3 Objectives of ODYSSEE MURE 2010 The objectives of the project are the following: o Monitoring energy efficiency progress (and CO2- reduction) o Comparing countries in their relative energy efficiency performance, as well as to benchmark values. o Understanding the energy demand trends for EU countries. o Analyzing and evaluating the performance of energy efficiency policies in the different EU Member States and at EU level. This project relies on two complementary and well established internet databases: o, ODYSSEE, on energy efficiency / CO 2 indicators and o MURE, on energy efficiency measures and their impact evaluation.
4 Key features and originality of the ODYSSEE data base Internet data base with free access to non profit organisation (New!!) ; Covering EU and 27 EU countries + Norway+ Croatia Non EU-OECD countries (through IEA) included but non public; Co-funded by the EU and mainly energy (efficiency) agencies over the last 20 years; Decentralised data collection mainly from EE implementers in a common format; Detailed level of analysis (beyond the energy balance and Eurostat); 1000 times series, 200 EE indicators, Long times series (1980 for EU 15, 1996 for EU27) Yearly updating Qualification of data and indicators Reference of data sources

6 The odyssee of ODYSSEE From research to mandatory reporting for the ESD target 6 pioneer countries in the framework of the EnR club and based on French and German know-hows on voluntary basis (no external funding) (1993); Extension to EU 15 countries with EU co-financing; Pilot project 2 Eastern European countries (EU cofinancing); Extension to 10 new EU member countries in 2005 (EU cofinancing) Since 207 coverage of EU 27 countries, plus(eu cofinancing) Croatia and Norway (EU cofinancing), formal exchange of data with AIE; ODYSSEE experts provided inputs for the EU recommendation on harmonized energy saving calculation for the ESD and CEN standard ODYSSEE experts provide inputs for MS for TD energy saving calculation for the ESD (NEAAP1 & 2)

8 ODYSSEE is not only a statistical project it is above all a project on research and analysis A review of energy efficiency targets by country A series of research oriented reports on indicators methodologies: o Explanatory factors of the energy consumption variation o Short term indicators; o Quantification of the indicators uncertainty; o How to improve the calculation of energy savings by corrections for additional structural changes; o An assessment of energy savings from the EU ETS
9 100=2000 Energy efficiency index (ODEX) for final consumers (EU-27) Industry Transport Households (technical) Total ODEX= 88 in % energy efficiency improvement between 2000 and 2010 (or 1.2%/year) Net slow down since the economic crisis: 0.6%/year since 2007, compared to 1.5%/year between 2000 and 2007 Regular and larger gains for households (1.6%/year). No progress for industry since the beginning of the economic crisis (1.2%/year until 2007) Lower progress for transport (0.9%/year), due to negative savings for the transport of goods since the economic crisis. ESD ODEX calculated as a 3 years moving average to avoid short term fluctuations (imperfect climatic corrections, behavioural factors, business cycles). Services not included due to the difficulty of measuring energy savings. 9

12 Main deliverables of ODYSSEE MURE printed brochures : one on energy efficiency trends and one on policies. 4 sectoral reports on energy consumption and energy efficiency trends (macro, industry, transport, buildings). 3 sectoral reports describing energy efficiency policies and measures (industry, transport, buildings). Sectoral profiles : set of 175 slides presenting energy efficiency trends by sector (20 on macro indicators, 40 on transport, 30 on industry and 85 on buildings and appliances). Country profiles : 2 pages on main energy efficiency trends and policies by country in English and national language (29 countries + EU). Country reports : detailed national reports on energy efficiency and policies (28 countries). All deliverables available on the project web site

18 Energy Efficiency Directive (EED Mandatory annual submission of indicators ( Annex XIV) (i) primary energy consumption; (ii) total final energy consumption; (iii) final energy consumption by sector : industry transport (split between passenger and freight households services; (iv) gross value added by sector industry services; (v) disposable income of households; (vi) gross domestic product (GDP); vii) electricity generation from thermal power generation; viii) electricity generation from combined heat and power; (ix) heat generation from thermal power generation; (x) heat generation from combined heat and power plants, including industrial waste heat; (xi) fuel input for thermal power generation; (xii) passenger kilometres (pkm), if available; (xiii) tonne kilometres (tkm), if available; (xiv) combined transport kilometres (pkm + tkm), in case (xii) and (xiii) are not available; (xv) population. In sectors where energy consumption remains stable or is growing, Member States shall analyse the reasons for it and attach their appraisal to the estimates objective of decomposition facility

21 The new indicators facilities in ODYSSEE The project will develop six indicator facilities, linked to the ODYSSEE database, which will help to support the indicator analysis: 1. A decomposition facility to display in an interactive way the different factors behind changes in energy consumption (e.g. economic growth, lifestyle changes, energy savings, model shift). 2. A short term indicators facility to enable the update of energy savings to year n A market diffusion facility of energy efficiency and renewables technologies and practices to monitor progress in the priority areas of the IEE A benchmarking facility to enable any country to compare easily its energy performance with the country of its choice by adjusting different factors to the situation of its own country. 5. An energy saving facility, compiling top-down energy savings, energy savings potential and policy targets based. 6. An energy efficiency indicator scoreboard facility, to map out the energy efficiency position of each country, globally and by sector.
22 The new indicators facilities: decomposition facility The decomposition facility will enable countries to decompose the variation of the primary and final energy consumption over a given period into various components (e.g. economic growth, lifestyles, energy savings) This facility will be developed as an interactive database on internet enabling to display the different factors by country, by sector, for a selected period.
