7 Cooperation EHA - Hydrogen Europe (NEW IG) NEW IG, EHA and HyER to set up a Joint Communicatiosn Taskforce in 2009 to align lobbying, communications and events In 2012 this cooperation was ended as FCH JU and NEW IG developed own communicatiosn and lobby strategy Ongoing discussions on coooperation between NEW IG and EHA since 2013 at executive level November 2015 Hydrogem Europe was establsihed: first exchange written proposals: HE proposes merger of the two organisations EHA national association meeting January 15, 2016 to disucss the options March 15, 2016: joint meeting EHA Board HE Conclusions as of April 2016: 1. EHA board proposed platform structure with board representation and potential paid contribution of national associations to HE taskforces: HE rejected the proposal 2. EHA Board asked HE to join efforts in preparing proposal for topic 4.2 in last FCH JU call to address legal and adminsitrative barrieres in the authorisation of FCH technologies: HE rejected the propocsal EHA has approached Hydrogen Europe to meet formally after their Board meeting in June 2016.

12 EU Policy: Clean Power for Transport (COM2014/94) EU Commission: two main causes for lack of alternative fuel infrastructure: 1. The technology is substantially mature but the standards are not common EU-wide, thereby discouraging potential infrastructure investors, car manufacturers and consumers 2. The co-ordination failure among vehicle manufactures, infrastructure providers, national authorities and final users must be addressed. Initiatives addressed at promoting infrastructure appear necessary to break this deadlock

13 Alternative Fuels Infrastructure Directive (COM2014/94) Hydrogen not mandatory Each member state will need to develop a national policy framework for the market development of alternative fuels infrastructure by November 16, 2016: EHA member associations active in promoting inclusion H2, as of October 18 EC has received none! An evaluation of status and future development of infrastructure : EHA supported survey National targets for putting in place new infrastructure Deployment measures, including the yearly budget allocated to infrastructure deployment and to supporting manufacturing plants for alternative fuels technologies. Both EU Parliament and Council have moved targets from 2020 to EHA has regular meetings with EU officers to submit suggestions for work Sustainable Transport Forum

15 Energy Union Summer Package 07/2015: consumers first! 1. EU electricity market design initiative objective: proposal after summer offering consumers the possibility to adjust their consumption to real time prices; ensuring that markets provide the right signals for investments in generation a- building missing electricity infrastructure and making better use of existing infrastructure; ensuring flexible trading: for the efficient integration of renewables into the grid; eliminating regulated prices on one side and inefficient support schemes on the other. introducing a coordinated approach to renewable energy support schemes across MS

16 Energy Union Summer Package 2015: consumers first! 2. ETS Reform: An Innovation Fund will be set up to support first-of-a-kind investments in renewable energy, carbon capture and storage (CCS) and low-carbon innovation in energy intensive industry. Currently discussed in EP Some 400 million allowances representing up to around EUR 10 billion when sold will be reserved from 2021 onwards for this purpose. In addition, a further 50 million of the unallocated allowances from will be set aside to enable the Innovation Fund to start before 2021 and include projects to support breakthrough technologies in industry. The Innovation Fund builds on the success of the existing funding programme to support low-carbon innovation using the proceeds from 300 million allowances during (the so-called NER 300).

17 Energy Union Summer Package Review the energy efficiency framework for products, consisting of Directive 2010/30/EU (energy labelling) and Directive 2009/125/EC (ecodesign requirements): restore the A-G scale for energy labelling; create a mechanism for rescaling products that can accommodate further improvements in energy efficiency; establish a product database on energy efficiency; and introduce a safeguard procedure to improve national market surveillance. adopt detailed legislation on energy labelling of household appliances as delegated acts.

18 H2 as a Fuel? EU Fuel Quality directive On December 18, 2014 EU Parliament tabled prpoposal for Directive amending Directive 98/70/EC relating to the quality of petrol and diesel fuels and amending Directive 2009/28/EC on the promotion of the use of energy from renewable sources: EHA supported amendments to include non liquid biofuels from non renewable sources (hydrogen) (that was approved )and triple counting of energy content of hydrogen (not approved only 2.5) In Germany wind hours available (DE baseload is 60GW): 7000 hrs guarantee RE electricity 2000 MW electrolysers increase 70% forecast guarantee from 70% tto 85% so it is easier to plan the use of fossil power plants to back RE intermittency. Hydrogen can be used in refinery to produce diesel: 50 mln tons of H2 per year are necessary in Germany. 3.6 percent 2000 MW electrolysers is MW is needed in Europe.

Involvement in SCC Taskforce Mobility in Stakeholder Forum EHA joined Positive Energy Blocks Initiative or Energy Islands : potential cooperation with Milan, London and Lyon: EHA could support dissemination and expand the role of FC and storage technologies in EU funded project: since October 12 Eha joined taskforce in Milan EHA is establishing closer links link with national urban innovation developments in Brussels (relocation EHA office to Brussels up and coming district near Gare de Midi)

Link Clean Energy Supply with Clean Transport: cooperation with NRW and NL on Quickscan on status

23 EHA facilitated EU TEN T H2 Corridors Joint cooperation EHA and HyER in started in 2012: with workshops with car OEM, H2 station suppliers and national and regional authorities. EHA facilitated NL government coordination of first TEN T funded H2 and partcipation of France, Sweden, Denmark Following projects HIT 2Corridors and COHRS EAS HYMOB and H2Nodes followed same structure: Synchronizing National Implementation Plans (NIP) Infrastructure and fleet planning in regions Regulatory harmonization proposals Policy measures and & financial support schemes Strategy focusing on market development and scaling up from local initiatives to EU implementation

25 Energy technologies and Innovation COM 2013 /253 and Integrated SET plan COM(2015) 6317 final On 2 May 2013, the European Commission published its Communication on energy technologies and innovation COM (2013) 253. An Integrated Roadmap has been developed, under the guidance of the SET Plan Steering Group, incorporating the key principles and measures identified in this Communication: consolidate the (up dated) technology roadmaps; cover entire research and innovation chain from basic research to market roll-out; NEW Integrated SET Plan was announced on September 15, 2015: 10 key action include the ambition to sustain technological leadership by developing highly performant renewable technologies and their integration in the EU s energy system, reduce the cost of key technologies and strengthen market take-up of renewable fuels needed for sustainable transport solutions including hydrogen EHA joined European Technology and Innovation Platform on Smart Netwroks and Energy Transition (in 2016

27 Action Plan Active development of EHA into a highly visible knowledge and dissemination H2UB with strong links to national and local innovation clusters regarding energy and transport: Intensify liaisons with relevant EU organisations outside H2 and FC community to broaden support and reinforce hydrogen messaging to policy makers at all levels. Co-operate with national and regional clusters to facilitate exchanges of successful FC and H2 deployment approaches and transposition of FCH project results into national/local initiatives. Ensure that the EHA delivers value to its members via continuous interaction to ensure members receive central Brussels support and international recognition of local/national projects. Support active engagement with end consumers at national and local level in Europe through EHA involvement in EU Smart Cities Stakeholder Forum Action Clusters on mobility and buildings, New Urban Economy, Education and Training course deployment etc..

28 Action Plan (2) Collect relevant national H2 and FC information for important EU and international dossiers: HRS/infrastructure development (i.e. agreement with DG MOVE for regular meetings on AFID Stakeholder Forum developments, clean energy supply channels to (urban) mobility and TEN T corridors, technology transfer to emerging economies Provide report writing, study delivery and consulting business through the engagement of expertise of both central and national association staff. Pull together an ongoing business plan to migrate from fees of individual membership to a more commercially funded organisation. Expand online portal and news briefs with up to date H2 and FC info. Organise one event per year to report on national progress. Ensure visibility and participation in relevant conferences and fairs in close cooperation with EHA members.
