Sealed tenders are invited in two parts i.e. Part-I envelope (Technical bid) & Part-II envelope (Price bid) from registered NGOs for taking up Base Line Socio-Economic Survey (BLSES) of Dhawaiya & Semrabera Village of Rajrappa Block-II under Rajrappa Area of Central Coalfields Limited. Base Line Socio- Rajrappa Block-II- 3,00,000/- 3, /- + 14% 03 (Three Economic Survey Dhawaiya & VAT months) (BLSES) Semrabera village Service Tax will be extra if payable : Contractor/Service Provider will have to submit duly notorized affidavit on non judicial stamp paper to the effect that the contractor has made payment of Service tax in accordance with law, such notorized affidavit with regard to payment/deposit of Service Tax of the preceding month should be produced by the contractor every time while making claim for payment. Tender documents can be had from the office of the undersigned on any working days from to from AM to 4.00 PM (excluding Sunday & other Holiday) on payment of Rs % VAT as requisite cost (non refundable) as indicated above to be deposited in Cash to the Chief Cashier, GM Unit, Rajrappa Area. No postal order or cheque will be accepted. Tender document is also available on CCL website (issue of tender documents: begins on , closes on (excluding Sunday). 3. The tender shall be received in the office of the Staff Officer (P&P), Rajrappa Area on upto 1.00 PM and shall be opened on the same day at 4.00 PM in the presence of tenderers or their authorized representatives who wish to be present. 4. Any tenderer who desires to download tender document from website shall submit cost of tender document Rs % VAT in the form of demand draft / Bankers cheque from a Nationalized Bank in favour of CENTRAL COALFIELDS LIMITED, RAMGARH AREA, payable at Rajrappa Project or Ramgarh Cantt. alongwith the tender at the time of submission of their offers. They must enclose the same demand draft in the third envelope superscribed as COST OF TENDER DOCUMENT. No downloaded tenders will be accepted / opened unless accompanied by a separate envelope enclosing cost of tender document. Tender sent by post shall not be entertained and will be rejected outright. 5. The NGO should have minimum three years of working experience as NGO for similar nature of job in government / semi government / public sector (i.e. for Base Line Socio Economic Survey) in the state of Jharkhand. Other factors being equal of experience in Ramgarh / Bokaro district where this Project is located may be preferred. 6. The tenderers should submit their tenders in two envelopes i.e. Part-I (Technical Bid) and Part-II envelope (Price Bid) which should contain the following in addition to the envelope for cost of documents in case of downloading from website:- Contd..P/2

2 :: 2 :: a) Part-I envelope (Technical Bid): Part-I shall contain the following documents : (i) Copy of PAN Card of tenderer(ii) EPF registration number (iii) Proof of procurement of tender documents (iv) As per terms & condition the minimum three years experience as NGO supported with documents form Government / Semi Government concern and Public Sector (v) Proof of registration from Government concern (vi) An affidavit declaring that no employee of CCL is related to him and he is not employed in CCL (vii) Original Affidavit certifying that tenderer has not been involved in any criminal case and has not been black-listed in CCL or any subsidiary of CIL (viii) Latest Bank financial soundness certificate from nationalized bank & (ix) Service Tax Registration no. b) Part-II (Price Bid) shall contain the rate to be quoted in the prescribed tender documents as Annexure In case, any information as required in the 1 st part of the tender offer is lacking, the offer of the concerned party will be disqualified. 8. All the documents should be signed by tenderer in all the papers with date and the documents submitted by the tenderer must have current validity with date. 9. The management reserves the right to accept or reject the tender wholly or partly without assigning any reason whatsoever. 10. The NGO shall have to work as per terms of reference for the said Base Line Socio Economic Survey as Annexure The Base Line Socio Economic Survey shall be conducted as schedule of the work as Annexure-3, 3a & 3b. 12. 5 ANNEXURE-2 Terms of Reference Base Line Socio Economic Survey in Dhawaiya & Semrabera village of Rajrappa Block-II under Rajrappa Area. 1.0 The Base Line Socio Economic Survey for affected village of the Project shall be conducted as per schedule of work enclosed as Annexure-3, 3a & 3b the terms & conditions given here under shall be followed. 2.0 The work will have to be completed within a period of 03 (three) months, which will be reckoned from the date of start of work. However, with mutual agreement the period may be extended in case of such situation, which is beyond the control of both the parties. 3.0 The NGO shall perform the services and carry out their obligations hereunder with all due diligence, efficiency and economy in accordance with generally accepted professional techniques and practices and shall observe sound management practices and employ appropriate advanced technology and methods. They shall act, in respect of any matter relating to his contract of the services, as faithful advisers to the CCL Management (Client) and shall at all times, support and safeguard the legitimate interest of CCL in the dealings with any third party. 4.0 The NGO shall not engage and shall cause their personnel as well as their subconsultants and their personnel not to engage, either directly or indirectly, in any of the following activities. a) During the terms of this contract, any business or professional activities in the country which would conflict with the activities assigned to them under this contract and b) After termination of this contract, such other activities as may be specified in the schedule of work. 5.0 The NGO and their personnel shall not, either during the contract period or within two years after expiry of this contract, disclose any property or confidential information relating to the Project, the services, this contract or operations without the prior written consent of the CCL Management. 6.0 The NGO shall take out and maintain at their own cost for the insurance against the risk and for the coverage of jobs as shall be specified in the schedule of work. Insurance in respect of the personnel of the NGO and all other risk factors or otherwise insurances as may be appropriate, are to be made operative by the NGO with their own cost. 7.0 All Plans, drawings, specification, designs, reports, other documents and software prepared by the NGO for the CCL Management (Client) under this contract shall become and remain the property of the client and the NGO, not later than upon termination or expiration of this contract, deliver all such documents to the client together with a detailed inventory thereof. 6 :: 2 :: 8.0 The NGO shall employ and provide such qualified and experienced personnel as are required to carry out the services. 9.0 Representative from CCL may accompany the NGO for visit to Govt. officials, villages and thereafter during survey work, as and when need arises Basic information about the proposed land acquisition and the relevant data collected by CCL to be handed over to NGO one week before they start preliminary survey A Pilot study covering 30 families to be carried out initially by the NGO and presented to client for approval. Clients approval will be communicated to NGO within 3 days and thereafter, the NGO s investigations / survey / job shall start in full swing Accommodation arrangement for their personnel will be made by the NGO, including that for monitoring staff and advisors. If arranged by the client, actual boarding cost will be borne by the NGO Income Tax, dues, fees, as applicable, shall be recovered as per rule from the bill Similarly the final bill will be released, after completion of the job as per work order on getting satisfactory completion certificate from the appropriate project Authority The NGO will have to obtain labour license under contract labour (Regulation & Abolition) Act, 1970, if they engage more than 19 personnel in this work on any day. The necessary records under Contract Labour and Minimum Wages Acts are to be maintained by the NGO at site of work and are to be presented to the department s authorized representative or the inspecting authority as and when asked for checking. The NGO will have to make payment to the workman engaged by them for this work as per Minimum Wages Act in the presence of authorized representative of the Project, who will issue labour payment certificate (LPC). After issuing Labour Payment Certificate and verification of the record, necessary payment certificate shall be obtained No escalation shall be payable for his work All the materials required for the work shall be arranged by the NGO and department shall not issue any materials The NGO should submit the work execution certificate for the job incorporated in this work order from the appropriate authority of the Project prior to payment of bill. 7 :: 3 :: 19.0 The NGO will submit the work programme in the form of bar chart before starting the work The matters relating to any dispute or differences arising out of this work order shall be subject to the jurisdiction of District Court, Hazaribagh (Jharkhand) only The parties undertake to act in good faith with respect to each other s right under this contract and to adopt all reasonable measures to ensure the realization of the objectives of the contract. 8 ANNEXURE-3 Base line Socio Economic Survey of Dhawaiya & Semrabera village of Rajrappa Block-II under Rajrappa Area for Coal Mining Purpose as per the enclosed format attached as Annexure-3a & 3b. Arranging for getting videography done of the village to depict the houses / structures at the end of survey to freeze the status of houses / structures and providing the same CD (10 copies). 5. Organizing meeting with villagers & Government officials and arrange training for the same for mobilization. 6. The entire work mentioned above shall be based on R&R policy of CIL. 7. Prepare village profile based on the above survey, giving their details as per Annexure-3b. 8. Developing a comprehensive rehabilitation and resettlement strategy for PAPS of said villages.
