2 Background 1. The child labour problem in Myanmar is huge and complex due to multiple inter related factors that contribute to its persistence. According to the 2015 Labour Force Survey, there are an estimated million children who are engaged in child labour in the country and more than half of them are in hazardous work. Child labour affects children s health, education and general well being that they are not able to reach their full potentials which has direct and indirect effects to the socio economic development at various levels households, communities and the whole country. 2. The Myanmar Programme on the Elimination of Child Labour (My PEC) aims to address the following five factors which were identified as contributing to child labor in Myanmar: (1) limited knowledge base on child labor in the country; (2) insufficient awareness and understanding about child labor; (3) legal framework and institutional environment not conducive to the prevention/elimination of child labor; (4) limited coordination, networking and advocacy among stakeholders tackling child labor; and (5) household and child related vulnerabilities at the community level including extreme poverty. 3. The project component on direct services aims at developing and implementing models of interventions in selected communities 1 of Myanmar in Dagon (Myothit) Seikkan Township, Yangon; Labutta, Ayeyarwady; and Ye Township, Mon State. The pilot interventions aims to increase the participation of child labourers and at risk children in quality education, increase access of children above minimum age for employment to safe work, and reduce vulnerability of target households to child labour. A package of education and livelihood services tailored to children s needs and their family circumstances based on age, school level, work status and family livelihood situation will be implemented and provided to direct beneficiaries which are already selected by the project. The lessons and evidence generated will have the potential to inform policies and design of programmes and interventions for the prevention and elimination of child labour. 4. According to the Knowledge, Attitudes and Practices Study on Child Labour conducted by My PEC, the development of livelihood initiatives is encouraged to help prevent unemployment among adults, which contributes to the persistence of child labour. Attention should be paid to household dynamics, with a view to providing employment that does not prevent men and women from fulfilling their roles vis à vis their families. 5. Livelihood/value chain assessments were conducted in the different pilot areas and have identified specific interventions for implementation to increase household income, reduce debts, increase safe work for youth, and overall reduce household vulnerability to child labour. These recommendations are incorporated in the scope of this TOR. 1 Dagon (Myothit) Seikkan Township, Yangon: Wards 87, 93, and 168; Labutta Township, Ayeyarwady: Poe Laung Village Tract; and Ye Township, Mon State: Ain Din, Kan Ni Ywar Thit, Ni Kha Lote, Khaing Daw, Yit Chaung Village (Lower and Upper), Dama Parla and Panambon
3 Objectives of the assignment 6. The implementing agency is expected to develop the livelihood in My PEC pilot areas through value chain development approach and setting up of management systems to manage and sustain the interventions. 7. Specifically, the implementation of the livelihood interventions are aimed to: Reduce households debt; Reduce beneficiary HH s vulnerability to child labour; Increase beneficiary HH s capacity to support the educational needs of their children; and Improve livelihood opportunities for safe work of young workers. Scope of Work 8. The work of the implementing agency (IA) are divided by the areas: 8a. Develop area specific livelihoods 2 Dagon Seikkan Township, Yangon 1) Product Support and Skills Training Provide start up kit or micro credit necessary to develop the home based micro enterprises garment sector and Micro Enterprises (MEs). Conduct skill development training to support the enhancement of the garment/sewing work and construction work. Provide training and advisory support on product quality management Provide financial management training Provide/strengthen actual linkage to market/buyers Establish or when already existing, provide support to enhance existing microfinance and savings group per village/ward on areas of management and monitoring systems 2. Microfinance and Saving Group support Negotiate with existing microfinance group in the area for terms that will be practical and feasible for beneficiaries to avail of the services Develop scheme to link the group savings to support education of children after My PEC implementation Implement in coordination with the Ward Development Committees the different activities identified as part of the livelihood strategy Labutta Township, Ayeyarwady 1) Product Support and Skills Training Provide start up kit or micro credit necessary to develop the agriculture (especially rice farming system) and fisheries (crabs and fishing) sectors Provide skill development training to support the enhancement of the rice production and crabs and fish processing Provide training and advisory support on product quality management 2 The detailed livelihood strategy that will be implemented per area will be presented to the Village/Ward Development Committee for community s validation and buy in. The Livelihood Strategy, including its draft Implementation Plan should already be part of the technical proposal for this bid.
4 Provide financial management training Provide actual linkage to market/buyers 2) Microfinance and Saving Group support Establish or when already existing, provide support to enhance microfinance and savings group per village on areas of management and monitoring systems When microfinance saving groups are in the area, negotiate for terms that will be practical and feasible for beneficiaries to avail of the services Develop scheme to link the group savings to support education of children after My PEC implementation Implement in coordination with the Village Development Committees the different activities identified as part of the livelihood strategy Ye Township, Mon State 1) Product Support and Skills Training Provide start up kit or micro credit necessary to develop village specific productions such as shrimp paste 3 and black pepper 4 (identifying short term income source for sector that will take time to develop and generate income). Provide skill development training to support the enhancement of the shrimp paste (processing and marketing), black pepper production (production and marketing) and other specific product from the areas (Rubber, Betel). Conduct training and advisory support to product quality management Provide financial management training Provide actual linkage to market/buyers 2) Microfinance and Saving Group support Establish or when already existing, provide support to enhance microfinance and savings group per ward on areas of management and monitoring systems taking stock of learning from the My PEC micro pilot in Panambon village When microfinance saving groups are in the area, negotiate for terms that will be practical and feasible for beneficiaries to avail of the services Develop scheme to link the group savings to support education of children after My PEC implementation Implement in coordination with the Village Development Committees the different activities identified as part of the livelihood strategy 8b. Monitoring Administer to the livelihood beneficiaries the livelihood monitoring tool to be provided by My PEC. This will capture individual income changes and results of these changes, expressed as HH assets and liabilities as well as provision for needs of HH members and perceptions on 3 for Ain Din Ywar Thit and Ni Kha Lote 4 for the other targeted villages of Ye Township.

Since social financing is involved, it will also collect information on repayments and loans status; Analyse the collected data from the livelihood monitoring and incorporate in technical progress reports for submission to My PEC. These analysis, supplemented by My PEC s own should serve as key inputs to improving the approaches and strategies involved in the delivery of direct services; and Adapt the activity monitoring tools of My PEC as appropriate to the interventions provided. 8c. Coordination and Sustainability Mechanisms Identify collaborating institutions that can work with the community and the implementing agency in providing support to the livelihoods of the beneficiaries; Regularly coordinate, consult and update with the Ward/Village Development Committees 5 or designated community focal persons about the implementation strategies and activities, including regular attendance in implementing agencies meeting with these committees; Identify community facilitators that can facilitate and support the implementation of the livelihood interventions (they could also come from among the Ward/Village Development Committee members who will meet the established criteria of the implementing agency; and Share experiences, lessons learnt and good practices during My PEC Partners Forum or workshops with national and local stakeholders. Expected Outputs 9. The implementing agency is expected to deliver the following outputs: a. Detailed livelihood strategy presented and accepted by the target community through the Village/Ward Development Committees including trainings needed on skills development and microfinance and savings group; b. Draft modules on specific trainings identified in the specific livelihood strategy (as mentioned in the above specified by the area); c. Final training modules incorporating comments from the ILO; d. Detailed training reports 6 on skills development, microfinance and savings group; e. Two pager monthly status reports (template to be provided by My PEC; to be submitted every end of the month); f. Quarterly technical and financial progress reports. Timeline 10. Tentative start of contract is 1 st January Proposed end date should not exceed 31 st December Budget 11. The budget for this contract will cover professional fees, travel costs, mobilization expenses, school supplies and student fees and management/admin fees of the implementing agency. 12. A tentative schedule of payments shall be indicated in the Contract, but any single payment shall be limited to a maximum of 30 per cent of the total contract amount and be subject to the condition that the ILO quality standards are met satisfactorily. By ILO financial rules, the first (advance) payment cannot exceed 30 per cent, and a minimum of 20 per cent of the total contract 5 This is a sustainability mechanism at the local level where the community development committees learn in the actual implementation and builds their capacity to enable them to continue implementing some of the interventions in the future even without external support. 6 Please note that My PEC will provide the template for all reports (status report, training report, and technical and progress reports) for uniformity and inclusion of the necessary indicators
6 amount shall be retained as the final payment which may be paid only after satisfactory completion of all activities and providing to the ILO all outputs/ reports as stated in the contract. 13. It is important to note that should there be any problem in the delivery of outputs pertaining quality and schedule, the Contractor is expected to make the necessary corrective actions without affecting the overall project delivery deadline dates. This will be at no additional cost to ILO. Requirements 14. Interested agencies may provide proposals for one or more pilot townships. 15. In the technical proposal, the contractor must provide: Organizational profile with information about other related assignments to the subject of this TOR; At least two key references for these kinds of projects conducted in satisfactory manner; Team s structure to implement this assignment; Detailed livelihood strategy explaining how the implementation will be carried out in accordance with the provisions of this TOR; Curriculum Vitae of key project staffs must be included in the proposal. Minimum qualifications for Project Coordinator (will be the focal person to communicate with My PEC) are the following: Must be a graduate of at least any university degree, or equivalent experience; Must have prior experience implementing and managing livelihood projects, preferably in the context of Value Chain Development; Prior experience in the development work in the capacity of Project Coordinator, Livelihood Coordinator, or equivalent ant must have been at least Supervisor level; Skilled in technical reporting and in MS Office especially MS Word and Excel; Analytical and systematic; Strong leadership and organizing skills; Excellent management and people skills; and Good oral and written communication skills, preferably both English and Myanmar. 16. A commercial proposal has to be submitted with detailed breakdown of the expenses. Deadline for submission of technical and commercial proposal is 25 November 2016.
