from two sources the advanced thermo-hydraulic model and the operator interface. Page 3 of 11

4 2. Expectations from the proposal 1. The applicant party could be either OEM of Pipeline Training Simulator (or) their sole authorized channel partner who has provided such systems in the past for Pipelines or any other similar applications. 2. The party shall submit the technical specification/details of the Pipeline Training Simulator Software being proposed and should showcase how effectively it can be deployed for the job of pipeline operator training. 3. The software should be able to model existing hydraulic profile of actual Pipeline sections along with details of Pump Curves & existing instrumentation systems. 4. The software should have interface for instructor (Trainer) to feed various scenarios & interface for trainee who will respond to various scenarios. 5. The party to provide the details of various scenarios which can be created in the software. 6. The software should be able to evaluate performance of trainee automatically based on his actions taken during various scenarios. 7. The fully transient simulation model shall include the following features a) Regular solving of the basic hydraulic, thermodynamic and state equations at calculation points along the pipe segment using some known state variables at the endpoints b) Tracking of product properties from inlet to outlet c) Detailed transient simulation of the opening and closing strokes of valves (%maximum flow/%opening curve) d) Detailed pump model, including head/flow curves, automatic trip sequences and startup/shutdown sequences e) Modeling of Drag Reducing Agent (DRA) effects including degradation caused by distance and equipment. f) Slack Line Flow Calculations g) Detection of the onset of slack flow h) Calculation and reporting of the size of the bubble, based on the velocity of the liquid on both sides of it i) Vapor pressure behavior depending on operating conditions j) PID controls and other control types, e.g. suction pressure, flow, set point rampi Page 4 of 11

5 3. EOI DOCUMENT I. Applicant parties need to download this EOI document from our E-tendering website or BPCL website and fill up the relevant portions and mark the portions not relevant to them as Not Applicable. II. III. They are required to submit the entire EOI document, duly filled up, in a sealed envelope to BPCL office in Mumbai (address given in page 7 below) before the closing date mentioned on page 1. Please read the entire EOI document carefully and in detail to ensure that you understand all the instructions fully. IV. The EOI document is divided into three parts - Form 1 Information of applicant parties along with enclosures Form 2 Undertaking to be submitted by applicant parties on their letter head Annexure A Information sought from the applicant party about new Pipeline Training Simulator software to be provided as Annexure A in their own format (Refer Sr. No. 2. 6 4. PROCEDURE FOR SUBMISSION OF EOI I. BPCL will not be responsible for any non-receipt/delayed submission of document due to postal delay/loss in transit etc. Vendors who are on the holiday list with BPCL need not apply. V. Every page and document of EOI submitted must have signature and seal of a designated competent representative of the applicant parties. VI. VII. VIII. IX. All the documents should be submitted in a proper manner with Index for easy identification and evaluation. Applicant parties to submit documents/information to satisfy BPCL requirements and should also be in a position to produce further information as and when required by BPCL. BPCL will evaluate the proposal based on data / documents provided by vendor and data/ information available with BPCL and inspect the applicant parties facilities to confirm the data submitted/ capabilities. The applicant parties shall be evaluated based on documents submitted and also may be invited for making a presentation to Evaluation committee about their capabilities and experience. BPCL at its discretion reserves the right to verify/re-verify the information submitted by the party. X. Response from any applicant parties to this advertisement doesn t entitle them for receipt of tender enquiry for procurement at a later date. XI. This EOI is non-binding and the purpose of this document is to ascertain interest of prospective vendors for Pipeline Training Simulator software for pipelines. Page 6 of 11

It shall be sole decision of BPCL for utilizing / not utilizing the information gathered from EOI. BPCL may not take any further action after the invitation of this EOI at its own discretion without assigning any reason thereof.
