1 Oracle Learning Management ESR enables the learning and development of NHS staff at all levels to be provided, monitored and managed Overview The Oracle Learning Management (OLM) component of ESR enables comprehensive control over all the activities associated with the learning and development of NHS staff. This includes the administration of available learning e.g. classroom based and e-learning courses, and the recording and monitoring of learning achieved or in progress for individuals. Learning can be linked to national competence frameworks, so that attainment of, and progress towards those competencies can be updated and monitored. The use of national mandatory competencies can help facilitate a reduction in training staff are required to complete when transferred using the Inter Authority Transfer (IAT) process). Benefits OLM supports a blended approach to learning with organisations able to offer, in one place, e-learning and classroom based learning. Free nationally approved, quality assured and centrally maintained e-learning content as well as access to locally procured or created e-learning available to play on PCs and mobile devices. Associate competencies with learning to automatically enroll employees onto learning and update their employee records on successful completion. Customisable s delivered to staff at key stages in a learning event. Automatic notifications to remind staff and managers when learning needs to be renewed. Certifications enable staff to view the status of their compliance based learning and see if and when it needs to be renewed. Evaluations to record learner s views of learning undertaken to support continuous development and improvement in the learning offered. Learning paths provide personalised and targeted learning for groups of staff or individuals, created centrally, using self service or as part of the appraisal process. National competence frameworks including the Core Skills Training Framework (CSTF), Care Certificate Framework (CCF) and an agreed set of
2 Statutory and Mandatory competence labels (MAND) to support monitoring of compliance levels against statutory and mandatory training. Reduction in staff undertaking unnecessary duplicate learning when transferred using the Inter Authority Transfer (IAT) process. Reports enable the demonstration of achievement and compliance for all staff within the organisation. Creation of tests to assess learner understanding, providing valuable feedback on whether business goals and workforce objectives are being served What it looks like There are three main elements to the learning management process in ESR, Setup, Enrolment and Outcomes. Setup Learning Administration Form
3 Access to all aspects of the learning catalogue is available from one form, allowing the setup and maintenance of certifications, courses, classes and associated resources. Nationally maintained Categories and Sub-Categories ensure consistency of reporting at local, regional and national level giving a comprehensive view of learning in the NHS. Enrolment Learning Administrators can decide on the most appropriate method of enrolment for their classes, and use flexible criteria to ensure that learning is targeted and available to the right people. 4 Learners can play e-learning directly from the ESR Portal using a dedicated portlet My Enrolments and e-learning Portlet Learners can search for learning opportunities and enrol on classes using the Competence Requirements section of the Learner Homepage, as illustrated below: Learner Homepage
5 Learners are kept informed of their status on the class through automated s. The national user group for OLM agreed the basic wording of the and there are additional free-text fields which allow the administrator to customize the message to suit their organisation s needs. Where learners are not automatically enrolled onto learning, clicking the search icon next to the required competence will return all instances of where that competence can be attained following successful completion of the learning. The learner can self-enrol or the request can be sent for further approvals depending on the choices made by the administrator when defining the class. Joining Instruction
6 Outcome The Learning Administrator can highlight those that did not attend, and record a reason for future analysis and update the student status for an entire class in one operation. Admin Views of Learner Evaluations Administrator can setup and then analyse responses to evaluations of learning completed. There is complete control over the type of questions that can be created and the administrator can choose whether or not to make a response mandatory, with responses anonymised. Learning Instructor system access is also available in addition to the standard Learning Administrator user responsibility profile. This allows the holder to update class attendance and manage forums and chats.
7 Reporting Capability ESR has a suite of standard reports that organisations are able to run to effectively monitor and manage the learning and compliance of all staff. ESR Business Intelligence ESR Business Intelligence Dashboards enables Learning Administrators, and senior managers, for example HR Directors and Matrons, to see the compliance levels of their staff quickly, easily and in a way that suits them. Examples Include Compliance Dashboard Compliance Trending Dashboard Management Overview Dashboard The NHS Compliance Dashboard is designed to provide users with intelligence around compliance levels within the organisation. The different analyses available include: DNA Detail: This is designed to give the details of each enrolment to the user Competency Matching by Person: This analysis is designed to show the number of competency requirements that are applicable to each person against the number of competencies each person has achieved, with a percentage.
8 Competency Matching: This analysis is designed to show the detail of matching competency requirements against the competencies a person has achieved. Induction Compliance by Person: This analysis is designed to show the detail of each staff member against the number of competencies selected for induction and the number of those competencies they have achieved. Competency Profile: This analysis is designed to list all competencies that an employee has achieved. It includes expired and current competencies. Selective Competency Matching: This analysis is designed to allow the user to select a number of competencies and return employee details where each competency is either Not Required (grey cell), Required, Expiring Soon (including expiry date) or a Match (to competency requirements). In addition to this ESR has a suite of standard reports that can be run to effectively monitor and manage learning for all staff.
