What Makes NREL Unique? Only national laboratory dedicated to renewable energy and energy efficiency R&D Collaboration with industry and university partners is a hallmark Ability to link scientific discovery and product development to accelerate commercialization National Renewable Energy Laboratory

Scope of NREL s R&D Programs Foundational Science and Advanced Analytics Efficient Energy Use Vehicle Technologies Building Technologies Industrial Technologies Renewable Resources Wind Water Solar Biomass Geothermal Energy Delivery & Storage Electricity Transmission and Distribution Alternative Fuels Hydrogen Delivery and Storage

From Evolutionary to Revolutionary

Strategic Energy Analysis From Research to Deployment Technology-Neutral Deployment State, Local, & Tribal Integrated Deployment (ID) FEMP - Federal Facilities Project Development & Finance Technology Assessment & Screening Project Execution Support R&D AND ANALYSIS PROGRAMS TECHNOLOGY DEPLOYMENT PROGRAMS DEPLOYMENT SUPPORT FUNCTIONS

NREL DoD Support Activities Highlights Primary Federal and DoD requirements E.O : Reduce energy use intensity by 30% by 2015 as compared to 2003 baseline EPAct 2005: 7.5% of electrical energy consumption from renewables by 2013 NDAA 2008: 25% of domestic energy production from renewables by 2025 New E.O. with enhanced requirements expected NREL DoD support activities funding Support provided by DOE FEMP (DoD is primary FEMP customer) Work for Others agreements directly with the Services National Renewable Energy Laboratory

DoD-DOE Initiative: Net Zero Energy Installation (NZEI) Activity NZEI definition - A Military installation that produces as much energy on or near the installation, as it consumes in its buildings and facilities. Objective - Create a repeatable template for planning and developing net zero energy installations Process NZEI Task Force (coordination and oversight) DoD (OSD I&E, Air Force, Army, Marines, Navy) DOE FEMP/NREL Demonstrate (implement) systems perspective at pilot sites for each of the Services Implementation (systems approach) Efficient retrofits Efficient new buildings On-site RE generation Electric grid options (distribution microgrid-energy security, Smart Grid) Fleet (fuel efficiency, electric vehicle options) National Renewable Energy Laboratory

Initial NZEI Pilot Site: MCAS Miramar Implementation Progress Energy efficiency (ESPC) Efficiency retrofits-espc (HVAC/controls, reclaimed water use) Onsite generation-espc (CHP (2.5MW), DGs (5 MW) New boilers/solar hot water-arra Renewable energy PPA: 3 MW LFG PV (ARRA-500 kw, PPA-5MW (pending) Electric grid Smart Grid (assessing demand response opportunities) Islanding achievable (renewables, CHP, DG backup) NREL assessment tools for distributed resource optimization New construction (LEEDs Silver (Golf Club facility)) Fleet (assessment complete, recommendations pending) Put Put Miramar logo here *** Initial draft of NZEI template 4th Qtr FY2009 ***

Initial NZEI Pilot Site: Miramar Funding Sources Current Appropriated and Leveraged Funding - $61M (estimate) ESPC $35M PPA (LFG) $4M APPROPRIATIONS (ECIP/EIP/ARRA) $22M

Navy/Marine Corps Renewable Energy Strategic Plan Development Naval Facilities Engineering Service Center/NREL partnership - WFO (3 years, $1.3M)) Objective: Navy-wide prioritization of RE opportunities and implementation support utilizing NREL RE decision support tools Prescreening Analysis tool Initial prioritization of RE project opportunities Navy-wide and across technologies Site-specific factors considered (including incentives) RE sensitivity analysis tool (critical prescreening analysis follow-on capability) Interactive, user sensitivity analysis tool-facilitates ongoing assessment of RE project economics (future RE project economic viability?) Sensitivity factors include (system cost and size, utility rates, utility escalation rates, discount rates, O&M Costs)

Army RE Assessments (FEMP funded) Fort Irwin, CA Assessed renewable energy potential for Ft. Irwin leadership/army HQ Evaluated potential for a net zero energy installation and larger utility-scale projects (100s of MW) Identified implementation paths and issues, with input from the Army, utilities, and industry Ft. Bliss, TX Supported Ft. Bliss Energy Security Task Force meeting (OSD (S&P), ACSIM, IMCOM, ACOE Huntsville, Bliss DPW, CERL, PNNL, SNL) Focus-recommendations to meet Army Energy Security goals High priority recommendation of 100MW CSP integrated with 30 MW MSW plants Projects would meet DoD 25 % RE by 2025 goal and support load growth with addition of four Brigades

DESC Defense Fuel Supply Point (DFSP) - San Pedro Net Zero Assessment (FEMP funded) Completed San Pedro Net Zero technical assessment Proof of concept (San Pedro representative of the U.S network of DLA/DESC DFSPs OSD Energy Security Task Force rapid demonstration project Utilized DoD-DOE NZEI approach Energy efficiency audit Renewable energy assessment (Renewable Energy Optimization tool (REO) Initial grid assessment Initial transportation assessment Potential 4.5 MW PV project LADWP owns plant (feed-in tariff pending) San Pedro leases land-receives in-kind services (free power, efficiency upgrades) or a lease payment from the utility National Renewable Energy Laboratory

Hawaii Clean Energy Initiative (HCEI) NREL is leading the DOE support the State of Hawaii to achieve the goal of 70% Clean Energy by 2030 through efficiency and renewables in electricity and transportation. Hawaii represents unique market needs State most dependent on fossil fuel Electricity rates 1.5X higher than any other State DoD represents unusually high percentage of total energy use No Inter-state grid to soften non-firm generation impact DOE Integrated Deployment and FEMP nexus NREL co-locating three employees in Hawaii in support of HCEI DoD support NREL activities Audit and assessment training for federal and contractor personnel Near Net Zero Energy feasibility study: Ft. Shafter Army Command and Control Facility $400M, 300,000 sq.ft. facility USCG Sand Island comprehensive energy plan Assessment of additional high potential net zero facilities (Hickam AFB, Bellow Air Station, etc.) National Renewable Energy Laboratory

Military Fuel Mix versus Commercial Fuel Mix Commercial US Fuel Consumption Military Fuel Consumption Source: Energy Security ITP, July 2006 DOD s Total Jet Fuel Demand ~ 5 B gpy

Technology for Diesel and Jet Fuel from Algae

Drivers for Diesel and Jet Fuel from Algae Lipids are the preferred starting point to make jet fuel from biomass requires C9+ backbone Algae can produce more lipids per acre than other plants -- potentially 10x - 50x Does not require arable land Can use saline/brackish water Utilizes large waste CO 2 vent resources No competition with food Potential to satisfy 100% of DoD s diesel and jet fuel need

Chevron-NREL Algae Collaborative Research and Development Agreement (CRADA) CRADA initiated in 2007 Goal: Identify and develop algae strains that can be economically harvested and processed into finished transportation fuels

NREL Organized USAF Workshop on Algae Air Force Office of Scientific Research (AFOSR) Workshop 2008: NREL-AFOSR Algae workshop Feb 19-21, 2008 Arlington, VA Outcome: a roadmap and funded academic research on fundamental science related to algae production for Jet Fuel
