1 EHA Annual Report 2013 Introduction The year 2013 was marked by the publication in January 2013 of the EU s Clean Power for Transport Communication to establish a long- term policy framework to guide technological development and investments in the deployment of fuels and give confidence to consumers. The communication included a proposal for a Directive on the deployment of Alternative fuels infrastructure that featured the first article dedicated to hydrogen in the history of European transport directives (art 5, COM 2013/18). As active member of the European Expert on Future Transport Fuels the EHA and its members actively contributed to the development of proposal and over the last year stepped up its efforts to engage its national member associations in ensuring that the ambition of the communication would be translated into concrete support of Member States to ensure hydrogen infrastructure roll out. Although the ambition of the Commission s communication has been watered down by several Member States such that the final text of art 5. On hydrogen infrastructure includes a more loose reference to the need to ensure a hydrogen infrastructure that allows circulation only by 2025 and only in Member States who decide to include hydrogen in their national policy frameworks, EHA national member associations picked up on an important EU signal that hydrogen will join the alternative fuel mix also in their countries in less than 10 years. As the only independent, Europeanwide organization, covering 21 countries through its national associations, representing most of the key stakeholders to a sustainable roll out of hydrogen as an energy carrier, the EHA is uniquely positioned to facilitate that H2 infrastructure deployment reaches into all corners of Europe. This was further demonstrated by the invitation of CEN CENELEC, Europe s main standard organizations, to contribute to several workshops to establish the right standards to be included in the final text of the new infrastructure Directive. An important EU Commission event in April of 2013 to which the EHA was invited took stock of hydrogen s potential contribution to build an integrated energy system, linking renewable energy sources to transport, in which DG Energy director Philippe Lowe indicated that today a stronger need to link energy policy challenges and FCH JU priorities is needed with regards to increasing efficiencies, reducing costs and reducing emissions. A paper, to which EHA members contributed, published at the same time by the European Association for the Storage of Energy (EASE), of which the EHA is an associate partner, confirmed this need. Last but not least efforts of the EHA Board started in 2012 to look into the future organisational structure of the EHA organisation, especially in relation to other organisations like the NEW IG, resulted in several meetings with the NEW IG board to streamline the dissemination of the FCH JU program and relevant FCH JU project results in the future, leveraging the role of EHA s national member associations. No final conclusion has been made so far and the EHA continued its efforts to support the dissemination of new projects that came online in 2013 in cooperation with FAST. EHA expanded also its international outreach efforts with a permanent presence at the IPHE events by the EHA director as part of the Italian delegation. In addition EHA s engagement to increase the visibility of European hydrogen and fuel cells technology in the UNFCCC Technology mechanism efforts to develop technical assistance to developing countries to reduce CO2 emissions led to the invitation of DG Clima to take part in several UNEP workshops. This report lists in detail the EHA office actions in 2013 as the basis of the EHA Action Plan 2014.

2 Key EHA Actions in EU lobby activities In 2013 the EHA lobby activities concentrated on the discussion in EU Parliament and within Member States of the Clean Power for Transport package. The package, most of all its original ambitions on targets for different vehicles and infrastructure requirements, had also a significant impact on the realisation in New Member States of the dawning of the commercial use of hydrogen applications in transport and the need to start preparing for national infrastructure roll out. In addition the role of the EHA as a platform to collect views on different policy issues was further highlighted as the different needs with regards to international standards for hydrogen refuelling stations and fuel quality became more clear in discussion on the selection of the ISO standards that will be included in the Directive on deployment of alternative fuels infrastructure (COM2013/18) and the Commission intentions to abandon renewable targets in transport and the Fuel Quality Directive (COM 2014/15). Further actions included support for the FCH JU II discussions in the EU Parliament and in convincing reluctant Member States, as well as identifying topics for Smart Cities and Communities first lighthouse project proposals for the first Horizon call. 1.1 DG MOVE EHA objective: ensure that the use of hydrogen is well represented in relevant EU transport dossiers and to inform EHA national member associations of relevant EU transport policy. The EHA for example will engage with its national member associations to ensure that national policy frameworks, that Member States will need to develop as part of the Directive on the deployment of alternative fuel infrastructure (COM2013/18) by 2016, will include references to the use of hydrogen. EHA action included: 1. Meetings with relevant MEP and EU Parliament rapporteur of the Directive on infrastructure; many amendments suggested in cooperation with HyER were included: need to include the role of regions and cities, adaption of distance between HRS; 2. Active participation in the Expert Group on Future Transport Fuels to ensure ambition for hydrogen; 3. To underpin EHA actions with regards to transport and with the support of its national member associations the EHA compiled a list of public hydrogen stations to support the online EU TENtec portal mapping of road infrastructure; 4. Promote the inclusion of preliminary hydrogen data on vehicles and infrastructure in the EEO; 5. Follow the development of the announced Strategic Transport Technology Plan that DG MOVE has been developing since DG Energy EHA objective: ensure support for the integration of hydrogen infrastructure build-up in EU energy policy and funding programmes mobilizing the expertise in the EHA national member associations.

3 EHA Action included: 1. The EHA contributed to the EU consultation on Energy and Climate 2030 in July 2013 (final communication came out May 2014); 2. Promote the role of hydrogen in national action plans in cooperation with EHA national member associations based on the integrated roadmap of the new SET Plan as presented in the Communication Innovation and Energy technologies (COM2013/253); 3. Promote the role of hydrogen as energy storage and load balancing medium in the national plans foreseen in the Communication Energy and Climate 2013 (COM 2014/15) that came out beginning The EHA is liaising with sister organisations to assess the impact removal of the 10% renewable energy in transport and the Fuel Quality Directive in the 2030 targets of the Energy and Climate 2030 communications 5. The EHA contributed to the Roadmap for the development of energy storage technologies up to 2030, developed by EHA sister organisation the European Association for the Storage of Energy in cooperation with DG Energy and published in the Spring of Hydrogen became one of the chapters and the EHA encouraged its members to participate. EHA members Linde represented the EHA in EASE meetings and Hydrogenics is chairing the EASE Taskforce on Power to Gas. 6. EHA liaised with EU policy officers responsible for the Smart Cities and Communities European Innovation Partnership and invited the responsible policy officer DG Energy to its Board meeting on December 10 to discuss potential projects for the SCC topic in the Horizon Call DG Enterprise and Industry EHA objective: to ensure that the automotive industry policy of the EU includes support for FCH vehicles development and deployment in its ambition to launch a specific major initiative on breakthrough technologies (see report CARS21 High Level Group,June 2012) EHA Action included: 1. Monitor development towards launch major initiative: 2. Follow the negotiations on the Transatlantic Trade and Investment Partnership 3. Lobby for an automotive supply chain taskforce for electric vehicles including battery and FC. 1.4 DG Climate Action EHA objective: In view of the support of the EU to the UN Climate Technology Centre and Network (CTCN), as part the UNFCCC Technology Mechanism to support emerging economies to mitigate and adapt to climate change, the EHA is seeking to ensure that European hydrogen and fuel cell technology solutions are included in the UNFCCC Technology Database. EHA Action included: 1. The EHA participated in the first Expert Dialogue organized by the CTCN in Brussels in October 2013;

4 2. As a result of an EHA question at a seminar with DG Climate Action Commissioner Connie Hedegaard the EHA set up a meeting early 2014 to discuss the EU support for the CTCN and how to best integrate European climate mitigation and adaptation solutions like H2 into the CTCN work. 3. The EHA met with various actors active in FC and H2 deployment in growing economies, (FC bus project in Brazil, FC development in South Africa). 4. In 2013 the EHA submitted various activities to the Workplan of the European Business Technology Cooperation, EBTC, a EU funded network facilitating clean energy business opportunities for SME in India; 1.5 DG Research and Innovation The EHA in 2013 actively followed the developments of the European Green Vehicles Initiative that followed the Green Car Initiative in executing research in the field of energy efficient car technology and alternative power trains, mostly electric battery powertrains and more advance diesel technologies. The initiative follows the report of the CARS21 High Level Group, published in June 2012, concluding that the foremost challenge for the EU global competitiveness is to launch a specific major initiative on breakthrough technologies. The European Green Vehicles Initiative has been confirmed as a follow-up of the EGCI PPP within the CARS2020 Action Plan recently adopted by the European Commission. The EGVI will cooperate with the FCH JU in FCEV and BEV development. The EHA also carried out further promotion in the EU Parliament of the FCH JU II regulation through meetings with the rapporteur and via Member State representatives in the Government Support Group of the HIT project to ensure a higher budget for demonstration and storage. The EHA also met with the FCH JU Program office and NEW IG as well as DG R&I in September to discuss the communication of the industry commitment to the new FCH JU program. 1.6 DG Environment EHA objective: ensure that air quality and fuel quality legislation take into account the need to facilitate the transition form conventionally produced hydrogen to renewable hydrogen. EHA Action included: With regards to the ongoing discussions in EU Parliament and Council on the Directive amending Directive 98/70/EC on the quality of petrol and diesel fuels and amending Directive 2009/28/EC on the promotion of the use of energy from renewable sources, the EHA liaised with sister organizations to ensure that the quadruple rule for renewable hydrogen in art 3.4 is maintained (counted as four times its energy content). Some issues with regards to the correct amount of greenhouse gas emissions of steam reformed hydrogen needs to still be addressed in view of the JRC Well to Wheel figures. Also implementing a correct system to report H2 data have not been completely resolved; reporting systems needs to involve H2 suppliers to consolidate the data relative to H2 for each country as they are the ones that know how much H2 is delivered to the stations and where it comes from. It is expected that the Directive will be approved by mid Consultations In 2013 the EHA contributed to the Consultation Energy and Climate 2030.

5 1.8 EU Parliament EHA objective: identify key MEP s to disseminate regular update on industry developments in view of the inclusion of hydrogen in key EU dossiers and rally support for local and national projects. EHA Action included: 1. The EHA liaised with STOA, the EP study organisation to support the submission of a priority project on capacity building of local officials to facilitate educated decisions on deployment. 2. Extensive meetings with the key rapporteurs of the Connecting Europe Facility (CEF) have been conducted to ensure the inclusion of key modifications to ensure financial support for alternative fuel infrastructure development for road transport. The CEF was finally approved with a significantly reduced budget but the omission of road transport has been somewhat repaired. 3. The EHA supported the FCH JU efforts to ensure that hydrogen and fuel cells are considered with a significant budget in Horizon The EHA inquired with the different political groups on potential new MEP and their interests in view of elections in May 2014 and will complete a mapping of newly elected MEP by July EU Council EHA objective: inform Member State Representatives of relevant industry and local developments. In view of the Connecting Europe Facility and Clean Power for Transport Initiative communication the EHA liaised with key Member States to ask for their support to increase funding for alternative fuel infrastructure development in TEN T. Through contacts with the Government Support Group of the HIT project, that the EHA facilitated together with HyER, direct contact was made with key officials in Germany, UK, Sweden, Denmark and Netherlands. With the support of EHA national association members key ministry officials were identified to facilitate the signing of the TEN T HIT 2 project. 2. Mobilize national member associations in dissemination of relevant EU projects. EHA staff since the first Hydrogen Technology Platform and the start of the FCH JU has developed or facilitated EU projects engaging industry members as well as key national, local and industrial stakeholders. As the EHA office has no direct employees but is managed by FAST the EHA cannot be partner in EU projects. The EHA therefore has engaged with FAST to support the dissemination of relevant EU projects that are dealing with topics relevant to the broader membership of EHA s national associations. In this way the EHA office has become an acknowledged point of reference on who is working on what, as well as on project results. In addition the EHA makes sure that the actors in New Member States are supported in their efforts to become engaged in projects and face the challenges that are common in the early stages of H2 and FC deployment. The role of the EHA as aggregator and disseminator of key information has been steadily increasing and the EHA is increasingly asked to support project dissemination or facilitate alliances with other projects.

6 The advantages for the EHA and its members are three-fold of EHA s support for EU projects : 1. EHA and its members are getting more insight on key expertise of European industry as well as local and national conditions for roll out; for example the EHA supported the collection in Italy of information in the Don Quichote project on local pricing of renewable electricity and the different principles of green certificates to gain insight into the pricing mechanisms on electricity markets, how the variable production patterns of solar and wind power are related to the fluctuations in these markets as well as the determination of the economic / contractual conditions for the maximum valuation of wind and solar power. 2. Coordinated diffusion of key information on main developments, also to areas in Europe that are not yet fully engaged, helps emerging activities to gain insight in the broader H2 and FC perspective not just in the results of one project; for example an EHA presentation in Bucharest in September 2013 resulted in Romanian interest of Romania in H2 development along TEN T corridors. 3. EHA position is strengthened as the organisation of reference for detailed information in project results and potential funding opportunities to further support EU and national policy making; EHA engagement with EASE and the UNFCCC technology cooperation with emerging economies are examples in which EHA expertise and that of its national member organisations, including industry members, is recognized as valuable input to further integration of H2 and FC technology. 2.1 FCH JU Collaboration: Through its engagement with FAST to support the dissemination of FCH JU project results the EHA has contributed to the dissemination of an increasing number of project results. Relevant project news have been reported in the EHA monthly newsletters as well as in a dedicated section on the EHA website. EHA staff was further strengthened with a part-time communication manager stationed at FAST in Milan who also takes care of some of general dissemination tasks for the projects (website updates etc). This enabled the EHA to present the organisation and the results of the projects in more than 70 events and conferences at EU and national level in the last three years, Some of the presentations were organised in collaboration with EHA national association members, for which the EHA was able to cover part of the organisational expenses. The EHA has demonstrated to be an effective instrument in informing key stakeholders at national and local level of important progress in various FC and H2 application areas. Intensive discussions with FCH JU executive over the last three years resulted in the FCH JU recognition of the EHA as a tool for engaging national and local players and stimulating participation in project consortiums. A proposal for closer collaboration with the NEW IG has been submitted but no further decision has been taken. Some areas of collaboration that have been discussed sine 2012 with the NEW IG and FCH JU: - Expand the communication efforts about the FCH JU financial perspective for the period (together with the NEW-IG) and work to promote the actions, the projects and the programmes funded by the Programme Office (together with the Programme Office) - Reinforce lobbying efforts, on a daily basis (together with the NEW-IG) - Coordinate and support communication efforts to promote the events organized by the FCH-JU (together with the Programme Office). EHA Communications Plan Update 3.1 Dissemination Toolkit Website: The EHA team still ensured that the EHA website remained the highest ranking search result when you type Hydrogen Europe in search engines, thanks to a diligent updating of relevant national and industry news as well as EU policy developments. The EHA unique visitor number has doubled over the last 3 years to over Newsletters/Monthly Reports: The EHA database to which monthly updates are sent has been expanded. In addition more member focussed issues have been included in the newsletters. The EU project section has been expanded with relevant information on Education, Early Markets and Hydrogen Awareness topics: the HyFacts material for two-day workshops for authorisation officials is now translated in German, Italian and French and available online, the HyProfessionals project s FC and H2 education gap analysis might swing national association into action to verify status in their country in their countries; its online course in order to train technicians and vocational training centres (teachers and students) on FCEV can be downloaded for the website. Social Media: Twitter and Facebook accounts have been set up but not yet been used extensively as EHA members are not yet tuned into using these media to hook up with the EHA. EHA is following and liking a number of organisations to expand its visibility in this field Brochure: The EHA brochure has been updated with new members and distributed to all main events.. Educational activities As member of the Italian delegation and vice chair of the IPHE Educational Working Group the EHA director participates in the IPHE meetings. Her proposal at the IPHE meeting in Capetown in May 2012 to engage EHA national member associations in the organisation of a local education event in the city in which the IPHE is organizing its biannual meetings resulted in the creation of the so-called IPHE H2igher Educational Rounds, that offer a possibility of faculty and students of local universities in the country where the IPHE meeting is held to engage with IPHA members on the status of H2 and FC education in view of market roll out and future job opportunities. For the EHA these meetings offer a possibility to present the EU project results to an international audience. The publicly accessible outcome of these projects is also shared with other countries and further cements the EHA role as point of reference for information as well. The first edition was organised in Sevilla in November 2012 in cooperation with the Spanish Hydrogen Associations AEH2. The second edition was organized in London together with Transport for London and Imperial College. A third edition took place in November 2013 at Kyushu university in Fukuoka, Japan. In 2014 H2igher Educational Rounds are planned in Oslo and Rome. EHA contribution to major EU events EU Sustainable Energy Week 2013: The EHA collaborated with the EUSEW to organise the

8 CleanMob again facilitating the presence of several EV and FCEV to transport VIP to EUSEW events. The EHA AGM was listed as aprt of program. Group Exhibit H2+FC at HANNOVER MESSE 2013: the EHA booth was bursting with information on national hydrogen infrastructure development featuring a large EU map of the EHA membership and current HRS locations; visitors could indicate their favourite station locations and at the end of the fair various curious locations were included as far as the Ukraine. The technical presentations on relevant FCH JU project results at the technical forum and the EHA s director public forum interview focussed on national hydrogen infrastructure roll out in view of the new EU Directive. EHEC 2014 : The EHA met with AEH2 in November 2012 and agreed to supported the organisation of the EHEC in 2014 in Seville: over the course of 2013 the EHA supported the promotion of the Call for abstracts and invited speakers as well as promoted the event in EHA presentations and newsletter. FCH JU Stakeholder General Meeting: the usual collaboration between the FCH JU Program office NEW IG, EHA and HyER to ensure an attractive program was discontinued in 2012 and the EHA and HyER were not invited to present at the event in The EHA attended the event in Brussels. Luncheons Communications Managers in Sustainable Energy and Transport: The lunch meetings of communications managers active in EU energy and transport that the EHA has been organizing in collaboration with HyER, have seen an increasing participation. In 2013 themed lunches were organised around, the EU Sustainable Energy Week (February), getting your press releases published (May), using Air Quality topics to promote your technology (September) and present relevant sector data (December). The meetings have proved to be very useful in broadening the visibility of the use of hydrogen and in planning events and making sure EHA events are promoted through other organisations communication channels. FC and H2 Conferences/events: EHA s stepped up its presence at several local and national conferences (UK, Bucharest) to ensure FCH JU project presentations of some of the projects that ended in 2013 (HyFacts, HyProfessionals). With input of the national member associations the EHA event calendar now includes relevant annual events at EU and national and local level. EHA Annual General Assembly: The 13th EHA Annual General Assembly took place again during the EU Sustainable Energy Week in Brussels. This edition featured a heated discussion on the role of hydrogen in large scale energy storage and the status of electrolyser technology with a DG Energy official and lively presentation of Romania promoting the diversity of hydrogen actors across Europe. Cooperation with the NEW IG and new EHA structure was discussed as well. A full list of all EHA attended events is listed in Annex EHA Membership campaign 2013 EHA national association membership was further expanded with the Romanian Association for Hydrogen Energy and the HySafe association in It was decided in 2012 in view of on-going discussions with the FCH JU, NEW IG and EHA on a formal cooperation to leverage the role of the EHA s national member associations, to focus on engaging mobilizing national associations, societal organisation and SME rather than large industrial members. In view of the transposition of important EU policy, that will require the development of national policy frameworks for alternative transport policy frameworks, national action plans for energy technologies

9 based on an integrated roadmap (Communication on innovation and energy technologies (2013/253) and national plans for renewable energy (Energy and Climate 2030 (COM 2014/15), the EHA will step up its engagement with its national association members to ensure the integration of the role of hydrogen in these documents by The increasing number of EHA national member associations involved in or coordinating national hydrogen infrastructure strategy developments could further facilitate developments in this field in New Member States (NMS); the active involvement of the French association AFH2, that transferred its activities to a new association APHYPAC in 2012, that is now coordinatingh2mobiité France and the UK H2 and FC Association supporting the UKH2Mobility effort, in addition to the German H2Mobility and the involvement of the Scandinavian EHA member associations in their national hydrogen infrastructure planning, provide excellent input to address the challenges of associations in NMS more effectively. Many of the new associations in Hungary, Slovenia, Macedonia, Czech Republic, Bulgaria and Romania, face challenges in increasing the level of activity, engaging key decision makers and building a robust membership to sustain the organisation in view of the roll out plans of OEM that concentration few hubs in Western Europe. As mentioned in our annual report of 2012 a more comprehensive role of the EHA and its national member associations at EU level in the foreseen HRS roll out in the coming years is needed; for this purpose the EHA is conducting a survey among its national association members on progress of national developments, collecting examples of best practice and incentives to support emerging developments in EU NMS. 5. EHA organisational structure EHA staff has been enforced in 2013 with a communications manager at the office of FAST in Milan supporting the EHA dissemination efforts for specific projects. A new office manager has been appointed in Brussels to manage the transition to a more national associations focused organisation. 10 Annex 1 EHA support to FCH JU project dissemination 1. SHEL, Sustainable Hydrogen in Evaluation Logistics: The SHEL project aimed to demonstrate the market readiness of Fuel Cell Hydrogen Fork Lift Trucks (FCH FLTs), hydrogen refuelling infrastructure, demonstrate end user acceptance, and accelerate early market take-up in Europe. Initially the project aimed at demonstrating 10 units of ton FCH FLTs and associated hydrogen refuelling infrastructure across 3 sites in Europe: UK, Spain, Turkey, as well as designing a demonstration continuation plan to identify a further 10 demonstration sites with 200 FC FLTs. A first prototype has been developed at the UNIDO ICHET location with a local FLT supplier. The closure of UNIDO ICHET as per January 2013 significantly impacted the project and the project was terminated in the Spring of EHA supported the general dissemination and preparation of a project quality plan and communication plan (submitted April 2011), Identification and establishment of a stakeholder group (submitted April 2011), Planning of project workshops (submitted April 2011), set up and management of project website (completed March 2011), development of a continuation plan for commercialisation (due September 2013), Identification of supply chain to support continuation (due September 2013). The EHA suggested to leverage some of the workshop activities with similar actions in the HyLIFT DEMO demonstration project. 2. HyLIFT-DEMO, European demonstration of hydrogen powered fuel cell forklifts: The HyLIFT- DEMO project will conduct a large scale demonstration of FCH JU FLT, while building the business case to enable following deployment and introduction by The project will hold a two year demonstration of 30 units of tons FLTs with fully integrated 3rd generation fuel cell systems, and hydrogen refuelling infrastructure at 3 end-user sites throughout Europe. As the principal supplier of the FLT in Denmark went bankrupt significant delays were incurred to select qualitative new suppliers. In addition the economically sound supply of hydrogen caused some delays. The EHA assisted in the in the general dissemination of the project as well as identification of additional end user sites in Europe (submitted March 2011), Demonstration regions and end-users selection (April 2011), Report: Guidelines for regional fuel cell forklift projects (postponed to mid 2014 ), planning and execution of midterm and final dissemination workshops (postponed to mid 2014). 3. HyFACTS, Identification, Preparation and Dissemination of Hydrogen Safety Facts to Regulators and Public Safety Officials: HyFACTS aims to develop training material for Regulators and Public Safety Officials, which are responsible for the authorisation of FCH installations and mobile applications. EHA within the HyFACTS project is responsible for the creation of a project contact database (Submitted June 2011), the creation of an online questionnaire (submitted May 2011), and subsequent report (submitted February 2012), Report on existing training materials in EU (submitted February 2013), detailed report with updates on dissemination and implementation (submitted July 2013), Report of recommendations and review (Submitted July 2013). The project ended July HyProfessionals (Call 2009): The aim of the project is to develop a comprehensive basic training programme for different educational levels, starting at technical schools, up to undergraduate and graduate studies to ensure an educated workforce that is able to support the development of sustainable industrial hydrogen and fuel cell sector and a commercial market. The project was finalized in December 2012 and mapped the knowledge gaps in relevant education training

11 programs, relevant training institutions in various countries in Europe and developed an online course in order to train technicians and vocational training centres (teachers and students) in electric vehicle, hydrogen and FCEVs. The EHA developed and maintained the website, developed promotional material and conducted numerous presentations of the project at relevant EU, national and local events. We contributed to the final report prepared by FAST with input of all partners. Relevant material will be handed over to HyER to distribute further to local stakeholders after the project ended beginning FC-HyGuide, Guidance document for performing LCAs on Hydrogen and Fuel Cell Technologies: The overall objective of FC-HyGuide is to develop guidance document, related training materials and courses for LCA (Life Cycle Assessment) studies on fuel cells and hydrogen production based on the ILCD (International Reference Life Cycle Data System) Handbook and the ISO standards ff. The document will include case studies and a manual that will offer step by step guidance for LCA practitioners in industry as well as for researchers. The main output of the project is a Product Category Rule-type guidance document based on the ILCD handbook - that is scientifically sound, industry accepted and quality assured. The EHA supported the organisation of at echnical Expert Workshop onn 14th and 15th of February 2011, the FC-HyGuide Technical Expert Workshop was held at the Royal Flemish Academy of Belgium for Science and Arts in Brussels and grouped experts from both research and industry, to present and discuss the first draft of the Guidance document for performing LCAs on Hydrogen and Fuel Cell Technologies. The project finished in September EHA s role in FC-HyGuide was to provide overall assistance to the dissemination activities and preparation of the workshop and training courses. 5. HyResponse (Call 2010, resubmitted in 2012) HyResponse aims to support the successful implementation of hydrogen and fuel cell technologies by providing technically accurate hydrogen safety and emergency response information to First Responders, including fire, law enforcement, and emergency medical personnel) and site operators, who must know how to respond to potential incidents. Their understanding can also facilitate local approval of hydrogen projects. The EHA will support dissemination of main results and recommendations of the project, including, the establishment of permanent channels for hydrogen First Responders education and training, and contribute and participate to the three pilot training sessions, including educational class, operational and virtual reality trainings. The EHA will also facilitate a permanent session at the World Hydrogen Energy Conference and other relevant international conferences to exchange experiences and update First Responders, as well as the organization of the First International FR Workshop at an international event. 6. Don Quichote Call 2011: The Don Quichote project aims to contribute to the Commission efforts to create large scale energy storage projects by demonstrating the market readiness of these components, integrating them into a comprehensive industrial system connected to a hydrogen refueling facility to supply hydrogen to a fleet of material handling vehicles in a large logistics center. The logistics centre is operated by a large supermarket retail company that is operating 85 conventional fuels stations in Belgium. Some of the features of the project include: direct coupling of intermittent renewable electricity sources to electrolysers, more efficient, fast-reacting PEMelectrolysers, highly efficient compact electrochemical hydrogen compression system.

12 The EHA finalized to the Project Dissemination Plan (PDP) in March 2014, including key target audiences, the type of material used to reach these target groups and a calendar of events and meetings to present the results of the project in close collaboration with project partners and relevant EU programs and projects. The PDP will be aligned with the results of current and past FP and IEE project results (STORIES project approved energy storage project under FP Energy Call, HyWindBalance, INGRID). In addition the PDP will include a dialogue with renewable organisations (EREC, EUREC) on the role of hydrogen in the storage renewable energy and how to disseminate this to relevant players in the renewable industry. 7. HyLIFT Europe (Call 2011): The aim of HyLIFT-EUROPE is to demonstrate up to 200 fuel cell material handling vehicles and associated refuelling infrastructure to sites across Europe, making it the largest European trial of hydrogen fuel cell material handling vehicles so far and the world s first large scale demonstration of airport tow tractors. This will continue efforts of the ongoing FCH JU supported HyLIFT-DEMO project. Fuel cell systems from H2 Logic will be fully integrated and operated in forklifts and warehouse trucks from Still and airport tow tractors from Mulag. The high volume combined with the FCH JU support are enabling a cost-neutral demonstration operation for vehicle-users. Dialogues have been established with 33 vehicle-users with a combined fleet of 2,097 vehicles of the types targeted for demonstration. At the vehicle-user sites hydrogen refuelling stations (HRSs) will be deployed using the latest technology by Copenhagen Hydrogen Network A/S. To arrive at the target hydrogen price of 7-9 /kg dispensed at the pump, vehicle deployment locations will be chosen close to hydrogen production locations whenever possible in order to arrive at the lowest hydrogen supply cost. As the project faced challenges in attracting new customers and some adaptations needed to be made to the airport tow tractor, the project dissemination has been delayed. 8. H2Trust (Call 2011): the H2Trust project seeks to assess industry efforts to assure FCH technology is safe and that there is an adequate regulation, hazard awareness, incident readiness and ability to respond to public concerns and compile information demonstrating safety due diligence and best practices. The project will seek input from previous, on-going and upcoming FCH JU demonstrations and pre-normative and training projects and from similar international activities. The EHA supported the integration on the H2Trust websites of info-links to H2safety info and is supporting the H2TRsaut survey among politicians and other key decision makers on their H2 awareness. The EHA will also support the general EU dissemination of the project and attended kick off in June ALKAMMONIA (Call 2012) will develop a proof-of-concept alkali fuel cell system designed to provide power in remote applications and tested. The project will integrate three innovative and proven technologies: a highly efficient and low-cost alkaline fuel cell system, a highly efficient and catalytically heated ammonia processing system and a novel solid state ammonia storage system. The integrated system will be rigorously tested, CE certification will be achieved, and the results will be shared with leading telecommunication end-users. Project ALKAMMONIA will demonstrate significant cost savings compared to the most common current method of remote power generation, i.e. diesel generators as well as to the most common fuel-cell solution in the sector: a Strategic Advisory Board (SAB) has been set up to play a pivotal role in this project (the SAB currently comprises Vodafone (UK) and Recova Energy (India) and the FAST-EHA will work on extending the SAB during the project) and has already advised the partners in defining the projects objectives. It will provide the consortium with first-hand information on enduser requirements and will enable the partners to respond to feedback from potential early adopters of the technology.

13 The EHA supported the development of the Project Dissemination Plan, finalized in May 2014 that includes general dissemination but also the creation and management of an Strategic Advisory Board, the presence at important industry and end customer evens and the publication of scientific papers. 10. Power UP: a 750 kwe alkaline fuel cell (AFC) system will be demonstrated at a chlor-alkali plant in Stade in Niedersachsen. Key objectives of the project are: 1. Successful scaled-up manufacture of fuel cell components that meet ISO standards 2. Automated assembly process of fuel cell components, able to assemble components into fuel cells ready for incorporation within fuel cell stacks 3. Reduced installation and commissioning times (and costs) of the system through the development of a modular, containerised Balance of Plant 4. Meeting end-user reliability requirements and able to fit in with maintenance schedules 5. A recycling programme that reconditions substrate plates effectively, recovers valuable catalyst materials and re-uses stack components 6. Delivering an AFC system at competitive prices 7. Understanding the direct and indirect environmental impacts of the fuel cell system. EHA contribution includes: 1. Determine key alliances which the partners aim to establish 2. Contact key target groups using the EHA database Following these steps, the EHA has supported the development a detailed dissemination plan, which will include a calendar of events and a list of dissemination material.
