3 Tentative Agenda 3:45 pm 4:30 pm GHS Fundamentals & OSHA Enforcement As the Globally Harmonized System for Classification and Labeling (GHS) expands globally, there continues to be major differences between countries in the way the GHS is being implemented. The U.S. and Canada have been working together to align GHS Regulations, which could serve as a model for other countries. This session will also include a discussion of recent OSHA Enforcement Actions and interpretations. 10:30 am 11:45 am Plenary: Chemical Management Issues in the Value Chain This session will explore the various chemical management issues within the supply chain. The session will examine private sector drivers, requirements for downstream processors, the potential impacts on chemical users, and what the value chain can do to address challenges and opportunities promises to be a momentous year for chemicals management. With the Lautenberg Chemical Safety Act amendments to TSCA, industry, regulators, and stakeholders now have an opportunity to work together to align approaches to chemical management throughout the value chain and the international regulatory community. Fundamentals Workshop Lautenberg CSA Workshop Old & New: Impact of Lautenberg Chemical Safety Act (LCSA) on TSCA Programs Workshop 8:00 am 9:30 am Impact of Lautenberg CSA on TSCA Basics This session will explore how certain programs under TSCA will be impacted by the recently passed Lautenberg Chemical Safety Act (LCSA). It will provide an overview of what has and has not changed in TSCA, as well as discuss what is expected with EPA s new regulations to implement the LCSA. 9:30 am 9:45 am Break 9:45 am 11:00 am LCSA & New Chemicals Program Take a deeper dive into the new LCSA and the New Chemicals Program. This session will highlight what is different in the LCSA versus TSCA for the new chemicals program. It will explore implementation challenges faced by EPA and industry, as well as options to improve implementation. This session will also cover nomenclature challenges often experienced when introducing new chemicals, including developing generic names. 11:00 am 11:15 am Break 11:15 am 12:15 pm 21st Century Risk Assessment This session will focus on incorporating new innovations in risk assessment in tiered chemical toxicity determinations and exposure assessment for risk based priority setting, screening, and safety assessment. Tools and approaches discussed will include toxicogenomics, ToxCast, fit for purpose cell based assays, and advanced methods for exposure forecasting. 12:15 pm 1:30 pm Lunch International Workshop 1:30 pm 2:15 pm EU REACH: 2018 Deadline and REACH Review What will the REACH 2018 deadline entail for registrants? The REACH registration process is anticipated to hit the most number of companies, many of which are SMEs. This may change market dynamics as companies decide what to register and others drop these pre-registered chemicals. What will be the impact on data sharing and SIEFs? Meanwhile, EU REACH is undergoing a review of implementation throughout 2017, which serves as an opportunity for industry to raise concerns and highlight the negative impact of REACH on market dynamics and the global chemical industry. 2:15 pm 3:30 pm Korea REACH, China New Chemical Notification, and Taiwan TCSCA Implementation Under Korea REACH, the first significant registration deadline will be in Hear from Korean experts on what to expect for the 2018 deadline. This session will also highlight changes to China s New Chemical Notification regulation based on revisions through stakeholder consultation periods in 2015 and This session will also feature a focus on implementation of Taiwan s Toxic Chemical Substances Control Act, highlighting lessons learned since implementation began in :30 pm 3:45 pm Break 4:30 pm 5:15 pm International Overview Workshop Session This session will cover the fundamentals of tracking, advocating, and complying with international regulations. With an uptick in chemical control regulations around the world, how can companies leverage testing and data generation in one jurisdiction to use it in other jurisdictions? These sustainable chemistry practices improve products and processes to address major global challenges: climate change, clean energy, clean water, food security, biodiversity preservation, and sound chemicals management. Speakers in this session will present sustainable chemistry case studies that will show how industrial chemistry is advancing sustainability and will highlight value chain collaboration. Break 2:30 pm 3:00 pm Breakout Session 2 3:00 pm 4:15 pm LCSA & State Based Regulations It will explore the implications of the LCSA for the relationship between the states and the federal government. The session will also look at the various chemical management regulatory developments at the State level. Repeat session. Moderator: Karyn Schmidt, ACC International Agency for Research on Cancer (IARC) LARC was founded in 1965 as part of the World Health Organization (WHO) to promote international collaboration in cancer research. The IARM Monographs Program was instituted in 1971 to evaluate the cancer hazard, no risk, of chemical agents. The types of agents have expanded over the years to include not only specific chemicals, but groups of related chemicals, mixtures, occupational or environmental exposures, cultural or behavioral practices, biological organisms, and physical agents. National and international health agencies use the IARC Monographs as the scientific basis to formulate policies and implement actions to limit exposures to know, probable and possible carcinogens, even though the program does not factor risk into any of its decisions. IARC Monographs fuel chemical de-selection around the world and fail to communicate relevant risk information to the public. This session will NOT be repeated
4 Breakout Session 3 4:15 pm 5:30 pm Canada s Chemicals Management Plan - Upcoming and Ongoing Work Over the course of the implementation of the Canadian Chemicals Management Plan (CMP), Health and Environment and Climate Change Canada have taken a systematic approach to categorize and establish assessment and management priorities for about 4,300 substances from the approximately 23,000 substances in commerce in Canada. CMP2, known as the substances grouping initiative, is currently wrapping up with the final risk assessments for the various groupings of chemical substances. The third phase of the CMP has been launched, and Canada will be reviewing the last ~1550 substances of the original 4,300 categorized for assessment. This session will provide an overview of CMP3 and how the Canadian government will assess substances as posing a risk to health or the environment and how information will be gathered to support assessment and management, including through mandatory inventory updates. This session will NOT be repeated Risk Management under the LCSA: What might we expect In the LCSA, there is a clear separation between risk assessment and risk management. This sessionn will discuss the new requirements for EPAs risk management activities under the LCSA and what we may expect to see in the future. This session will NOT be repeated Small Business Track Sponsored by SME Track Breakout Session 1 1:15 pm 2:30 pm What SMEs should know about the LCSA This session will focus on the major changes made by LCSA that could have a particular impact on small businesses. There are a number of activities underway at EPA, including redefining the criteria for small business, determining how new fees might apply to them, among others that SMEs should pay close attention to. Toll manufacturers should also have an interest in this session given EPA s new mandates. Break 2:30 pm 3:00 pm SME Track Breakout Session 2 3:00 pm 4:15 pm How to compete in a highly regulated world as an SME There continues to be a rise of new international regulatory regimes that are directly impacting SMEs. In order to embrace the regulations and compete with limited resources,companies need to better understand how to navigate these complex systems and know what resources are available to them. This session provides an overview of global regulations SMEs should know about as well as provide guidance on how to succeed. SME Track Breakout Session 3 4:15 pm 5:30 pm Leveraging Strategies that impact the Toll and Contract Manufacturer Relationship There are a number of regulations that toll and contract manufacturers should be aware of. There are also many different approaches to managing them. This session will provide perspectives from both the toller and contracting manufacturer on trends, tolling agreement structures and how to manage an increasingly sophisticated supply chain. 5:45 pm 7:30 pm Networking Reception Friday, February 24, :00 am 8:20 am Day Two Opening Remarks Welcome Mike Walls, VP of Regulatory & Technical Affairs 8:20 am 9:20 am Plenary A New International Model for Risk-Based Chemical Regulation With the upsurge of regulatory activity on chemicals at the national level in countries around the world, LCSA is the most recent example of a chemicals management framework. The concepts and principles of the TSCA legislation compare favorably to the approach taken in the Canadian Chemical Management Plan (CMP). This session will explore how this model of chemical regulation can be leveraged as a more efficient and effective system for ensuring the safety of human health and the environment while simultaneously reducing Non-Tariff Barriers and stimulating growth, innovation, and trade. 9:20 am 10:15 am International Sustainability Plenary Discussion Recent developments in the international chemicals policy arena suggest a growing focus on green or sustainable chemistry at the global level. The UN Sustainable Development Goals (SDGs), launched in September 2015, contain several targets and indicators with direct applicability to chemicals management. In addition, products and technologies enabled by chemistry will be essential to meeting other targets and objectives set out under the SDGs. At the same time, some are interpreting this greater focus on chemicals and sustainability as an opportunity to introduce a focus on the phase out of certain hazardous substances or groups of substances. There is a lack of consensus among the advocates of a greater focus on green or sustainable chemistry at the global level about what green chemistry actually is, and what its essential prerequisites are. As a concept, green chemistry is really about innovation. This session will discuss developments in the various global forums including the UN Environment Program (UNEP), APEC Chemical Dialogue, and the International Sustainable Chemistry Collaborative Center (ISC3). Break 10:15 am 10:30 am GloablChem Breakout Sessions Breakout Session 4 10:30 am 11:45 pm Improving Scientific Confidence of Read Across The advances in computational chemistry tools and the new approaches to profile the biological activities of chemicals in relevant systems hold considerable promise for improving Read Across under the LCSA. This session will explore ongoing Read Across activities and initiatives, including those in OECD, EU REACH, and in EPA s NCT. This session will NOT be repeated Emerging Regulations Whether as part of the AEC 2015 integration, SAICM 2020 goals, or the general goal of increasing domestic regulations to come in line with global norms, many countries in the Asia Pacific and South American regions have announced or are developing plans to move forward on their chemical control regulations. This session will focus on the various stages of regulations emerging in countries in the Asia Pacific and South America. Brazil Draft Chemical Control Legislation Thailand Establishing a Preliminary Inventory Mexico Upcoming Regulatory Developments This session will be repeated. U.S. Canada Regulatory Cooperation Council (RCC) This session will provide an update on the activities and progress of the pilot projects related to chemicals management work plans under the U.S.-Canada Regulatory Cooperation Council (RCC). Hear from Canadian and U.S. authorities as well as industry participants on the SNACs/ SNURs and Risk Assessment Work Plans. Speakers will also discuss possible future projects under the RCC, including promoting LCSA/CMP through enhanced regulatory cooperation with Mexico. This session will NOT be repeated. Multilateral Agreements: Stockholm POPs Convention The Stockholm Convention on Persistent Organic Pollutants (POPs) is part of a series of global multilateral environmental agreements intended to address challenges in chemicals and hazardous wastes management. The Stockholm Convention specifically seeks to control chemicals that include persistent organic pollutant (POPs) and long-range transport characteristics, and warrant global control due to their risks. Parties to the Convention have traditionally reviewed legacy chemicals with POPs characteristic; however, Parties are now considering actively used industrial chemicals, including substances that fall outside the margins of the Parties established scientific criteria and process. This re-direction of the Convention raises many questions, including the assessment of appropriate evaluation processes, consideration of science-policy procedures, and economic impact evaluation, in particular for downstream uses of chemistry. This session will provide an overview of the Stockholm Convention, its listing process, and opportunities for advocacy and future work to ensure there is a scientifically robust Convention. This session will NOT be repeated. Risk Communication: Talking to the public about chemicals With LCSA, it is industry s opportunity to help improve the public s confidence in chemicals in the marketplace. This session will explore different strategies for discussing chemicals, and risk to the general public.
