8 Project background 99% of Jordan`s electricity is generated from either oil or gas, which is turn 96% imported MW of new power generating capacity needed to satisfy the demand by Decision has been reached to build a new nuclear power plant. Project benefits Increase energy independence. Provide electricity to the country at a reasonable price. Ensure additional income and balancing loads by exporting electricity to the neighboring countries (Egypt, Palestine, Saudia Arabia, Iraq and Syria). Utilize/Leverage domestic uranium reserves. Provide opportunity to develop nuclear capabilities, including participation in project development, design, construction, and plant operation. Multiplicative effect on local economy. 16 JAEC has developed a strategy for stakeholder involvement, which includes 3 phases: 1. Build awareness, inform and educate. 2. Engage different stakeholders 3. empower them to advocate the project. It would be useful that relevant governmental entities (Ministry of Energy, Media Affairs, EMRC, etc) participate in the implementation of the strategy especially in activities related to raising awareness. There is great need to conduct an opinion poll before the end of this year to measure public acceptance and stakeholders mindset. The Institute strategist studies measured the percentage of acceptance of the Jordanian nuclear project, with the result that 66 % of Jordanians support the implementation of this project 9/29/

Communication theory states that communication involves a sender and a receiver (or receivers) conveying information through a communication channel. 9/29/

To reach the general acceptance of the domestic & local community towards the investment policy. To gain success in the site clearance, compensation and resettlement during the project construction period. To increase the awareness and understanding of the local residents of the necessity and benefits of the NPP. Long Term To enhance the public understanding of nuclear power. To gain the public acceptance of nuclear power development in Jordan. To better the material as well as spiritual livings of local residents. To raise the public awareness of energy and environmental issues. To set up an effective communication system. 9/29/

Nuclear safety and emergency preparedness plan. Spent-fuel disposal and rad-waste management. General Public Nuclear safety. Rationale of nuclear power introduction in Jordan. Radioactive waste management. The economic competitiveness of nuclear power. Project implementation capabilities (HR). Consideration of alternatives such as renewable energy or energy saving to postpone the introduction time of nuclear power. 9/29/

22 Awareness is to provide a person with knowledge & experience about a specific issue. Energy is the main base of economic growth. Jordan totally depends on imported energy to meet its economic & development needs. To achieve energy security in Jordan and to sustain our energy systems, we established a national strategic energy that aims to diversify energy sources including nuclear energy as one of the future alternatives for generating electrical energy. A project has been launched in Jordan to develop communication strategy with the local community to raise their awareness, with the following goals: Clarify misconceptions about nuclear energy. Highlight the importance and benefits of the NPP project. 9/29/

23 Raising awareness amongst citizens by explaining facts about nuclear energy. Integration between targeted groups and stakeholders through discussions related to nuclear project. Support target groups to advocate for Jordan s nuclear project. Local community should accept the nuclear energy program as an integral part for the energy mix. 9/29/

24 Provide incentives for the local community as part of the compensation for their land that has been taken to set up NPP on it, such as:- - Establishment of schools and educational centers. - Organize Streets and roads. - establishment of playgrounds and amusement park projects. - establishment of cultural centers. - Support social charities Missions. - Scholarship outstanding students to study abroad. - Priority of employment to the local community. 9/29/

25 To raise awareness among society about nuclear energy and its benefits. Transfer of scientific information from experts on the importance of the project. To explain the risks of nuclear energy to citizens and how to deal with them. Nuclear energy being a global option, puts Jordan on the list of developed and advanced countries if the project is implemented. 9/29/

34 JNPC is seeking to expand its activities in the field of future awareness that will work on the implementation of the following stages: Address the prime ministry for approval to circulate brochures on the nuclear programs for all ministries. Create electronic bulletin via private for the following sectors : The government sector. The education sector. Business and corporate sector. Press sector. 9/29/

35 Address the telecomm companies to use their (SMS) service to invite all sectors to attend seminars and conferences. Address the Ministry of Higher Education and the Ministry of Education to deliver educational lectures about Jordanian Nuclear Project by professionals from JNPC.
