JOB UMMARY The London Cancer Alliance (LCA) is a collaborative partnership of 15 acute provider trusts across south and west London. Its aim is to improve cancer patients' experience, outcomes and quality of life though the delivery of excellence in clinical care, research, innovation and education; ensure equitable access to integrated pathways across primary, secondary, tertiary, community and third sectors; and promote prevention and early detection of cancer by influencing public health messages. The post holder will be responsible for the implementation of a number of high profile LCA projects, engaging at a senior level with a wide range of stakeholders across the LCA that will include commissioners, clinicians, patients, carers and the wider public. Other key working relationships for the post holder are as follows; NH England, Public Health England, LCA pathway group members, LCA senior management team, general practitioners, primary care organisations and practitioners, universities and research organisations, and the LCA member Trust workforces. The post holder will be an expert in leading and implementing complex NH projects with a track record of service improvement and of leading the implementation of large scale change. The post holder will work autonomously with all LCA stakeholders, leading discussions on implementation of the London Cancer Alliance Clinical ervice Plan and bringing this in line with local and national strategies and priorities.

MAIN DUTIE AND REPONIBILITIE Communication and relationship building Lead the development of multiple projects that will support delivery of the LCA vision to improve patient experience and outcomes that matter to patients. This will include strengthening user involvement. They will be expected to demonstrate scrutiny, decision making, diffusing best practice, consultation, and information sharing. Communicate regularly with senior clinicians and key stakeholders within provider trusts across the LCA, as well as stakeholders across local authorities, the third sector, patients, carers and the public. This will include NH England, pecialist Commissioning and Public Health England, as well as clinical experts from the wider health sector. Be responsible for sharing information and best practice, persuading and influencing change in services with clinicians and a range of other stakeholders. These will often be challenging and difficult discussions around the detail of national and local policy. Build strong collaborative relationships with colleagues in both commissioning and provider organisations. Be required to relay and explain complex information to a range of lay, managerial and clinical audiences. Interpret guidance, best practice and other reference sources related to the specialist area when interpretation and translation for local adaptation and implementation is needed. Achieve consensus on the system-level actions needed to deliver LCA pathway group objectives which will include agreeing shared measures and approaches to measurement. Ensure that stakeholder relationships are developed and maintained in a way that promotes the work of the LCA and encourages further cross-system interaction. Be the LCA designated lead at external meetings, making judgements on the best ways of influencing change in specific circumstances. Prepare and present complex and demanding project plans to project boards and senior managers. Work collaboratively with other LCA project managers and team members. Responsibilities for analysis Analyse good practice findings of highly complex data to understand how they can be applied in the LCA and work through the implications of this within service. Analyse the local environment and consider the implementation of change, consisting of both discussion and consultation with local stakeholders using local data and other information analysis to support the proposed change. Have a good understanding of the stakeholders, information and other factors that relate to LCA services and how these fit into the wider agenda. Analyse complex national strategy documents, breaking them down and making them applicable to a local audience. Collate and analyse large data sets relating to LCA services and present these in a useful format to groups of stakeholders. Band 8b Project Manager Pathway Group pecific Feb 15 2

3 Present finding to stakeholders including, but not limited to, pathway groups, LCA Clinical Board and on occasion to LCA Members Board. Responsibilities for planning and organisation of activities Have overall responsibility for the project management of one or more pathway group projects including the development and monitoring of a project plan for the programme of work and metrics for tracking progress. Recommend changes relating to services to mitigate risk in-line with current evidence base, or in the event of other factors changing expert recommendations. Create and deliver long-term (up to three years) strategic plans for the introduction of new or changed practices within the LCA. Establish groups and forums to develop and implement required changes. Oversee the planning of meetings, workshops and wider stakeholder forums, overseeing changes and amendments as necessary. Ensure that invitations to participate in these are sent to those best placed to affect results. Be expected to consider the enablers that would support their work. This may include innovative use of IT solutions and alternative delivery models. Adapt local plans and priorities in line with national guidance, protocols and priorities, taking a keen interest in the political environment and the impact this has on the implementation of the models of care and LCA. Develop and maintain a risk register for the objectives and work programme, escalating risks to the LCA Pathway Group, Clinical Board and LCA Programme Director in accordance with the quality assurance framework. Implement and evaluate model/s with continual prototyping to ensure an effective and sustainable model. For example, recruitment of patients and users, reimbursement models, development of guides to ensure learning can be shared) trengthen and embed approaches to improve patient experience and information across the pathway groups upport meaningful patient participation in the work of the pathway groups and demonstrate how patient input has been used for the benefit of local people. Development of policies and services Map examples of best practice locally, nationally and internationally to improve cancer pathways Develop proposals and policies relating to LCA services that will be agreed with their pathway group chairs and external stakeholders as required. Provide expertise and advice on corporate policies which relate to their specialist area, or involve enablers that need to be taken into account in delivering on the specialist area, where they would be expected to advise on how best to proceed. Be responsible for the implementation of pan-london and LCA programmes. Oversee the adaptation of local and national care pathways, supporting the development of appropriate services across the LCA. Remain up-to-date with international approaches to user involvement and improving patients experience, using this to inform the work programme. Band 8b Project Manager Pathway Group pecific Feb 15 3

Employ systems crucial to the implementation and advancement of work relating to their programme. Be responsible for adapting information and reporting systems, including qualitative and quantitative data sets to inform the needs of larger service development systems within specialist area. Develop and manage systems for monitoring the progress of implementation, reporting risks and issues through the use of the LCA Quality Framework to the LCA Clinical Board. Write and present regular reports of implementation projects, disseminating issues logs to ensure that other team members are aware of problems. Report on best practice and learning from implementation activities, ensuring a consistent message to all stakeholders across the LCA Research and development upport larger scale research projects and programmes, which may be based outside the LCA. 5 Have considerable flexibility and autonomy in taking forward their project area within the parameters of the scope of the overall piece of work. Be the lead expert for their implementation programmes. They will be expected to advise the organisation and external stakeholders on the details of the programme, best practice across the national community and the best ways of implementing practice on a local level. Be expected to act independently, with a large proportion of their working week out in the field, without access to senior support or advice. Be expected to be an expert in the field, with credibility at all levels to ensure successful implementation of pan-london models of care. Work externally with key stakeholders and other senior managers in the LCA as well as clinicians and managers in provider trusts and networks, patients, carers and the general public and stakeholders in local authorities, NH London and the third sector. 4.
