As part of the effort to restore the functionality of the lake such that it is an asset to the public for recreation and other uses, the legislature appropriated funds to be used for, but are not limited to, innovative technologies for water quality improvement, habitat restoration to improve water clarity and recreational fisheries, and nutrient-enriched sediment removal. The purpose of the contract is to demonstrate innovative technologies to improve water quality and water clarity, and reduce unconsolidated and consolidated muck in the littoral zones of Lake Apopka. Intended source (vendor, contractor): Allied Group USA, Inc. (FEID ) Price: $275, The Department of Environmental Protection is going to continue services that are currently under contract with the Florida Fish and Wildlife Conservation Commission. On January 28, 2015, the Florida Fish and Wildlife Conservation Commission issued an RFI (FWC 14/15-93) to solicit innovative technologies for in-situ remediation of nutrients from the water column and reduction of organic sediments. Three (3) companies responded of which only, Allied Group USA, provided information specific to the technologies described in the RFI. The proposed technologies include 1) in-line pipe treatment in combination with innovative filtration (Hydro-Flo) and laminar flow inversion and 2) Laminar flow inversion and oxygenation with micro-organism application (Clean-F1o). 1) In-line Pipe Treatment and Filtration: In-line pipe treatment shall be capable of removing bacteria and algae using low voltage decaying sine waves. Filtration shall include consolidation and removal of fine particles ( < 50 microns) using nongranular filters. In addition, filtration should be capable of removing at minimum 90% total suspended solids, 60 % total nitrogen, and 65% total phosphorus. 2) Oxygenation and Application of Microorganisms: Oxygenation shall include the installation of diffusers placed on the lake bottom to ensure oxygenation of the sediment/water interface. Diffusers shall not increase turbidity or cause resuspension of sediments. Compressors for this project shall be of sufficient horsepower to properly maintain continuous laminar flow through all diffusers connected to the compressor and to deliver a minimum oxygen transfer rate of 12-lbs/hp-hr at 6-feet depth. Oxygenation at the muck layer/water interlace will provide appropriate conditions for the supplemental application of beneficial micro-organisms to breakdown and remove bottom organic sediments. This will require that organic sediments be analyzed in a laboratory to determine the most efficient and effective micro-organism(s) to be applied. Prior to application, the selected micro-organisms must be proven neither harmful to human health nor to fish and wildlife. 2 reducing the organic muck thickness by a minimum of 3 feet/year. Turbidity barriers will be used to contain the project area. In addition, Allied Group USA (FEID ) is the only authorized distributor and provider of both products in the State of Florida. The Department advertised this single source request on the DMS Vendor Bid System (VBS) from Tuesday, May 17, 4:00 pm through Thursday, May 26, 4:00 pm.
