ABN: Inc No: A T 531 Elizabeth Drive (PO Box 2392) Sunbury, VIC 3429 Phone: Fax: SUNBURY NEIGHBOURHOOD HOUSE POSITION DESCRIPTION Manager Reporting to: BOARD OF MANAGEMENT Background Sunbury Neighbourhood House (SNH) is a not-for-profit, financially sound, incorporated community organisation located in Sunbury. It has served Sunbury and surrounding areas for over ten years by providing a range of programs and events to support community development. SNH is funded by the Department of Health and Human Services (DHHS) through the Neighbourhood House Coordination Program and by Hume City Council, with additional revenue raised through programs, as well as through fundraising activities and grants where possible. The purpose of SNH is to connect people in the Sunbury area to each other through their neighbourhoods by providing inclusive and accessible community focused, community driven and community facilitated courses, workshops, programs and social events in a welcoming and fun environment. The Manager is responsible to the SNH Board of Management (the Board) and works directly with the Board to implement the SNH Strategic Plan (currently ). SNH strategic goals are to: Ensure continuing high standards of governance and maintain financial viability of the House for the benefit of the community and to support the community engagement and connectedness aspirations of the SNH; Increase connection with local community Ensure outstanding support and connectedness of SNH volunteers and staff; Provide quality program that are attractive, inclusive and accessible to all members of the community; Increase visibility of the SNH to the community. SNH is staffed by the Manager and two part time staff members a Program Coordinator and an Administrative/Reception Assistant. The House also has an ongoing volunteer program which provides some support to various activities of the House. The Manager is primarily responsible for the day to day operations of the House including program development and community engagement. The Manager is tasked with ensuring that the staffing, facilities, programs, events, and meetings of the organisation are managed effectively and on an inclusive basis, and that these are appropriately resourced. The Manager is also responsible for ensuring ongoing financial and compliance requirements are met within the operational framework. SNH Position Description: Manager 21 February 2018 Page 1

2 Responsibilities Community development Strengthen and enhance effective communication and partnerships with a range of community stakeholders, including residents and other community agencies. Seek out, encourage and resource community, group and individual initiatives which are consistent with the organisation s constitution, purpose, strategic plan, and business plan. Develop and implement processes that foster the ongoing engagement of the community. Management and operation Oversee the day-to-day operations of the organisation within the broad policy, strategic plan and financial directions set by the Board. Prepare, manage and monitor effective, responsible and sustainable budgets in conjunction with the Book Keeper, Treasurer and Board of Management. Develop appropriate operational policies and procedures. Leadership Personnel Work with the Board in the development and monitoring of governance policies and procedures. Lead the organisation in its aim to strengthen the community through innovative strategies, programs and approaches that identify and meet community aspirations and needs. Provide leadership and a high level of organisational skill in planning, developing and evaluating a range of inclusive programs and strategies that meet the needs of the community. Facilitate effective communication within the organisation and with funding bodies, external agencies, community members and groups and business. Promote SNH services in the community and coordinate the development of promotional material including course guides, social media and the SNH web site. Under the direction of the Board of Management and in accordance with organisational policies and procedures, and sound industrial relations, be responsible for the recruitment, selection, job appraisal and support of all staff. Be responsible for the recruitment, management and support of volunteers, group and program facilitators. Exercise responsible management of a staff induction process, professional development, identification of staff and volunteer training needs and of staff succession planning. Relationships and partnerships Establish and develop an effective working relationship with the Board of Management. Page 2

3 Establish and maintain positive, inclusive and professional relationships with all those involved with the organisation. Establish and maintain effective working relationships with funding bodies including Hume City Council (HCC) and Department of Health and Human Services (DHHS). Foster and maintain constructive partnerships with relevant bodies and organisations, which lead to more effective, efficient and accessible service delivery. Participate in and represent the organisation at relevant community forums and meetings. Maintain and share up-to-date knowledge of community resources, community needs and relevant programs, policies and legislation. Network with other neighbourhood houses and community groups in the local and wider community. Undertake community consultation on a planned basis and in response to need. Practice, policies and procedures Be responsible for day-to-day management of service delivery of the highest possible standard to the community. Ensure all activity is undertaken within the organisation s legal framework and policy Be responsible for compliance with the Hume City Council and DHHS Service Agreements and any other contracts, MoUs or Agreements entered into by the organisation. Prepare submissions and acquittals for funding received from Government and other relevant organizations, in a timely manner. Ensure all operational policies and procedures are regularly monitored, reviewed and updated, in keeping with legislative compliance and transparency in governance. Reporting and accountability Report regularly to the Board of Management, on an agreed schedule, regarding the activities of the organisation and opportunities for development. Meet regularly with the designated Board member for job appraisal and support. Keep the Board informed of relevant information, to enable them to meet their duty of care, compliance obligations and strategic planning role. Facilitate a timely Annual General Meeting and any delegated responsibility regarding an incorporated association. Sustainability and expansion Through realistic and appropriate programming and budgeting, ensure the organisation is financially sustainable. Engage in positive succession planning for all roles within the organisation. Generate innovative ideas, imaginative approaches and creative strategies to build on current practice. Be proactive in maintaining an awareness of possible challenges that could affect SNH future operational viability, and create an atmosphere of collaborative review and future planning. Nurture strengths and seize opportunities to build on SNH successes in meeting community needs. Page 3

4 Key Selection Criteria 1. Demonstrated sound management experience and understanding of governance principles. 2. Demonstrate the ability to implement organisational development through the application of a high-level of policy development skills, analytical and conceptual skills. 3. Sound knowledge and demonstrated application of community development principles and practices. A proven record in implementing and supporting flexible and innovative approaches to community development in response to changing community needs. 4. Demonstrated experience in organisational strategic thinking and action. Proven ability in leading sustainability, viability and effectiveness of an organisation. 5. Proven Not for Profit business acumen including the capacity to understand the financial position of an organization and including experience in budget development, analysis and monitoring. Entrepreneurial in generating funding for sustainable service delivery. 6. Commitment to diversity, including the ability to work with a range of people in appropriate, inclusive and innovative ways. 7. A high level of interpersonal, cross cultural and communication skills including the ability to negotiate effectively and work through issues with staff, program participants, volunteers and other stakeholders. 8. Experience and proven ability to provide effective leadership and work collaboratively within a team. Qualifications and experience Suitable tertiary qualification(s) in Community Development or other relevant field; and/or a combination of relevant experience, expertise and competence, including: Competence in using the Microsoft suite of programs, Internet and . Familiarity with book keeping procedures and the ability to interpret financial reports. Mandatory requirements Current Driver Licence Police Check A Working With Children Check First Aid Level II (or willingness to undertake training) Accountability The Manager is directly accountable to the Board of Management through the Chairperson. A member of the Board of Management (usually the Chair) will liaise directly with the Manager to provide job appraisal and support. From time to time, the Board of Management may delegate certain tasks and responsibilities to the Manager; these will be clear, written delegations. The Manager will be responsible for job appraisal and support for all other staff positions (including volunteers) within the organisation. Page 4

5 Salary and conditions Salary and conditions will be in accordance with the Neighbourhood Houses and Learning Centres Workplace Agreement Classification level and salary will be negotiable dependant on qualifications and experience. Part time: 25 hours per week. Some out of hours work will be required.
