Reporting to the Director of Protection Services the Manager of Emergency Preparedness is accountable for the development and delivery of an effective emergency management program thought out Nunavut. This program includes the development and delivery of emergency management programs at the municipal and territorial level. Developing and delivering training programs for municipal and GN employees including public education and awareness programs related to emergency preparedness. Identification of hazards at the community and territorial level and assigning a risk assessment program for identified hazards. The Incumbent will also assist municipal councils, government institutions and Federal agencies in developing a comprehensive business continuity program including critical infrastructure listings. The Incumbent will be required to ensure that the program requirements in the Emergency Measures Act are being followed so as to guarantee a current and effective Nunavut emergency management regime is in place. 3. 2 Page 2 The Manager will have direct supervision of one staff, the Emergency Preparedness Program Officer who will assist in program delivery with an operational budget of $400, The Manager will provide day to day supervision, leadership, and support for the Emergency Preparedness Program Officer including training, staffing and disciplining; The Manager is responsible for assisting, advising and directing representatives of municipal councils, government institutions, and prescribed enterprises in the development, implementation and testing of their emergency programs. The Manager will develop and recommend program that are relevant to Nunavut following evolving national emergency management priorities. Working with the Director, the Manager will help develop and implement effective business continuity programs along with critical infrastructure identification and protection programs at both a municipal and government institution level. This position consults with and briefs members of territorial, regional and local emergency response committees and coordinators, participates with officials from Public Safety Canada, Department of National Defense, RCMP, the general public on emergency preparedness, and colleagues from other provincial/territorial emergency measures programs on planning and new initiatives. In addition he manages the Operation and Maintenance, and Capital budgets of the programs and projects approved by Public Safety Canada. Working with the Director the Manager will develop a Strategic Departmental Emergency Program to further emergency planning goals, policy and direction. This will include developing for the Ministers approval policies and criteria along with regulations to be implemented to meet the requirements of the Emergency Measures Act. The Managers of Community Development are designated as Coordinators of the Regional Area Emergency Response Programs. The Manager is responsible for assisting them in this capacity by developing training programs, interpreting policy, legislation and developing regional programs on emergency response. The Manager assists with the coordination of emergency operations under the authority of the GN Emergency Measures Act. Liaises with and advises the Manager of Response and Recovery during a Territorial or Local Emergency. The Manager is a member of the Territorial Emergency Response Committee (TERC) and may assume the lead role at TERC if called upon by the Emergency Management Officer. Effective Implementation of this position s duties and responsibilities will ensure that standards and procedures are clearly determined and documented and that all affected staff/non-government personnel/agencies are assessed and trained based on the standards and policies in an effective and efficient manner. Maintaining a presence in the field and fostering relations with the various municipal coordinators and agencies along with developing specialized skills will allow for a much more effective response to situations as they develop. Working with the Manager of Response and Recovery assist with and coordinates an effective search and rescue response system with the local communities and search and recue organizations. The position may act as the Director.

3 4. RESPONSIBILITIES Describe major responsibilities and target accomplishments expected of the position. For a management position, indicate the subordinate position(s) through which objectives are accomplished. Develop as the primary contact along with the EOCA all emergency programs for municipal councils, and the regional Area Response Coordinators A (1) The Manager develops program structure assists municipal councils, municipal coordinators Regional Area Response Coordinators and local agencies in their development, implementation and testing of their emergency management programs under the provisions of the Emergency Measures Act and other agreements, as required. (2) Maintains a current file on each municipal emergency program. (3) Maintains a current file on each Regional Area Response Program (4) Working with the Manager of Response and Recover, EOC Assistant and the Communications Officer, develops testing procedures and then coordinates along with the Regional Area Response Coordinator exercises to evaluate the effectiveness and relevancy of the programs. (5) Prioritises training requirements based on direct assessment of municipal coordinators and Regional Area Response Coordinators. (6) With the preparedness staff identifies existing programs within and outside of Nunavut, which meets the training priorities. (7) With the assistance of the preparedness staff identifying problem areas with available programs and modify to adapt to Arctic situations. (8) The Manager and/or the preparedness assistant maybe required to attend specialised courses offered by recognised emergency management training providers to become better qualified to deliver needed training programs in Nunavut. (9) Working with the Director the Manager and EOC Assistant will assist in developing Business Continuity Programs and Critical infrastructure protection programs. Develop as the primary contact along with other staff all required emergency programs for government institutions, and prescribed enterprises. B (1) The Manager develops program structure and assists government institutions, and prescribed enterprises in their development, implementation and testing of their emergency management programs under the provisions of the Emergency Measures Act and other agreements, as required. Develops and fosters effective partnerships with emergency management stakeholders. (2) Maintains a current file on each government institution, and prescribed enterprise s emergency program. Page 3

4 (3) Working with the Manager of Response and the preparedness staff, and the Communication Officer develops, identifies and schedules testing procedures and then coordinates along with the Regional Area Response Coordinator exercises to evaluate the effectiveness and relevancy of the programs. (4) Prioritises training requirements based on direct assessment of individuals tasked by government institutions as the primary contact, to ensure a high level of government response capability. (5) With the preparedness staff identifies existing programs within and outside of Nunavut, which meets the training priorities. (6) With the assistance of the EOC Assistant identifying problem areas with available programs and modify to adapt to Arctic situations. (7) The Manager and/or the EOC Assistant maybe required to attend specialised courses offered by the Emergency Management Collage, Emergency Preparedness Canada or other provincial/territorial emergency measures organizations to become qualified to deliver needed training programs in Nunavut. (8) Working with the Director the Manager and EOC Assistant will assist in developing Business Continuity Programs and Critical infrastructure recovery programs. As a senior offical negotiate and manage cost sharing programs with the Government of Canada. With the EOCA explore other opportunities and programs for funding arrangements for the benefit of Nunavut. C (1) Working with the EOC Assistant and the Manager of Response and Recovery develop and program strategies monitoring current trends so as to deliver multi-media presentations to government, communities and the general public on Emergency Preparedness, prevention programs, hazard alerts and other information packages as required or requested. (2) In conjunction with the EOC Assistant the Manager works directly with Public Safety Canada to deliver the National Basic Emergency Management course.. (3) The Manager shall explore all other opportunities to leverage funding and assistance in developing a Nunavut emergency program. (4) The Manager and the EOC Assistant will consult with and liaison with Emergency Preparedness Canada, the RCMP, Department of National Defence and colleagues from provincial/territorial emergency measures organizations for new initiatives and best practices that Nunavut may utilize to meet its objectives in emergency management. Develop and implement strategies, goals and legislative regulations, respond in a key role during and after emergencies. The position is also critical in the development of a prepared effective TERC. D (1) The Manager and EOC Assistant shall work with the Director to develop a Strategic Page 4

5 Department Emergency Program. Attention shall be given to the development of a Disaster Funding Assistance Arrangement for communities and development of the various regulations required under the Emergency Measures Act. Working with other government institutions set goals, policies and programs that further enhance emergency management programs within the GN. (2) The Manager is a member of TERC and shall attend meetings, give opinions, guidance, and suggestions on the various programs developed under TERC. In the absence of the Director he shall chair meetings, set meeting times and dates. If called upon by the Emergency Management Officer the Manager will assume the lead role in times of emergencies at TERC. (3) Under the direction of the Manager the EOC Assistant shall act as secretary to TERC, keeping all minutes, correspondence, and arranging training for members of TERC. (4) Carry out all relevant duties as directed by the Director. 5. KNOWLEDGE, SKILLS AND ABILITIES Describe the level of knowledge, experience and abilities that are required for satisfactory job performance. Minimum Qualifications At least 2 years prior experience in the area of Emergency Management. Minimum of 2 years supervisory experience. Certification in Basic Emergency Management. Certification in Incident Command Certification in or the relevant experience in Emergency Operation Centre operations This is considered a Position of Trust and a criminal record check is required. Desirable Skills and Abilities Relevant administration skills and experience Exercise design The ability to manage complicated budgets and cost sharing programs. The ability to develop training programs and detailed presentations to a variety of audiences. Knowledge of and ability to use various computer programs such as PowerPoint, Microsoft Word, Excel. Other office equipment as required. Ability to set up and use various communication equipment such as HF radio, Satellite Phones, marine and citizen band radio s. The ability to read and write in Inuktitut would be an asset. Motivation of a diverse groups of individuals coordination and Critical incident stress debriefing certification First Aid and CPR certification Excellent written and verbal are required, for reports and presentation. 6. WORKING CONDITIONS List the unavoidable, externally imposed conditions under which the work must be performed and which Page 5

6 create hardship for the incumbent. Express frequency, duration and intensity of occurrence of physical demands, environmental conditions, demands on one s senses and mental demands. Physical Demands Indicate the nature of physical demands and the frequency and duration of occurrences leading to physical fatigue. Responding to Emergency situations of any kind can be physically demanding. Emergency response places the incumbent in stressful situations. During a declared emergency the incumbent may go days without sufficient sleep, proper food or washing facilities. The incumbent maybe called upon to assist with moving heavy objects such as sand bags, portable generators, tents and other emergency equipment. Exposure to harsh climatic conditions requires the incumbent be in good physical shape to handle such conditions. Environmental Conditions Indicate the nature of adverse environmental conditions to which the jobholder is exposed, and the frequency and duration of exposures. Include conditions that disrupt regular work schedules and travel requirements. As mentioned under Physical Demands the incumbent maybe exposed to server weather conditions. Extensive travel to communities is required. In many cases this travel is in small aircraft during adverse weather. Extended periods away from home will be required. Responding to emergency situations at any time day or night, during adverse weather conditions adds additional stress. Lack of adequate facilities in communities during an emergency is the norm. Sensory Demands Indicate the nature of demands on the jobholder s senses to make judgements through touch, smell, sight and hearing, and judge speed and accuracy. Responding to emergency situations requires sound judgment. With the physical demands noted previously it is critical that incumbent is able to make immediate decisions which may involve life threatening issues. Dealing with family members involved in traumatic events requires understanding, sensitivity and can be mentally demanding. Seeing the destruction of personal belongings, loss of life, or a person s livelihood is traumatic and may result in stress that can affect a person long after the event. Page 6

7 Mental Demands Indicate conditions that may lead to mental or emotional fatigue. The need to remain calm and in control during an emergency can cause serious metal and emotional stress. The loss of life that can come about from an emergency is never easy to handle and many relive the sights and sound for years later. Within the small Nunavut population there is always the possibility that you may have to deal with extended family members or personal acquaints that may have lost their lives or homes. Long periods without sleep and dealing with many issues at the same time add to the mental and emotional stress. During emergencies many individuals become aggressive and demanding, this adds to the mental stress for one to always act in a professional manner. 7.
