Climate Change is on the South Florida Radar Recent Headlines - Goodbye, Miami: Why the City is Doomed to Drown, Rolling Stone, June 20, 2013, Jeff Goodell. - Miami Finds Itself Ankle-Deep in Climate Change Debate, The New York Times, May 7, 2014, Coral Davenport - Miami, the Great World City, is Drowning While the Powers that be Look Away, The Guardian/The Observer, Friday 11 July 2014, Robin McKie - Miami Beach Leaders Proposing a Hike in Storm Water Fees to Deal with Threat of Sea Level Rise, The Miami Herald, July 22, 2014, Christina Viega
Regional Response A voluntary and cooperative partnership between Palm Beach, Broward, Miami-Dade and Monroe Counties formed in Spring 2009 to address Climate Change Annual Climate Change Summits since 2009 Led by Regional Steering Committee Baseline regional sea level rise projections created to 2060 Developed a Regional Climate Action Plan Developed Preliminary Inundation Mapping
Regional Climate Action Plan (October 2012)
Regional Climate Action Plan (October 2012)
Regional Climate Action Plan (October 2012)
Regional Climate Action Plan (October 2012) 110 Recommendations developed by three working groups: Built Environment, Transportation, Land and Natural Systems. Implementation is voluntary. Transportation Status Quo: 45% of the region s GHG emissions are from transportation. Transportation Goal: Reduce greenhouse gas emissions by planning, designing, and prioritizing walkable, affordable communities supported by sustainable multimodal tranportation systems.
Regional Climate Action Plan (2012) 16 Transportation Policy Recommendations - Invest in projects that reduce climate change. - Support multiple modes of transportation. - Increase TOD s. - Implement Complete Streets. - Connect bicycles and pedestrians to transit. - Regionally collect data the evaluates GHG impact. - Improve the experience of transit riders. - Provide seamless transitions between transit services.
Adaptation Options and Integration Pilot Grant RCAP Goal SP-2: Municipal and county planning authorities are encouraged to develop policies to improve resilience to coastal and inland flooding, salt water intrusion, and other related impacts of climate change and sea level rise in their Regional Long Rang Transportation Plan.
Adaptation Options and Integration Pilot Grant $300,000 awarded in 2013 to a regional partnership led by the Broward MPO. The goal is to minimize the impacts of climate change and extreme weather on the transportation network. - Update Asset Inventory Maps - Consider Adaptive Capacity - Assess Risk Challenges: GIS elevation data and local match.
Adaptation Options and Integration Pilot Grant Unfunded Task: Integrate Vulnerability into Decision Making. The Goal: Strengthen the environmental adaptation measures included in each of the region s transportation plans. - Evaluate costs and benefits of adaptation projects. - Forecast CO2 and VMT generated by the plan. - Study tools for environmental analysis.
Key Presentation Take-Aways It takes strong regional partnerships. Agree on the science. Build off of the work of others. New partnerships are needed. Keep at it it is a long term project. Focus on having environmental screening tools in place for 2045 LRTPs. We are not going to wash away tomorrow.
