2 EMERGENCY PREPAREDNESS AND RESPONSE ESSENTIAL REGULATIONS (1) Act of Parliament of 29 November 2000 Atomic Law (last amendment 111 April 2008) - Chapter 11 Radiological emergency management Act of Parliament of 26 April 2007 on Crisis Management - one of the novelties is the establishment and development of the Governmental Crisis Management Centre in place of the existing (in the structure of Fire Brigades HQ) National Rescue Coordination Centre. The Centre is fully operational now.
3 EMERGENCY PREPAREDNESS AND RESPONSE ESSENTIAL REGULATIONS (2) Regulations of the Council of Ministries: on emergency plans in case of a radiological emergency on stations for early detection of radioactive contamination and units which measure radioactive contamination on intervention level values for various types of intervention measures and also the criteria for revoking such measures on establishing entities authorized to check food and animal feeding stuff in compliance with the max. permissible levels for radioactive contamination following a radiological emergency on providing the general public with in-advance information in the event of a radiological emergency
4 EMERGENCY PREPAREDNESS AND RESPONSE ESSENTIAL REGULATIONS (3) The regulatory system (licensing, inspection and enforce ment) provides reasonable assurance that emergency preparedness and response arrangements are in place for all facilities / practices. According to Article 84, Paragraph 1 of Atomic Law: A radiological emergency, which constitutes an on-site emergency or an emergency on regional or national scale, shall require the implementation of appropriate intervention measures, as defined respectively in the onsite, regional or national emergency plan.
5 THREATS - IAEA CATEGORIZATION Category I: none (no NPP s) Category II: research reactor of 30 MWth power in operation at Świerk Category III: spent nuclear fuel approx fuel elements stored in water pools, Radioisotope Centre POLATOM in Świerk Research Centre -production: approx sealed sources (2,1 x 1015 Bq), approx unsealed sources (7,2 x 1013 Bq) Central Repository of Radioactive Wastes in Różan (total disposed activity: approx. 3,4 x 1013 Bq) use of ionizing radiation sources - about 2500 registered users Category IV: transport of radioactive sources Category V: NPP s located abroad - the nearest NPP abroad is Dukovany located 122 km from the Polish border
6 Mitigating the Non-Radiological Consequences of Emergency and Response A decision to implement the intervention measures may be taken following demonstration, on the basis of advisability evaluation of intervention measures, that the mitigation of radiation-caused damage justifies the damage and costs caused by these measures, including the social costs. Intervention measures type, scale and time of duration shall be selected in such a manner, that the benefits resulting from the mitigation of health detriments, after the deduction of intervention-related damage, are as large as possible.
7 EXERCISES Minister of Interior and Administration shall conduct periodic exercises to test the national emergency plan, at least once every three years. The costs involved in the preparation and conduct of such exercises shall be borne by the budget of the Minister, Periodic exercises for the review and updating of the emergency plan for radiological emergency, including the method for communication with the population, according to the established procedures, shall be held by the province governor (voivode) at least once in every three years, Periodic exercises involving the review and updating of the emergency plan for radiological emergency shall be held by the head of organizational entity at least once in every two years.
