The concerned organization/ agency/ institution should have in-house core competence, skilled manpower and sufficient experience in the above field. Details of the services required, TOR, methodology, quantifiable deliverables, and other details are laid down in the REQUEST FOR PROPOSAL (RFP) document which is available on the website of the Botanical Survey of India and the tender website of the Government of India, Agency(ies)/organization(s)/institution(s) who fulfill the requirements detailed in the RFP may submit their proposals in sealed envelopes superscribed with PROPOSAL FOR EVALUATION OF THE SCHEME: SURVEY BOTANICAL. 4 BOTANICAL SURVEY OF INDIA REQUEST FOR PROPOSAL (RFP) FOR EVALUATION OF THE SCHEME: SURVEY BOTANICAL 1. INTRODUCTION The Botanical Survey of India (BSI) reorganized in 1954, is the apex research organization under the Ministry of Environment and Forests (MOEF), Govt. of India for carrying out taxonomic/floristic studies on wild plant resources of the country. The Director, Botanical Survey of India advises the Govt. of India on all matters related to wild plant diversity of the country, and acts as the Scientific Authority on plants under Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES). It is proposed by the Ministry of Environment & Forests to undertake evaluation of activities of the BSI. The objective is to assess the extent of physical outputs and outcomes achieved against the envisaged targets. Objectives of BSI: The various activities of the department were reviewed and revised in 1987, 1999 and Accordingly the aims and objectives of the BSI are currently prioritized as under: Primary Objectives Exploration, inventorying and documentation of phytodiversity (including non-flowering plants) in general and protected areas, hotspots, fragile ecosystems and sacred groves in particular; publication of National, State and District Floras. Identification of Red list species and species rich areas needing conservation; ex situ conservation of critically threatened taxa in botanical gardens. Survey and documentation of traditional knowledge (ethno-botany) associated with plants. Develop a National database of Indian plants, including herbarium specimens, live specimens, botanical paintings /illustrations. Secondary Objectives Revisionary/Monographic studies on selected plant groups. Qualitative analysis of nutritive value of ethno-food plants and other economically useful species. Capacity building in plant taxonomy through refresher courses and post M.Sc. certificate course. Environment Impact Assessment of areas assigned to BSI for study. Develop and maintain Botanical Gardens, Museum and Herbaria. Preparation of Seed, Pollen and Spore Atlas of Indian Plants. The BSI has 11 regional offices, located in different biogeographical regions of the country, and five units, like Headquarter (with sections: Pharmacognosy, Cryptogamy, Ecology, Plant Chemistry and Publication), Central National Herbarium, Central Botanical Laboratory, AJC Bose Indian Botanic Garden and Industrial Section Indian Museum located at Kolkata/Howrah. The regional offices are located at Dehradun, Shillong, Coimbatore, Pune, Allahabad, Jodhpur, Port Blair, Itanagar, Gangtok, NOIDA and Hyderabad. BSI Page 4

5 General Objectives of the Proposed Evaluation To find out whether the objectives for which the scheme was initiated are achieved. To assess the effectiveness of BSI in dissemination of its research/study findings to the stakeholders of plant resources. To assess the institutional and financial support, including manpower requirements, to BSI for achieving the objectives of the schemes. To assess the level of synergy among regional offices and peer national and international institutions and how its expertise can be utilized by the stakeholders. To assess the presence/absence of enabling environment for its personnel through trainings, workshops, skill augmentation programs, study tours, exchange programs and other human resource development activities. To assess the effectiveness of BSI in achieving targets as per National Environmental Policy and in meeting national commitments under various international conventions like CITES, CBD etc. To formulate proposals with detailed justification for strengthening and expansion of BSI to enable it to meet the objectives set out in the scheme. 2. Terms of Reference for Evaluation (TOR) Overall evaluation of the scheme explaining how successful the institute has been in achieving the defined objectives and make suggestions for improvements. To assess the strengths and weaknesses as an Institute of Taxonomic Research. Whether the set rules and procedures of planning, monitoring and evaluation of Research, Awareness & Education and Administration need any review to meet the objectives of the scheme. Need for continuation of this scheme and support for new programmes in the 12 th Five Year Plan. The recommendations part of evaluation should include the overall evaluation of the institute and be able to clearly spell out achievements, constraints and way forward with respect to institute s mandates especially exploration of new species and other related activities. 3. Methodology The methodology of the evaluation should be on the basis of primary and secondary data. This activity should include: Interaction with Director, Scientists at different levels and the staff of BSI and also with concerned officials in the MoEF to know about the present status, achievements, weaknesses, future plans, infrastructural requirements (including additional man-power), etc. Discussion with the Chairperson of the Programme Management Committee and the Chairman and select members of the Research Advisory & Monitoring Committee of the BSI. Assessment of the infrastructural facility in terms of buildings/laboratories, equipments, trained man-power and funds. Collection of relevant documents necessary for evaluation of schemes and preparation of the report. BSI Page 5

6 The Agency will discuss the final report with the Director, BSI before submitting the same to the appointing authority. The final part shall be prepared as per ToR and would include background, mandate of BSI, present status, strength and weaknesses and their analyses and detailed recommendation for each and every aspect. The report should contain a summary in the beginning. 4. QUANTIFIABLE DELIVERABLES Presentation of methodology developed by the evaluation agency, including the details of the samples selected to be submitted to the Director BSI within 10 days of acceptance of offer. Presentation of preliminary findings, desk review, questionnaire and the field study within 30 days of acceptance of offer. Presentation of draft report within 45 days of acceptance of offer. Comments of the BSI on draft report within 50 days of acceptance of offer. Submission of final report within 60 days of acceptance of offer. 5. REQUIRED EXPERTISE FOR EVALUATION OF SCHEME The study will be undertaken by an agency/organization/ institution, who have/which has demonstrable expertise in the evaluation of schemes containing Research, Education and Awareness in the field of Plant Taxonomy, Plant Systematic and Conservation. The concerned organization/agency/institution should have in-house core competence, skilled manpower and sufficient experience in the above field. 6. TERMS OF PAYMENT 30% of the total amount On the acceptance of offer 30% of the total amount On submission of first draft report 40% of the total amount On acceptance of final report 7. Other Terms 1. The evaluation study would be open to review by BSI officials and jointly agreed issues would be duly addressed in a time bound manner. 2. Ministry reserves the right to terminate the evaluation study at any point of time without assigning any reasons thereto. 3. Ministry reserves the right to cancel the contract awarded to the selected Agency, should it find that the progress of the evaluation is not satisfactory. In the event of a contract being cancelled, a reasonable opportunity would be given to the Agency to explain why the payment made to them shall not be recovered in addition to the difference in the cost of evaluation study awarded to the next higher bidder. 4. The intellectual property right of the evaluation study and its outputs shall be that of Botanical Survey of India/ Ministry of Environment & Forests. 8. Time Schedule: The Final Evaluation report should be submitted within 2 months from the date of appointment of the selected agency. BSI Page 6
