3 Legislative functions Related to River Operations Inherent functions in terms of Section 80 of the NWA: Investigate and advise interested persons on water resource management Compilation of the CMS Co-ordinate related activities of water users and WMIs Promote community participation in water resource management Additional functions delegated by the Minister on 17 December 2010 Schedule 3 Power to manage, monitor, conserve and protect water resources and to implement catchment management strategies; To make rules to regulate water use; To require establishment of management systems; To require alterations to water works and to temporarily control, limit, or prohibit use of water during periods of water shortage.

8 Stressed Catchment Complexity (Cilliers, 1998) : Catchments are complex social ecological systems Managing this complexity requires an adaptive, learning-by-doing approach that is informed by practice (Rogers, 2003; Stankey et al, 2005) (Pollard and Du Toit, 2008) Closing River Basins: When the supply of water falls short of commitments for part or all of the year (Molle F, Wester P and Hirsch P, 2009; Falkenmark M and Molden D, 2008) current institutional arrangements are unable to deal with issues of basin closure (Falkenmark M and Molden D, 2008) Semi Arid Run-of-River-Systems: Highly seasonal flow regimes with a marked pattern of low or zero flow No or little in stream storage available (ICMA CMS, 2010) Especially sensitive to degradation in closing river basins This is the Inkomati!
9 Wicked Problem Wicked Problems: Water Resources are complex systems and the management is a Wicked Problem (Rittel & Webber 1973). The problem can be explained/framed in many legitimate ways; Every problem/solution is linked to other problems/ solutions by +ve and/or ve feedbacks; There is no stopping rule for when the problem is solved, nor is there a definitive statement of how effective a solution was So, need to: recognise complexity, deal with uncertainty, deal with variability, Enhance legitimacy, and more.. Thus, IUCMA supports Adaptive Management, Action Research, Stakeholder Participation, Collective Action, Consensus Decision Making and Flexible/Adaptable Operational Water Resources Management and DSS s.

13 Rationale Effective water resource management requires: long term accurate assessment of water availability (Planning) short term transition of water in time and space (water transient, forecasting) reconciliation of demand and supply on a real time basis without compromising the long term sustainability of the catchment it is a complex and multi disciplinary modelling approach, and is mainly modelled independently Need for Integration

15 Status WR Information management system (WRIMS) installed on the IUCMA server and operational Crocodile short term MIKE 11 Real Time model Fully integrated into the new WRIMS platform Thresholds set for all real time gauges to monitor the status of flows and accordingly alerts are flagged when certain thresholds are transgressed The model will be enhanced with the availability of new rainfall data ( merged rainfall values from Radar / Satellite and point rain gauges) RAINWATCH WRIMS Reporting Facilities Desktop Realtime UI setup on the IUCMA server Website the existing website will be upgraded to the latest available technology Every daily are send that shows real time data information of catchment/s SMS alert SMS are send to selected contacts to warn very low flows or high levels/flows of gauge reading depending on thresholds.
