2 THE CITY THE POSITION The City of Redwood City is a San Francisco Bay Area community located in the heart of Silicon Valley, with an area of approximately 33 square miles. This technologyrich region extends from the San Francisco shoreline to the foothills of the Santa Cruz Mountains. Redwood City is the third largest city within the County of San Mateo, with over 85,000 residents. The City enjoys an average of 255 sunny days a year, which it boasts via the city slogan: Climate Best by Government Test. Reporting to the Assistant Director of Public Works, this position is responsible for two critical public health and safety systems: Sanitary Sewer and Storm Water infrastructure and operations. The Senior Utilities Manager serves as the City s lead contact for NPDES County-wide storm water permit as well as the JPA-owned Silicon Valley Clean Water facility which treats all wastewater from Redwood City. Key functional areas managed include: We are a community that believes in working together to maintain and improve our quality of life. This represents our commitment to community building, which is a crucial part of how we do business every day. Become a part of the team and join us in building a great community! Fourteen staff, including one supervisor, manage about 194 miles of public sewer infrastructure including 31 sewer pump stations, and repair sewer laterals and other maintenance projects. Also responsible for implementation of the Sanitary Sewer Management Plan and the new FOG Program ordinance (Fat, Oil Grease), aiming to keep those elements out of the sewer system. The Department has set aside funding for upgrades to the SCADA monitoring system as well as a new closed circuit camera system, both of which will require leadership in training and use of these technology upgrades. Funding budgeted for improvements to the City s sanitary sewer system is $6.7 million for FY While Redwood City is the oldest city on the San Francisco peninsula, as a result of revitalization and steady economic growth, residents and visitors enjoy a vibrant downtown with numerous restaurants and shops. Sanitary Sewer Storm Water The City has 14 storm water pump stations as a part of the storm water runoff system from the hills to the San Francisco Bay, and also manages the lagoon in Redwood Shores, including over 29 de-watering structures. Four staff members support Storm Water functions.
3 THE IDEAL CANDIDATE The ideal candidate will possess strong technical skills and knowledge of wastewater and storm water infrastructure, and be well-versed in the regulatory environment for both of those systems.experience in a lead, supervisory or management role is highly desirable. The ideal candidate could come from an engineering career path or may have significant experience in operations & maintenance of municipal infrastructure. Ideally candidates will balance a long-term vision for the management of infrastructure while engaging in daily progress and assisting staff with the most complex issues. The incumbent must build strong working relationships with regulatory agencies, other governmental organizations, community groups and residents. The ideal candidate will build upon and maintain the strong customer orientation existing in the City of Redwood City. This position requires a leader who can multi-task, has initiative and good independent judgment, and can analyze issues and be able to synthesize and summarize information effectively. Education & Experience MINIMUM QUALIFICATIONS Any combination of education, experience and training that provides the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities may be: A Bachelor of Arts or Science degree or equivalent from an accredited college or university with major course work in civil engineering, business administration, management or related field: OR An Associate of Arts or Science degree or equivalent from an accredited college or university with major course work in civil engineering, business administration, management or related field and two additional years of experience performing public works related activities. Highly Desirable: Knowledge of SCADA (Supervisory Control And Data Acquisition) systems Certification in Wastewater by California Water Environment Association (CWEA) and/or Storm Water Management Professional certification by the American Public Works Association (APWA) PMP Certification (Project Management Professional) Licenses & Certifications Required: A valid California Driver s License
4 MINIMUM QUALIFICATIONS, continued Knowledge of The regulatory environment governing municipal storm water and wastewater; Materials, equipment, procedures, practices and terms used in the design, construction, operation, maintenance and repair of a municipal sanitary sewer system and storm drain system; The trades and crafts utilized in utility and street construction and maintenance required for hydraulic and electronic systems; Operation of computers, word processing, software and programs for project management, personnel management and budgeting; Principles and practices of supervision, training and performance management; Management techniques to meet budget and timing milestones on projects and oversee consultants working on such projects. Ability to Evaluate organizational effectiveness and link staff performance to Division, Department and City objectives; Establish clear maintenance and work standards; Plan, schedule, supervise, and collaborate with City Engineer and others on projects for the upgrading and maintenance of City wastewater and storm water systems; Determine the need for materials, supplies and equipment and prepare specifications as necessary; Communicate clearly and concisely, both orally and in writing; Provide excellent and effective customer service to residents, community members, elected officials, staff, other agency personnel; Prepare Annual Report and other forms and reports required by the Municipal Regional Storm Water Permit and other official agencies; Identify strategies and prepare long range systems improvement plans including budget forecasts; Prepare and monitor the budget for the Division; Negotiate and manage contracts for external resources and services.
5 COMPENSATION & BENEFITS The annual salary range for Senior Utility Manager is $132, $158,640 annually. A 3% salary increase will be administered in early October In addition, Redwood City offers a competitive benefit package for staff and their dependents: PUBLIC EMPLOYEES RETIREMENT SYSTEM (CALPERS) 60 for current members (14% employee contribution toward pension) 62 for new members (12.75% employee contribution toward pension) The City does not participate in Social Security MEDICAL INSURANCE May select from a variety of health plans administered by CALPERS Maximum City contribution is 90% of Kaiser premium, currently $ per month for family coverage VACATION LEAVE l0-25 days per year SICK LEAVE 12 days per year PAID HOLIDAYS & LEAVE 12 paid holidays and 2 paid administrative leave days per year MANAGEMENT LEAVE 40 hours of callback overtime provided each calendar year (treated as paid administrative leave) COMMUTER PROGRAM DENTAL & VISION INSURANCE City pays 90% of premium for both dental and vision coverage for family.
