ABOUT THE POSITION The City of Gilroy is currently recruiting for a part-time/temporary Water Conservation Officer. Using strong communication and customer service skills, the Water Conservation Officer will educate the community on water conservation regulations and laws. In addition, the Water Conservation Officer will investigate complaints, survey water usage in the community, and may cite water waste violators. GENERAL DESCRIPTION: Under direct supervision of the Senior Civil Engineer/Public Works Operations Manager, educate property and business owners regarding water conservation methods and applicable regulations; oversee water conservation programs and prepare educational materials for the public; monitor the wasting of water within the city; and enforce applicable laws, regulations, and ordinances. The Water Conservation Officer is a temporary, part-time, at-will job classification. Page 1 of 5

2 EXAMPLES OF DUTIES: 1. Develop, monitor, and implement water conservation awareness program; provide presentations to individuals or groups; distribute educational materials in the field, online, via the city website, through the water bill process, or through other ways. 2. Conduct field reviews and investigate possible water waste violations; contact responsible persons in the field; issue warnings and/or citations; perform follow-up field reviews to be reassured that remedial action has been taken; document field contacts and interactions; may provide information and/or testify at judicial proceedings. 3. Using excellent customer service techniques respond to complaints regarding water waste violations; investigate and resolve problems; provide water conservation information and regulations to the public in person, over the phone, and in the field. 4. Explain, interpret and make presentations of ordinances, codes, laws, rules and regulations to citizens and groups, agencies businesses, and other entities. 5. Visit homes and businesses to educate water customers on current water-use restrictions and conservation programs; may review water usage information with customers and suggest ways to reduce water usage. May inspect water fixtures and/or irrigation systems to provide feedback and suggestions for water reduction and/or to help identify leaks. 6. Compile information and prepare correspondence and staff reports on a variety of water conservation matters and attend meetings, some of which may be in the evening or on the weekend, as required. 7. Communicate and coordinate actions with other involved city departments. 8. Develop and maintain ongoing community contacts with local businesses, social service agencies, and community group; serve as a community resource for water conservation related issues. 9. Maintain accurate and detailed files, records, and activity logs. 10. Serve as a city representative at various meetings or events. 11. Stay abreast of water conservation legislation, information, resources, and methods. 12. Perform other duties as required. REQUIREMENTS, TRAINING, EXPERIENCE AND QUALIFICATIONS: 1. Possess a high school diploma or GED. College-level coursework in related field of study highly desired. 2. Two years of work experience in a related job that involved high volume of contact with the general public and investigative or inspection work that has included preparation of reports, letters, and other documents. Additional experience involving the enforcement of codes, laws, or regulations is highly desired. Up to one year of the required experience can be attributed to a related college-level internship. 3. Strong oral and written communication skills required including strong customer service and conflict resolution skills. 4. Strong computer skills to include proficiency with the Microsoft Office Suite programs. Page 2 of 5

3 5. Must be available to work days, evenings, weekends and holidays as assigned. 6. Possess and maintain a valid California Driver License, along with a safe driving record, necessary to operate assigned vehicle(s). 7. Pass a post offer drug test. 8. Must pass a Department of Justice criminal record check for employment. 9. Bilingual (English/Spanish) highly desired. 10. Prefer non-tobacco user. Provide an example of a difficult enforcement case or upset member of the public, the actions you took and the resolution. 5. Describe your organizational skills, including what you do to ensure to you follow up on compliance deadlines. 6. Describe a time that you presented information in front of a community group. Identify the topic you presented, the audience, and when you completed the presentation. 7. Describe your computer skills and explain your proficiency with Microsoft Office Suite applications. 8. 4 COMPENSATION AND BENEFITS Other Information Part-time/temporary employees are non-benefited, at-will positions. Part-time/temporary employees are enrolled in the PARS retirement system with the City making an employer contribution and the employee contribution (6.2%) being deducted from your payroll check. The PARS retirement system is in lieu of participating in social security. You will, however, participate in the Medicare portion of social security as that is a required program. Payroll All City employees are paid monthly, on the last business day of each month via direct deposit. Work Hours Part-Time/Temporary employees must have availability to work the designated work schedule for the position and must be available to work additional or less hours as needed. The maximum work hours are 25 hours per week and may not exceed 108 hours per month. The Water Conservation Officers must be available to work days, evenings, weekends and holidays as scheduled.
