Oversee the development and management of TfN s Stakeholder Engagement & Communication Strategy and Delivery Plans to enhance and maintain TfN s reputation and building its identity with key stakeholders and audiences including the media. Head of Stakeholder Engagement & Communications Stakeholder Engagement & Communications Two Year Fixed-term / Secondment (Public Sector Bodies Only) Circa 68,000 pa Lead the development and delivery of TfN s Stakeholder Engagement and Communications Strategy and Service. Responsible for leading the development and nurturing of TfN s reputation with its multistakeholders, partners and various delivery agencies both regionally and nationally necessary to support achievement of our strategic objectives and priorities. HR & Mobilisation Director Key Actions These set out how the KROs will be achieved the activities required. Lead the development and delivery of a holistic Stakeholder Engagement & Communication Strategy for TfN ensuring this fully supports achievement of our strategic objectives and priorities. Act as lead advisor to the HR & Mobilisation Director and TfN s Senior Management Team (SMT), Executive and Partnership Board s ensuring they continually receive the necessary level of stakeholder engagement and communications advice, support and intelligence to enable strategic decision-making and direction setting. Lead the development of short and long-term holistic plans and programmes for all strategic communications and engagement activities necessary to support achievement of our strategic objectives and priorities. Lead the development and delivery of a Channels Strategy to ensure TfN continually makes the best and most effective use of all available channels throughout all its stakeholder engagement & communication activities, services and functions. Establish a proactive and reactive approach to issues management with senior leaders and the Stakeholder Engagement & Communications Team to manage and plan for situations that could negatively impact the reputation of TfN. Lead the development and delivery of a Brand Strategy for TfN and supporting implementation plan to enhance TfN s corporate image and reputation. Lead and ensure effective processes and IT systems are in place and are effectively utilised (including our corporate web, intranet and social media sites) to support delivery of all activities and services.

2 2. Develop and oversee the management of key stakeholder relationships including Government, Parliament, Department for Transport, Delivery Agencies, wider stakeholders and the media. 3. Lead, motivate and develop the Stakeholder Engagement & Communications Team. Lead the delivery of all aspects of public relations, media relations, stakeholder engagement, political & media monitoring, launches & event management, award submissions, internal & external communications service through both TfN s Stakeholder Engagement & Communications Team and external service providers. Establish key performance indicators and measures to monitor progress and delivery for all media, communications and stakeholder engagement activities, services and functions, providing regular reports on service performance and any key issues to TfN s SMT, Executive and Partnership Board s as appropriate. Develop and oversee the management of a comprehensive Stakeholder Map for TfN and ensure that the right people are engaged within these key stakeholder groups across the north of England, nationally and internationally. Ensure political engagement is conducted in a manner which supports our business priorities including the development and implementation of an effective parliamentary monitoring service for TfN. Develop and oversee the management of a process to ensure elected representatives queries and questions are answered in an appropriate and timely fashion. Represent TfN as appropriate with political stakeholders. Lead and facilitate proactively networking and the sharing of knowledge within the stakeholder and communications environment. Lead the building of strong and influential working relationships with senior leaders and officers, both to plan required communication, stakeholder and marketing activity and to deliver strategic communication advice and guidance. Lead, develop and facilitate positive and meaningful, regular engagement with all stakeholders to drive improvements in the quality and consistency of communication and stakeholder engagement activities with a consistent focus on improved quality and performance. Ensure that the capability is in place to react at all times of the day and night to unpredicted events; providing timely responses, briefing spokespeople and appraising senior leaders. Provide direct line management of the team, providing clear objectives and managing performance. Undertake regular personal development reviews which agree a plan for the evolution of skills and knowledge, together with succession planning, so that the team remains agile and innovative. Compile recommendations for action based upon findings to drive continuous improvement.

3 4. Develop and manage a robust internal and external communications service for TfN. 5. Lead TfN s consultation programme to inform emerging transport strategies. 6. Lead the delivery and evaluation of the impact of all stakeholder engagement and public relations activities, launches and events. 7. Lead the development of all published/printed communications materials ensuring delivery to consistently high standards aligned to TfN brand guidelines. Ensure a robust media response and engagement process is in place including out of hours cover. Provide an integrated, two-way approach to all forms of formal communication to support the business objectives of TfN and its vision and values. Ensure mechanisms are in place for all staff to be advised of relevant issues in a timely, reliable and effective matter and to drive employee engagement. Oversee TfN s on-line strategy, through websites & social media campaigns (twitter, film clips, podcasts etc.) and blogger outreach ensuring digital is integrated into all channel communications rather than being seen in isolation. Ensure mechanisms are in place to keep pace with developments in communications industry. Lead the development and delivery of a both a statutory and nonstatutory consultation programme for TfN to support delivery of TfN s strategic objectives and maintain and enhance TfN s reputation. Lead in the setting of a policy framework and standards for all of TfN s consultation activities to ensure necessary standards and quality of delivery are maintained at all times. Lead and where appropriate support others in TfN in delivering consultation activity. Lead the development and delivery of stakeholder and public relations launches and events, ensuring all such activities support delivery of TfN s strategic objectives and maintain and enhance TfN s reputation. Effectively plan and manage TfN s presence at conferences and events. Lead the development of processes and systems to monitor the impact of TfN s stakeholder and public relations activities and events communicating findings to key officers within TfN. Ensure a two-way process is embedded so that feedback is captured and actioned as required. Ensure that lessons learned are used by all members of the Stakeholder Engagement & Communications Team to enhance influence and future service provision. Lead the development and delivery of all published and printed materials including TfN s quarterly magazine ensuring all such activities support delivery of TfN s strategic objectives and maintain and enhance TfN s reputation. Lead and ensure all communications materials are produced consistency to a high quality and adhere to TfN s brand guidelines as specified by the postholder.
