1 IDENTIFICATION Department Position Title Infrastructure Superintendent, Construction Project Management Position Number Community Division/Region Yellowknife Headquarters PURPOSE OF THE POSITION The Superintendent, Construction Project Management manages and directs the design and construction of large complex government building infrastructure delivered by the Department of Infrastructure. SCOPE This position reports to the Director, Asset Management and is responsible for the direction and management of the delivery of large building projects that are typically in the $50 to $120 million range and are subject to a long term planning and a construction period of between 5 and 10 years. Often these projects will involve complex client department and user group needs and will be subject to elevated levels of political involvement and increased levels of public scrutiny. This position is accountable for and focused on ensuring the efficient delivery of these high profile time sensitive construction projects for critical facilities that are used to deliver key government programs and services. Projects are typically justice facilities, large educational facilities and regional health facilities. Often the projects are unique in nature and are typically on-time only constructed facilities in the Northwest Territories (NWT). The scope of activities undertaken includes: Directing a multi-disciplinary team of internal and external professional and non-professional staff, who may be located remotely in Regional Offices and other locations in Canada, to deliver large, complex and politically sensitive projects with a total value of $50 to $120 million. Managing consultations with other Government Departments, Aboriginal Governments, City, Towns, Hamlets, and Community Organizations on project delivery.
2 Managing the performance and directing the work of architects and engineers to ensure the large capital projects are designed appropriately in accordance with the infrastructure standards of the Government of Northwest Territories (GNWT). Managing large construction contracts to ensure contractor meets performance requirements and to ensure that construction contract costs are properly controlled. Manage project risks that are inherent with large capital projects through the planning design and construction phases of the project and ensuring schedule is adhered to through all phases of the delivery process. A challenge for the Superintendent, Construction Project Management is meeting the sometimes conflicting needs of regional, community and headquarters "clients" and anticipating, intervening and resolving problems before they occur. The incumbent must make every effort to involve responsible communities, agencies and other stakeholders in project delivery in keeping with self-government and other initiatives. The Superintendent, Construction Project Management is highly accessible to local politicians, community leaders, bands, self-government organizations, contractors and must be able to respond to issues under close scrutiny. This position works within a Legislative and Policy framework and carries out its responsibilities in accordance with GNWT acts, regulations, policies and departmental procedures that include such things as the Financial Administration Act, Public Service Act, the Public Service Regulations and various Government Policies. Other relevant legislations include the Safety Act, the Electrical Safety Act, Boilers and Pressure Vessels Act, the National Building Code and the National Fire Code. RESPONSIBILITIES 1. Monitors and directs the initiation, planning, design, construction and warranty phases of large, complex and politically sensitive capital projects to ensure projects are completed to terms of reference, on schedule and within budget: Reviewing tenders submitted by contractors and analyzing capabilities of contractors; Awarding construction or service contracts within signing authority; Advising clients of possible deletions or changes to reduce costs if tenders for construction exceed the budget available; Monitoring status of projects by periodically accompanying project officers to meetings with consulting architects/engineers or contractors. design review meetings and on construction inspections to verify that work is progressing satisfactorily; Reviewing capital management reports prepared by project officers to establish compliance with agreed budget schedule, advising clients of potential problems and changes in funding requirements as they occur and taking action to alleviate problems or to keep adverse consequences to a minimum; Resolving disputes between project officers and contractors or consulting architectural/engineering firms;
3 Authorizing requests for contract payment from contractors and architectural/engineering firms within signing authority which have been certified by project officer; Approving contemplated change orders recommended by project officers within signing authority; Verifying that project commissioning by technical officers and post-occupancy evaluations by facility planners have been arranged by project officers, where required; Confirming that any deficiencies identified during warranty period are resolved; Ensuring client officers, Regional Superintendent and departmental advisory staff are provided regular construction management reports and advised of all changes or problems affecting budget or schedule as they occur. 2. Administers the detailed design phase of large, complex and politically sensitive capital projects to ensure designs are completed on schedule, within budget, and in accordance with client's project brief, departmental policies, guidelines and regulatory requirements: Ensuring that project briefs provided to project officers by facility planners contain adequate information on scope, budget schedule and quality of assigned projects; Monitoring performance of project officers to ensure budgets, schedules, project briefs, policies and guidelines are being adhered to; Reviewing terms of reference prepared by project officers for requests for proposals for services from consulting architectural/engineering firms; Selecting firms to be invited to submit proposals for architectural/engineering services, selecting firms as part of evaluation committee, and awarding contracts to selected consultants; Reviewing project requirements with successful firm and reviewing performance of selected firm on a regular basis to ensure adherence to terms of reference; Challenging consultants to provide high quality service and taking corrective action when required; Checking working drawings for conformity to project terms of reference and community constraints, ensuring documents are submitted by project officers to headquarters for technical review and obtaining consensus on design by all affected parties; Selecting appropriate technical standards when the published standards do not directly apply due to scope and size of the project; Ensuring comments from all applicable regulatory bodies are obtained and incorporated into design; Working with Legal Counsel to develop non-standard contracts when required; Reviewing detailed cost estimates and negotiating with client any changes required projecting so that project can be built within the budget available.

Provides support to facility planners in headquarters and client departments to assist them in the development of Capital Programs: Reviewing client department's planning documents and preliminary design reports and advising on the suitability of proposed budget and schedule; Arranging for the collection of site specific information on the performance of past designs, specific operating requirements, site surveys, etc.; Developing cost estimates for clients for inclusion in Five Year Capital Plan, FMB Submissions etc.; Advising of potential impact of projects on other government departments, communities and other agencies; Identifying work required for successful completion and operation of projects (e.g. extension of municipal services to building site); Assessing impact of additions or deletions proposed to meet budget or schedule constraints. 4. Develops plans and strategies for the implementation of large, complex and Capital Projects: Reviewing capital program with facility planners, Regional Managers of Projects and client department program managers to determine scope and volume of work planned; Obtaining project briefs defining the scope of individual projects from facility planners; Confirming that sufficient funds are available to undertake the project; Establishing schedule for the design, tendering, construction and warranty stages for each project; Selecting project delivery and contracting approaches that optimize local resources and address market conditions to provide the best value to the GNWT; (Special Approaches may include: Design/Build, Construction Management, Fast-Tracking, P3 or Negotiated Contracts). Estimating staff requirements to implement each stage of projects and arranging for additional manpower as required; Working with the Regional Manager of Projects to assign projects to project officers for implementation; Developing selected regional staff for future management of large and complex projects. 5. Develops strategies for using Capital Projects to enhance local employment, training and business opportunities: Liaising with community officials, aboriginal governments, local contractors and residents to determine their aspirations and assessing capabilities of local contractors and workers; Reviewing capital program for the Region with facility planners and clients to ensure that business and labour can be utilized to their greatest potential; Liaising with other project delivery agencies (NWT Housing Corporation, NWT Power Corporation, etc.) to co-ordinate construction activity in the community;
5 Assigning projects to staff in a way that allows community requirements and capabilities of local contractors and work force to be closely monitored and responded to by the project officer; Identifying opportunities for using construction projects for training purposes; Selecting project management strategies, techniques and special contracting approaches that allow local labour and businesses to be utilized to the greatest extent possible. WORKING CONDITIONS Physical Demands No unusual demands Environmental Conditions The incumbent is exposed to extremes in temperature, noise, vibrations, and dust while on construction sites while work is in progress. Sensory Demands The incumbent is subjected to long periods of concentrated focus while reviewing designs, tenders, progress claims, policy and planning documents and other related documents. Mental Demands The incumbent requires tact and diplomacy while dealing with resolving conflicts with clients, community governments aboriginal governments, contractors and consultants. The incumbent is subjected to stressful situations when dealing with the changing priorities of client departments, boards and agencies with respect to the budget and schedule constraints. On short notice the incumbent will be required to prepare detailed briefing information on complex subjects and issues within short timeframes. Incumbent is required to travel to and from job sites assisting project officers with inspections. KNOWLEDGE, SKILLS AND ABILITIES Expert level knowledge of project management, and project delivery methods including: design bid build, construction management, design build, Expert level knowledge of building codes, standards and regulations and the application of architectural and engineering principles to the building design process. Practical skills in the area of building construction methods and the application to building construction and design in the northern setting. Practical skills in the area of project scheduling Practical skills in the area of managing public consultation process.
6 Practical skills in the area of contracting, negotiating and evaluating. Practical skills in the area of decision making. Practical skills in the area of written and verbal communications. Typically, the above qualifications would be attained by: Completion of a degree in Engineering or Architecture with 10 to 15 years experience in project management, two of which would include supervisory experience and five of which would be in a northern environment. Hands-on experience in architectural or engineering design, working drawing development, technical consulting, site supervision and field investigation is considered important.
