The attached Job Description explains the duties and responsibilities of the position. It also identifies the ideal background and experience for candidates and the necessary hard and soft skills needed to be successful in the role. Duties and Responsibilities A. Building and Development Services: 1. Plan Review and Consultation with Property Owners, Contractors, Design Professionals, etc. a. Reviews all site plans and building permit applications to ensure compliance with City Code. b. Meets with all applicants for development, zoning and planning matters and variances, to review submitted plans, discuss City Code requirements, and verify completeness of all application packages. c. Reviews all plats submitted to the City for compliance with City code and state requirements. d. Reviews all sign applications submitted to the City for compliance with City code. e. Educates and assists applicants with City Code requirements, applications package preparation, and City policies and procedures. Clearly communicates all requirements and deadlines to residents, contractors, design professionals, etc., with diplomacy and tact. Works with applicants to suggest project modifications to improve Code compliance. f. Responds to all inquiries from the public, City staff, and others, providing administrative interpretation of City codes, ordinances, policies, and procedures pertaining to code compliance. g. Updates and maintains City maps and all forms used for zoning and planning matters. h. Assists and advises City Council, Zoning and Planning Commission, and City Administrator with proposed amendments to the City Code to address changing needs in the community. i. Develops material and public awareness campaigns to educate the public about the City's ordinances and zoning and planning efforts. 3 2. Boards and Commission Coordination a. Creates, updates, maintains and distributes agendas and related documents for monthly meetings of the Building Design Committee (BDC) and Zoning and Planning Commission (ZAPCO) and assists City Secretary and City Administrator with City Council and Board of Adjustment (BOA) agendas. b. Writes summaries and makes staff recommendations on matters to be discussed by City Boards and Commissions. c. Attends all BDC, ZAPCO, BOA and City Council meetings to present staff report/recommendations and answer questions. d. Notifies applicant in writing of decisions made by City staff, Boards, and Commissions. e. Maintains records and files regarding City zoning and planning actions (by City staff, Boards and Commissions). f. Follows up with applicants to assure compliance with all aspects of approval with the coordination of the city inspectors 3. Other a. Serves as staff liaison for all Short-Term Rental Related applications, violations and reports. b. Coordinates collection of traffic and speed data, run reports for traffic calming and engineering. c. Assists Wastewater Staff with development projects. B. Public Works 1. Performs site visits to inspect city projects, permitted projects, and miscellaneous. 2. Serves as Project Manager for City projects, including roadway projects, building construction and renovation, and hiring outside consultants, including but not limited to creating and administering the request for proposals, bid documents, and inspections. 3. Serves as City liaison on all neighborhood traffic calming projects, working with residents, City Council, City Engineer, and City Administrator. 4. Serves as staff liaison for all contracted professionals (City Engineer, Contractors for City projects, etc.). C. Information Technology: 1. Assists City Administrator as Staff Liaison for IT related matters. 2. Creates and maintain employee badges, voic boxes, phone recordings, and door security settings as needed. 3. Works with Incode on methods and ways to improve functionality and performance. 4. Works with City Administrator and IT Contractor on ways to improve IT including major projects, computer replacement, and computer issues/updates. D. Additional Responsibilities: 1. Works with support staff to complete tasks and projects, acts as Temporary City Administrator in the long-term absence of City Administrator for urgent or high priority issues in consultation with Mayor. 4 2. Serves as project manager for a variety of projects; facilitate project activities and resolve problems; develop and submit project reports to the City Administrator. 3. Maintains communication with other jurisdiction officials to coordinate regional issues and represent the City; serve as a liaison with City Council, City Administrator and other external agencies with regard to matters related to building and development. 4. Represents the City's interests and positions before legislative and rule-making authorities at all levels of government and recommends policies and procedures with regard to matters related to building and development. 5. Works with City Administrator to develop department-wide goals, objectives, policies and procedures for the Building and Development Department. 6. Performs building and development related duties as assigned. Background and Experience The ideal candidate will have a four-year degree in urban planning or a related field, and have at least five years of experience in building and development services in a small to medium sized city in Texas. A Master s Degree in a related field (Urban Planning, Public Affairs, etc.) is preferred. Hard Skills The ideal candidate will have the following: 1. American Institute of Certified Planners certification. 2. Ability to read and understand building plans. 3. Solid understanding of construction practices, terminology, and principles. 4. Knowledge of and ability to interpret complex regulatory codes (zoning, development, construction, signs, subdivisions, etc.). 5. The ability to read and accurately interpret construction plans, specifications and reference materials. 6. The capacity to analyze facts, recognize problems, and formulate and implement viable solutions. 7. The skills necessary to effectively communicate verbally and in writing with the general public as well as City Staff, Boards, and Commissions while discussing, explaining and interpreting standards and codes. Drafting memos, writing letters, crafting public notices, and organizing extensive files is crucial. 8. The ability to safely and legally operate a motor vehicle to complete some essential functions of this job. 9. Technological and computer-literacy with proficiency in the Microsoft Office Suite of applications, Incode/Invision software, and Geographic Information Systems (GIS) software. 10. The physical ability to move around residential and commercial construction sites, including gaining access to attics, rooftops, trenches and basements. Employee may be exposed to reasonable industrial and construction hazards such as noise, dust, pollen and fumes. Ability to access remote sites that may require climbing and traversing steep slopes and rough terrain in all weather conditions. 5 11. Must be able to sit or stand for long periods answering phones, performing keyboarding, operating a computer, filing, copying, and doing other administrative work. 12. Must possess general manual dexterity to proficiently operate computer and other office machines (including but not limited to smart phone, laptop, digital camera, calculator, copier, credit card machine, and fax machine), perform filing or other office functions, and reach items with hands or arms. 13. Must be able to use step-stools and step-ladders to store and retrieve items of various sizes, shapes and forms weighing up to 30 pounds. Soft Skills 1. Ability to interact with the public, property owners, field inspectors, fire and health officials, utility representatives, architects, engineers, planners and developers in a positive and productive manner. 2. Must have strong written and verbal communication skills. 3. Must have the ability to work and to juggle multiple projects simultaneously while managing competing deadlines. 4. Must have the ability to resolve conflicts between various parties in a professional and respectful manner. 5. Knowledge of typical administrative practices and processes associated with local government offices or functions, or ability to acquire and put such knowledge into practice. 6. Excellent organizational skills. 7. Disposition to handle stressful, confrontational situations with tact and poise. 8. Must be comfortable working in service to others in customer-focused environment. Details This is a full-time, ongoing employment position that includes office work and work on building sites and properties throughout the City of West Lake Hills. Work is performed under the general supervision of the City Administrator with work being reviewed in the form of reports submitted, conferences, and effectiveness of program operation. This position requires significant technical and professional expertise, and a positive, friendly demeanor, and remarkable customer service skills. The primary objective of the position is to facilitate compliance with the City s regulations, which is to be achieved in a strong but respectful manner. Compensation & Benefits This is a managerial/professional, exempt, salaried position. Salary will depend on qualifications and will be competitive for the Austin area.
