SSG-16 ACTIONS 24 38: REGULATORY FRAMEWORK Phase 2 The following actions are recommended to be completed in this phase as a step towards the full implementation of all relevant Safety Requirements: Requirements 1, 3, 4, 7, 11, 15, 16, 17, 18, 21, 22, 23, 24, 25, 26, 30 and 32 of GSR Part 1 [5];... Action 32. The regulatory body should begin establishing a suitable working relationship with the operating organization and with other relevant national and international organizations The regulatory body s core functions should be clearly defined in the legislation, and as stated in GSR Part 1 [5] Integrated Review of Infrastructure for Safety 7
8 2. IRIS Concept To facilitate the use and implementation of SSG-16, it was requested the to develop a self-assessment methodology IRIS, Integrated Review of Infrastructure for Safety Integrated Review of Infrastructure for Safety 8

IRIS Concept What is self-assessment A safety requirement contained in GSR Part 2 More than answering a set of pre-defined questions A learning and investigation process to review the current status of an organisation or an infrastructure, and its performance against predefined criteria A project management tool to gain awareness in progress towards establishment of effective and efficient safety infrastructure An opportunity to develop safety culture across the involved organisations Lots of benefits but resource intensive activity which require a strong commitment at national and organizational levels Integrated Review of Infrastructure for Safety 9

IRIS Concept What is the aim of self-assessment assess the current situation and progress made to build up the safety infrastructure for a nuclear power programme identify gaps between the current situation and expected status of the national safety infrastructure, and list areas where improvement is needed create a common understanding among stakeholders of the progress made in the development of the safety infrastructure take appropriate actions to strengthen the current safety infrastructure if necessary, in order to comply with standards Progress made during a period can also be measured by repeating the selfassessment as the national power programme develops Integrated Review of Infrastructure for Safety 10

IRIS Concept IRIS has a modular structure - 20 modules: one for each SSG-16 Safety Element - Information collection based on 20 question-sets (Primary and Subsidiary Questions) - Questions selected according to the scope (phases, resp. ) National Policy and Strategy Global nuclear safety regime Legal framework Regulatory framework Transparency and openness Funding and financing External support organizations and contractors Leadership and management for safety Human resources development Research for safety and regulatory purposes Radiation Protection Safety assessment Safety of radioactive waste, spent fuel management and decommissioning Emergency preparedness and response Operating organization Site survey, site selection and evaluation Design safety Preparation for commissioning Transport safety Interfaces with nuclear security Question-sets based on 200 SSG-16 Actions Self-assessment Integrated Review of Infrastructure for Safety 11

IRIS Methodology Pre-conditions The Government should commit itself to complete the self-assessment (SA) as agreed ensure that SA is performed at a meaningful stage in the NPP so that benefits from the SA can be expected ensure coordination arrangements to be established and implemented between organizations taking part in the self-assessment The Senior Management of the involved organizations (Government, Regulatory body and (future) Operator) should commit itself to: allocate adequate resources for completion of the SA encourage staff to perform the SA in a frank and honest manner and in a blame free environment consider the self-assessment conclusions in a frank and transparent way in a no-blame culture fully implement the subsequent actions Integrated Review of Infrastructure for Safety 13
14 3. IRIS Methodology - IRIS lifecycle comprises 5 different steps - Should involve several organizations: Regulators, Operators, Gov. 1 Preparation 5 Follow Up 2 Answering 4 Action Plan 3 Analysis Integrated Review of Infrastructure for Safety 14

IRIS Methodology Preparation To prepare and organize the whole assessment project 1 Preparation Constitution of a Project Organisation (coordination among organizations, Respondents and Analysts) Preparation of a National Plan Self-assessment scope for each involved organization (Phase, organizations ) Selection of the corresponding question-sets Main steps and schedule Training concerned persons Integrated Review of Infrastructure for Safety 15

IRIS Methodology Answering Based on Question-sets: A single primary question for each action of SSG-16 supplemented by subsidiaries to develop further aspects of the answer Primary question 1 Preparation 2 Answering Has the Government recognized the need for an effectively independent and competent Regulatory Body? Subsidiary question What are the role and responsibilities going to be assigned to the future regulatory body? Integrated Review of Infrastructure for Safety 16

23 IRIS Software IRIS is a variant of Self- Assessment Tool, which includes other variants, such as SARIS - Self-Assessment of Regulatory Infrastructure for Safety Integrated Review of Infrastructure for Safety 24
24 IRIS Software IRIS Software supports to: Prepare and organize the self-assessment Scope: Phase, Organizations involved Answer questions and provide associated facts and evidences Analyse answers to determine recommendations Develop an action plan from gaps and recommendations Produce reports Etc. 25 Conclusion The safety standards are the basis setting up a strong infrastructure for safety SSG-16 is a roadmap for implementing the safety requirements progressively but effectively during the establishment of the safety infrastructure of a NPP programme Based on SSG-16, IRIS facilitates the assessment of the current development of the safety infrastructure for a NPP programme phase by phase against the standards IRIS has been successfully implemented several times in preparation of IRRS mission, when the module for embarking countries is requested IRIS should be part of the tool box for managing efficiently and effectively the safety aspects of a NPP project Integrated Review of Infrastructure for Safety 26
