4 SaskEnergy Aboriginal Support Employees - SaskEnergy has 14.8 % aboriginal content, SHR census report list SK aboriginal population at 13.9% SAGE - SaskEnergy s internal aboriginal support group - Networking benefits, support, leadership opportunities Community support - Invested 27% of CSR funding on aboriginal sponsorship ( 109 projects) and scholarships,

5 SaskEnergy Aboriginal Support Partnerships - SaskEnergy has 3 successful Tribal partnerships, PAGC, STC and FHQTC - Induction training for entry level field staff positions are done by SIIT & DTI Customer base - 53 first nations are fully or partially gasified - Urban aboriginal housing groups, FSIN, SIGA, FNUC Aboriginal content - Aboriginal Strategic Direction Team, delivering initiatives - Purchasing, aboriginal content, RFP s, we are seen as leader by crown corporations

6 Honour of the Crown Grounded in a concept called the honour of the Crown, is the duty of the Government of Saskatchewan to consult with the First Nations and Métis of this province. This means that the Government must act with honour and integrity in its dealing with First Nations and Métis people. Consultation must take place before any legislation, policy, program or other activity that could adversely affect Treaty or Aboriginal rights is developed or put in place.

7 Consultation Objectives Respect for Treaty and Aboriginal Rights Reconciliation and relationship building with First Nation and Métis Commercial certainty, predictability and timeliness of decisions

8 Elements of Consultation 1. Notification to the community being consulted, is made in an appropriate manner and in sufficient detail. 2. A reasonable, period of time is given to allow the community being consulted to prepare and present its views. 3. A presentation is made and a discussion is held with the community being consulted, respecting its views on the issue under consideration. 4. Full and fair consideration is given of the community views. 5. A report and presentation is given back to the community being consulted on the direction chosen, the use made of the information provided and the efforts undertaken to avoid or minimize any adverse effect on Treaty or Aboriginal Rights.

9 Guiding Principles First Nation or Métis must be given a say in the consultation process Clear communication is the cornerstone; consider languages All new initiatives must be questioned Consultation occurs as early as possible; before final decisions Should lead to the establishment of respectful and lasting relationships Consultations must be genuine; conducted with integrity The government is ultimately responsible for ensuring Honour of the Crown Detailed records must be kept of all interactions First Nation and Métis must be directly engaged Relevant geographic area considered is to be the traditional area of the community impacted Must be respectful of the Culture and practices of First Nation or Métis

10 SaskEnergy s Approach Aboriginal Relations will coordinate and provide guidance through the consultation process Legal is closely integrated Proactive project knowledge is key to success Key business groups impacted: TransGas Market Services & System Management TransGas Engineering Distribution Engineering The goal is early communication; honesty with the objective of a positive, lasting relationship

11 SaskEnergy s Approach Aboriginal Relations will make the initial contact with the First Nation or Métis organization proper contact is key The lead Business group will prepare a layman s overview and map The Business lead and/or Aboriginal Relations will first have a meet and greet to determine the next steps and timeline Learn if the First Nation has a preferred process for continuing dialogue; what are their expectations An immediate follow-up with a thank you letter and the package should be sent to the First Nations Lead reviewing what was discussed Steps followed as agreed - within timelines

12 SaskEnergy s Approach Presently working on SaskEnergy Consultation Procedures: Brief Corporate TransGas/SaskEnergy Introduction Overview of SaskEnergy s Aboriginal Participation Project Overview Routing and Construction Environmental Consideration Contact information for Aboriginal Relations All documentation relating to each project consultation will be centrally housed in Aboriginal Relations for ongoing use and learning.

13 SaskEnergy s Approach Developing creative solutions for Consultation capacity: Training and Leadership development Environmental training Utilizing the First Nation or Métis Elder community First Nation and/or Métis involvement in surveying and Construction Contact information for Aboriginal Relations Will look at all individual aspects that First Nation and/or Métis groups consider relevant to consultation and will express our concerns and issues relative to each project.
