Sinergija is: a main implementation body for establishment of Local Energy Agency (LEA) for Pomurje region, the initiator for establishment of Slovenian Energy Sustainable Municipalities network (SESaM), is a holder of the BISE process in Slovenia, Sinergija is involved in implementation of several RES & RUE projects, national and of UE IEE Programme, such as: BIOBUSINESS, MODEL, PRO.MOTION, RESINBUIL, PROBIO, BELIEF.

2 2 The Republic of Slovenia is a country in Central Europe with a territory about km 2 and a population over people. Slovenia is bordering Italy, Austria, Hungary and Croatia. Slovenia is a member of the European Union since 2004 (currently holding its presidency) and of the NATO. Development Agency Sinergija is acting in the Pomurje Region, one of 12 statistical regions in Slovenia, which is located in the North-East part of Slovenia, covering 6,6 % of the total Slovenian territory and has about inhabitants. Our region includes 27 municipalities. Thanks to its strategic location the Pomurje Region every day becomes more and more important in economic and cultural development of the cross-border region. One of the most valuable resources of the region is its preserved environment, which is a good basis for sustainable development.

3 3 Slovenian specialities in biomass sector Slovenia is one of the countries with the biggest share of forests in Europe. About km 2 of forests cover more than half of its territory (57,7 %), it surface is continually increasing since last 50 years with annual growth up to 0,25 % per year. Such fact of the forest cover puts Slovenia to the 3 rd place within the EU after Sweden and Finland. Most Slovenian forests include beech, firbeech and beech-oak sites (70 %), which have a relatively high production capacity. In 2005 total forest cut amounted to 3 mill. m 3, which represents 75 % of allowed (forestry planned) cut. Potential amount of wood for production of heating energy in Slovenian forests is around 1.52 millions m 3 or 40 % of possible cut. Situation in respect to the local communities: more than half (58 %) of the Slovenian municipalities forestation exceeds 50 %. The project»eliminating of the gaps for enlarged use of biomass as energy source «is a Government project implemented by the Ministry for Environment and Spatial Planning and of Environmental Fund of the Republic of Slovenia. It was co-financed by GEF via UNDP for encouraging the biomass exploitation in Slovenia. The total value of subventions estimated at 11,8 millions of USD. As a result, 8 Biomass District Heating systems (BDH) have been installed within the project (Vransko, Kočevje, Mozirje (2x), Luče, Loče (Slovenske Konjice), Črnomelj in Solčava), among the biggest ones are the BDH: Projekt BDH/ municipality Boiler's power Length Investment (DDV 0%) MW km 000 Vransko 3,2 4, Kočevje 4,5 3, Črnomelj/Čardak 2,2 1, The common boiler s power of all 8 installed BDH systems amount to 12,84 MW and they will contribute the reduction of CO 2 emissions up to tons per year.

4 Biomass (wood chips, pellets, briquetts) production and supply sector and Heating Boilers production and supply sector is quite well developed in Slovenia. 5 According to the analysis, Pomurje has counted a decreasing tendency of non-renewable energy sources usage due to increased price of oil derivatives, and increasing tendency of renewable energy sources usage. In the Pomurje region 42,5 % of energy (from the total region energy usage) is produced from biomass: wood biomass, biogas, organic and other industrial wastes (Source: Statement Analysis of the Pomurje region). Among those is mostly wood biomass used and exploited. Chart 4: Structure of RES used for covering heating and hot water production in Pomurje gethermal 8,57% solar 0,07% heating pumps 0,87% wood biomass and wood biomass waste 90,49% Wood biomass is becoming more and more important in Pomurje thanks to its price competitiveness to fossil fuel, when using it for energy needs or for development of related technologies. In the Pomurje region there are private forest owners or state. The opportunities to exploit wood biomass are sufficient. There also saw-mills and wood processing plants are important potential suppliers of wood biomass, who can satisfy not only their own energy needs, but also offer the redundant biomass to the local market. The total energy potential that is not being utilized in Pomurje at the moment can be divided into three parts: wood biomass energy potential (60,6 GWh or m 3 ), agricultural biomass energy potential (organic biomass potencial 254,3 ha + animals waste potential 61,8 GWh) and industrial energy potential (5.365,7 ha) (Source: Study of Energy Balance of Pomurje). Regarding the non-utilized wood potential, e.g. 18 % that is allowed to fell, and for the society development, the energy value potential of the wood biomass in Pomurje in the nearest future will be increasing due to weak exploitation of wood increment. Availability of that potential depends also on the wood biomass demand and its related price.

6 Therefore, there is enough biomass energy potential that can be utilized in Pomurje region. The existing situation shows, that the trend is rather prospective and is in positive growth as for wood biomass so more for non-forest production, saw-mills, wood wastes and secondary processing products. EU 2020 objectives for RES in Slovenia 1. Raising of the share of RE to 25 % for the heat supply. 2. Reducing GHG emissions by 20 % (compared to 1990). 3. The target of the National energy programme by the year 2020 to improve the efficiency of the energy use in public sector up to 10 % and in buildings up to 8 % in regard to In regard of the National energy programme by the year 2010 yearly should be installed: - up to 5 new biomass district heating systems, - 50 bigger biomass boilers, individual small biomass boilers in households. 6 Market opportunities and cooperation needs in the Pomurje Region To exchange the fossil fuel heating boilers in public and private sector into modern ones on wood biomass. To transform the existent fossil fuel District Heating Systems (red points) into Biomass District Heating (yellow points) until they are outdated - by public owned DHS on the base of TPF (Third Part Financing) approach. Establishment of a regional warehouses for Biomass. Reduction of the wood biomass consumption by means of promotion and awareness raising of the key actors.
