We increasingly find our work on malaria can be effectively integrated with other similar public health interventions for greater impact and therefore expanded our remit to include child health and neglected tropical disease interventions. We work in Africa and Asia with communities, governments, academic institutions, and local and international organisations, to ensure effective delivery of services, which are supported by strong evidence. Our areas of expertise include: disease prevention, diagnosis and treatment disease control and elimination systems strengthening research, monitoring and evaluation leading to best practice behaviour change communication national and international advocacy and policy development 1

2 Country and project background Malaria Consortium began activities in South Sudan in 2005 and is currently implementing an integrated community case management programme for malaria, diarrhoea, pneumonia and nutrition in Northern Bahr el Ghazal, overseeing Global Fund supported universal distribution of LLINs in Norther Bahr el Ghazal, supporting the management of NTDs in four counties in Yei River State through mass drug administration and providing strategic technical assistance to the MoH in Wau, Tonj, Eastern Lakes, Western Lakes, Gok, Yei, Juba, Kapoeta and Torit states. Malaria Consortium works with partners at all levels of government in an effort to support South Sudan in rebuilding the health system after successive conflicts. The Health Pooled Fund is a consolidation of funding from the British Government s Department for International Development (DFID), the Government of Canada, the European Union, the Swedish International Development and Cooperation Agency (SIDA), and the United States Agency for International Development (USAID) and aims to support the Government of South Sudan in reducing maternal and infant mortality, ensuring universal coverage, and improving the overall health status as well as the quality of life of the South Sudanese population. The Health Pooled Fund is based on a county model, whereby support is provided to the county health departments for the delivery of health services, health system strengthening and community ownership. Malaria Consortium is planning to support the county health departments in Aweil Centre, Aweil East and Aweil South under Health Pooled Fund. Job purpose The M&E Officer will be responsible for overseeing the monitoring, evaluation and learning component for the iccm2 program. He/she will (a) participate in strengthening the M&E component of the iccm2 program, (b)manage program routine data (c) oversee data quality assurance (d) provide quality M&E support to iccm2 field staff; and contribute to the documentation and reporting of activities. Scope of work The M&E Officer position will contribute to strengthening data management, improving the quality and timeliness of reports, increasing the utilization of routine monitoring data and assisting in building the capacity of frontline staff to utilize health data. He/she will work closely with Malaria Consortium iccm partners, the CHDs, as well as SMoH and national coordination health and nutrition clusters. Key working relationships The M&E Officer will report to the Field Coordinator at field level and will receive technical supervision from the M&E Coordinator. The M&E Officer will also work closely with the SMoH M&E and CHD departments and ensure that iccm achievements are captured into the mainstream HMIS. 2

3 Key accountabilities Improve data management through efficient organization, retrieval and delivery (40%) Support the collection of all volunteer reports in order to maintain a high reporting rate on a monthly basis Lead data quality assessments (DQA) and ensure data used for program decision making and reporting is of high quality Conduct data entry and cleaning in DHIS, MS Access, CSpro, NIS databases updating organisation units, troubleshooting and ensuring data backups are regularly conducted Develop or update CSpro/MS Access databases used for capturing program routine data Identify and help management to respond to problems that would have emerged from the data quality assessments Package and share data with the program management in easy to read formats Implement protocols on data privacy, data security, and backups in the context of data management and M&E Provide on-site quality monitoring of program implementation (30%) Conduct field monitoring visits to assess quality of program implementation, document and make recommendations. Follow up on agreed recommendations plan of action and ensure implementation by the program teams Conduct volunteer competency assessments to inform continuous program volunteers capacity building efforts. Monitor drug use, requests and ensure proper accountability of all drugs & commodities distributed. Strengthen internal and external reporting by production of timely, quality program reports (20%) Compile monthly monitoring reports and provide recommendation for program improvement Compile Program Unit Disbursement Reports (PUDR) for the Global Fund/DFID programs and collate comments from the program teams Ensure monthly UNICEF NIS reports are completed and submitted in time Ensure all project/program indicators are being tracked and reported on during program implementation Contribute towards the writing of survey reports, SMART, SQUEAC, KAP, mrdt etc. Increase the utilization of M&E data through improved sharing and presentations (10%) Conduct analysis of primary and secondary data using STATA13, SPSS, Advanced Excel etc. and prepare presentations for various purposes and audiences as necessary Promote program information use and sharing. Ensure the database are updated on a monthly bases and the export files are shared with Malaria Consortium and its partners Actively contribute to the compilation, sharing and presentation of program findings, trends and results with decision makers Participate in program-related quality improvement projects requiring monitoring and evaluation as requested 3

4 Person specification Qualifications and experience: Essential: Degree/Diploma in social sciences, development, and Epidemiology or health relevant field At least 2 years monitoring and evaluation experience in developing country context. Certificate in monitoring and evaluation will be an added advantage Practical experience in managing huge volumes of health data through the DHIS Knowledge of nutrition and health surveys SMART, SQUEAC, mrdt, etc. Desirable: South Sudan experience or post conflict context experience Previous experience in monitoring and evaluation community based health programs Practical experience in using statistical softwares STATA 13, SPSS and Advanced Excel Work-based skills: Essential: Knowledge of HMIS and practical DHIS1 or 2 experience Prior- hands on data analysis experience using statistical softwares such as SPSS/STATA/Excel Experience on working on community based health programs Excellent interpersonal, communication and capacity building skills Excellent report writing skills Desirable: Previous work experience in South Sudan or post conflict environment 4
