6 NEPIO RESPONSIBILITIES To develop and coordinate cooperation in nuclear energy program of Turkey within the related stakeholders, To coordinate activities to develop legislative framework, human resources, training, industry and technology fields in conjuction with the implementation of NPP projects and to make or to assign studies in these fields within the related stakeholders.

7 Nuclear Power Plant Projects in Turkey The share of nuclear energy in the generation mix nearly 10% in IGA with Japan on 3 May 2013 (ratified on 1 April 2015) (Sinop province İnceburun site) 3rd NPP: * Site selection studies are ongoing IGA with Russia on 12 May 2010 (ratified in 2010) (Mersin province Akkuyu site)

11 Surveys The public opinion survey on nuclear energy information and perception measurement was carried out in almost 15 cities of Turkey. Two of them are the cities in which nuclear power plants will be built. The most opposed cities are Istanbul (the most populated city), Izmir, Mersin(1st NPP), Sinop (2nd NPP) and Samsun. The most important reason for the opposition is Chernobyl Disaster which influenced mainly Black Sea Region but also whole of country.

12 Social Media For a better understanding of nuclear and making the right social media communication, NEPIO has signed an agreement with a Turkish company as TSO. Turkey is newcomer country therefore it is important to carry out public relations activities by using plain and simple language. In this context, visual works are prepared on this issues. Why do we need nuclear power plants? Nuclear power plants in the world Radioactive waste Nuclear power plants is a government project Nuclear power plants and radiation Nuclear power plants and the environment Nuclear power plants and tourism Nuclear power plants and renewable energy Safety standards of nuclear power plants How to reduce our commitment to natural gas The contribution of nuclear power plants to the employment

13 Public Perception According to public surveys, social media is the best way to touch the people from all social strata. As NEPIO, facebook and twitter pages are created and some posts are shared in a wittily way.

14 Public Perception It is better to understand what people think about nuclear. Main concerns: Competent human resources are not available to operate NPPs in Turkey. Safety culture is not sufficient. Audits of NPPs are not going to be done in an adequate and competent manner. Nuclear power plants are not secure and safe plants and carry too many risks. Ex: radiation leakage, radioactive wastes etc. Operating NPPs is not a technological revolution but it is a political decision. Therefore it is directly proportional to public s elections. There are enough renewable resources in Turkey. It should be preferred solar, wind, geothermal resources instead of NPPs.

15 Persuasion Strategy By means of communication activities for the perception of nuclear energy is: 1. Neutrals Change their minds in a positive way by giving information on the benefits of nuclear energy. 2. Opponents Especially focusing on the anti-nuclear cities, to make their minds revised by giving information. 3. Supporters Strengthening of their convictions and support them by enough donnees about nuclear energy.

16 KEY LESSONS Sustainability Transperancy Trust Development

17 What the nuclear means doesn t important but what the people perceives from nuclear is the main focus point. Find out the reasons of negative perception and try to change people s minds in a positive way by informing them. (economically) Raise the awareness of public about nuclear energy and the energy needs of the country. Inform local public. KEY LESSONS Use different communication channels and methods. Open and transparent communication to all. Clear, understandable, concrete, accurate, real information sharing between stakeholders and the public.
