1 TOWN OF BRECKENRIDGE POSITION DESCRIPTION Position Title: Parks Technician Department: Public Works Division: Streets & Parks Position Classification(s): Pay Plan Level(s): S-III Work Status/Schedule(s): Full-Time or Part-Time FLSA Status: SEASONAL (winter, summer) Non-Exempt [Classification, Pay Plan Level and Work Status subject to change, based on management needs] I. NATURE OF WORK Seasonal Parks Technicians perform technical and skilled work as they serve the Public and the Town organization in a customer service and maintenance role. The primary objective of incumbents in this position is to repair and maintain Town facilities to include parks, landscaping, athletic fields, and grounds. Incumbents also assist in construction, installation, and other projects related to Town facilities and events. II. III. Incumbents in the position are required to perform work in a manner consistent with and exemplary of the Town s Leadership Values & Philosophies and the Town s Equal Opportunity Employment policy. SUPERVISION RECEIVED Incumbents work under the direct supervision of the Parks Supervisor and the general supervision of the Assistant Manager to carry out assigned duties, functions, roles, and projects in both routine and highly technical circumstances. Parks Technicians may also be guided or led during a shift by another Parks Operator designated as a shift lead in the absence of the Assistant Manager and Parks Supervisor. SUPERVISION EXERCISED Incumbents at the Parks Technician level do not directly or indirectly lead, guide, supervise, oversee and/or evaluate the work of the Division s staff. However, this is a team-based environment which requires providing support and assistance as needed to coworkers, and the sharing of knowledge. IV. KNOWLEDGE, SKILLS & ABILITIES The following Knowledge, Skills and Abilities are required for incumbents in the Parks Technician position: 1. A general, common sense knowledge of the Town s infrastructure. 2. General knowledge of the Town and public grounds. 3. Ability to work as an individual and as a member of a team. 4. Ability to work any shift assigned (including early mornings, days, nights, weekends, holidays). 5. Ability to communicate effectively both orally and in writing, including the ability to interpret technical information. 6. Ability to anticipate and respect the needs and interests of others. 7. Ability to remain calm under stress. 8. Knowledge of safe driving principles and an ability to detect hazards and to recommend corrective actions. 9. Ability to quickly learn operational procedures and consistently work within the operational structure. 10. Able to maintain harmonious relations among staff and promote efficiency. 11. Able to use independent judgment in routine and non-routine circumstances, and in critical situations. Able to make proper notification to the Parks Supervisor or lead Parks Operator on duty. 2 12. Able to establish and maintain good relations with all Town departments, supervisors, co-workers and the public. 13. Able to adapt to organizational and technological change. 14. Able to meet requirements for Town vehicle usage with respect to the Town s Vehicle Use Policy. 15. Must possess a combination of technical skills, analytical skills, organizational skills, communication skills, interpersonal relations skills, and professionalism. 16. Must be able to work safely at all times, participate in safety training courses, notify management of any safety concerns, and ability to recognize and notify management about any customer service issues that pose a safety risk. V. VI. ESSENTIAL JOB FUNCTIONS Parks Technicians are assigned specific assignments, tasks, and job duties, along with a scope of work, authority, responsibility, roles and requirements as determined by the Town, Department/Division and pursuant to laws, regulations and practices. Incumbents in this position must be able to successfully perform, be responsible for and/or assist in the fulfillment of many job functions and duties. 3 1. Driving and operating Town vehicles and equipment safely and efficiently in accordance with local laws and ordinances, and Town standards and guidelines for Parks Technicians. 2. Performing work in a manner that is consistent with and reflective of the Town, Department, Division and team policy and best practice. 3. Notifying management of any incident, situation, or other circumstance which could impact license status and ability to meet essential job requirements. 4. Maintain public grounds by applying herbicides and pesticides as needed. 5. Perform complex irrigation repairs on Town-owned property including installation of systems. 6. Knowledge of accepted landscape practices related to irrigation systems, noxious weed control, turf, plant & flower beds, parks and athletic fields, and experience with the appropriate tools and safety practices. 7. Greeting and assisting citizens and customers in a manner consistent with excellent customer service standards. 8. Performing daily vehicle and equipment checks to ensure vehicle, equipment and work safety. 9. Ensuring that the Town s safety & customer service expectations and requirements are met. 10. Prepare athletic fields to specific dimensions by measuring, raking, dragging, chalking, and painting lines. 11. Observing, documenting, and reporting vehicle safety or other safety issues to appropriate individuals (mechanics, supervisor, etc.). 12. Coordinating with the mechanics and supervisor to determine the safety and serviceability of the vehicle. 13. Assists in upkeep and preventive maintenance of specialized Town property, i.e., street lights, signs, benches, foot bridges, play equipment, trash/recycle receptacles, etc. 14. Providing information to supervisor regarding road conditions, inclement weather, construction, special events, etc. that may impact operations. 15. Supporting, and communicating with supervisors and co-workers regarding routine and non-routine work related issues or policies. 16. Demonstrate initiative and leadership by assuming responsibility and accountability for project completion and for ensuring that the work quality meets the expectations of the Parks Division and Public Works. 17. Uses systems with skill; updates information with managers and supervisors timely; uses care to be accurate in information, maintains confidentiality when expected and appropriate for the situation. 18. Maintain records and detailed maps. VII. OTHER DUTIES: Depending on organizational need, may perform in a floating position which may include the following duties: a. Washing and/or detailing support vehicles and equipment b. Assists other work crews with various tasks and special events c. Emptying trash & recycling d. Sign maintenance e. Shoveling f. Works effectively with Town staff, citizens, guests, public s changing needs, and with special events g. Performing related work and assisting other departments as necessary h. May be involved in special projects and employee activities that are directly or indirectly related to essential job functions. i. Other miscellaneous support functions as assigned. 4 VIII. MATERIALS AND EQUIPMENT USED Materials and equipment used include, but may not be limited to the following: a. Equipment: Position requires use of various equipment including staff vehicles, refueling stations, fluid dispensing systems, general hand and power tools, light construction machinery, power mowers (push and riding types), bucket truck, scaffolding and ladders, shop/bench tools and machines, wash facilities, two-way radios, computers/tablets/other digital equipment, calculators, copiers, printers, fax machines, telephones. b. Materials: Position requires the use of fuel, oil, lubricants, fertilizers, pesticides, landscape chemicals, organic and inorganic soil amendments, solvents, cleaning chemicals, paints, thinners, adhesives, cleaning supplies and other parks maintenance products. IX. WORKING ENVIRONMENT, PHYSICAL ACTIVITIES & REQUIREMENTS The working environment, physical activities and requirements may include the following: Work is performed in an indoor and outdoor environment and in Town vehicles (including pickup trucks and other small equipment). Exposure to extreme weather conditions, fumes, dust, materials listed above, loud noises, vibrations, moving objects (including baseballs, etc.) and machinery. Some work is in an office or other setting which requires proximity to and use of computers and computer screens. A high degree of public contact at varying times, and working alone or as a member of a crew. Contact with the public, coworkers, managers, supervisors and others where explanatory or interpretive information is exchanged, gathered or presented is a daily requirement. This position requires physically demanding work including long periods of sitting/driving, heavy lifting (up to 50 pounds) on a regular basis, ability to climb in and out of Town vehicles and equipment, walking, stooping, standing, bending, kneeling, grasping, carrying, reaching, pushing, pulling, digging, working in confined spaces, on ladders and at heights, driving, and listening/observing. Public contact including interaction with difficult citizens/customers may be required. The incumbent must have a readiness to operate Town vehicles and equipment to be in a professional, safe and lawful manner. Incumbents in the position may be subject to a drug and alcohol test based on the guidelines of the Vehicle Use Policy. Safety Sensitive: This position is considered safety sensitive because the incumbent must operate a service vehicle and light equipment as a regular function of his/her daily job duties. Work Schedule: Days, nights, weekends, and holidays, as needed or scheduled. Seasonal and Part-Time Parks Technicians may be scheduled to work full or part-time schedules. Overtime may be required. X. EDUCATION, EXPERIENCE AND FORMAL TRAINING One year customer service or field experience with a focus in the areas of irrigation or noxious weed control preferred. High school diploma or GED required Specialized training (irrigation, construction, pesticide application, and/or equipment operation/experience) preferred FINAL-Parks Technician/Seasonal Rev Page 4 of 5

5 XI. LICENSES & CERTIFICATES 1. Valid driver s license, pursuant to the safety sensitive nature of the position, as defined by the Vehicle Use Policy. 2. Pesticide Application Certification (preferred). 3. Ability to pass a background check at time of hire. Incumbent s driving record will be reviewed on a regular basis and must be in compliance with organizational standards and policies. Further, incumbents are required to notify the Town, their supervisors and/or manager of any motor vehicle violation (except parking citations) at the time of issuance (immediately upon receipt of the ticket/violation, or upon the next working shift). This requirement exists, regardless of whether the incumbent plans to challenge the violation in court.
