1 IMPLEMENTATION GUIDELINES FOR ANSI ASC X12 EDI CONVENTIONS TRANSPORTATION CARRIER SHIPMENT STATUS MESSAGE (214) FOR THE SHIPMENT TRACKING ANALYSIS AND REPORTING SYSTEM (STARS) INFORMATION & COMMUNICATION TECHNOLOGY MANAGEMENT ANSI ASC X12 VERSION/RELEASE

2 - STARS Transportation Carrier Shipment Status Message Introduction: Functional Group ID=QM This Draft Standard for Trial Use contains the format and establishes the data contents of the Transportation Carrier Shipment Status Message Transaction Set (214) for use within the context of an Electronic Data Interchange (EDI) environment. This transaction set can be used by a transportation carrier to provide shippers, consignees, and their agents with the status of shipments in terms of dates, times, locations, route, identifying numbers, and conveyance. Notes: uses the Transportation Carrier Shipment Status Message (214) for the Shipment Tracking Analysis and Reporting System (STARS) with its Extended Enterprise Carriers. The carriers will provide (STARS) with shipment status information. ALARMS, based on the 214 transaction, will be created within to avert potential problems. Proof of service will also be obtained from the 214 transaction. It will be the transportation provider's responsibility to send a 214 message upon arrival at a pick up point, at departure from that pick up point, whenever an ETA changes and at the point that they make the delivery. This requirement applies to all shipments where is responsible for payment. If a routed transportation provider is unable to provide service and "brokers" the movement to a non-family provider, the routed provider will be responsible for providing accurate and timely 214 data to. The "brokering" provider retains the responsibility of tracking the shipment from origin to destination. A Shipment Status 214 transaction must be sent to when the carrier: 1. Arrives at the pick-up location 2. Departs from the pick-up location (must include ETA) 3. Changes an ETA 4. Arrives at the delivery location The above transactions must be created within 15 minutes of each status and sent to every 5 minutes. The STARS System will edit the carrier's Shipment Status transaction based on the following elements: Carrier SCAC Reference Number Pick-up Location Delivery Location Shipment Status Although the transportation mode is a key element it is not part of the match criterion. will allow the cancellation of erroneous transactions. 3 - STARS 214 the following elements are mandatory: Carrier SCAC Reference Number Pick-up Location Delivery Location Shipment Status Power SCAC Cancellations are not valid for ETA change messages (shipment status code 'AG'). Cancellations must be in last in, first out (LIFO) order. Therefore, prior to cancelling a departure from pick-up location message, the corresponding arrival at delivery location message must be cancelled if it has been transmitted. Likewise prior to cancelling an arrival at pick-up location, the corresponding departure from pick-up location must be cancelled if it has been transmitted. History of Changes: 06/13/2003: The following changes were made to support the launch of the Free and Secure Trade (FAST) interface with STARS: Hazardous Material Code (L11*...*HD) Trip Number (L11*...*09) Border Crossing Status (AT7*X6) Number of Packing Slips (AT804) Commodity Type (L11*...*PRT) - this is an existing element that has been made mandatory for the Border Crossing Transaction. 7 - STARS 214 Segment: ST Transaction Set Header Position: 010 Loop: Level: Usage: Mandatory Max Use: 1 Purpose: To indicate the start of a transaction set and to assign a control number Syntax Notes: Semantic Notes: 1 The transaction set identifier (ST01) is used by the translation routines of the interchange partners to select the appropriate transaction set definition (e.g., 810 selects the Invoice Transaction Set). 8 - STARS 214 Segment: B10 Beginning Segment for Transportation Carrier Shipment Status Message Position: 020 Loop: Level: Usage: Mandatory Max Use: 1 Purpose: To transmit identifying numbers and other basic data relating to the transaction set Syntax Notes: 1 At least one of B1001 or B1006 is required. 2 Only one of B1001 or B1005 may be present. 3 If either B1005 or B1006 is present, then the other is required. Semantic Notes: 1 B1001 is the carrier assigned reference number. 2 B1007 indicates if the reference numbers included in this transmission were transmitted to the carrier via EDI or key entered by the carrier. A "Y" indicates that the carrier received the reference numbers in an EDI transmission; an "N" indicates that the carrier did not receive the reference numbers in an EDI transmission and key entered the data from a shipper supplied document. Comments: 1 B1001 is the carrier's PRO (invoice number) that identifies the shipment. 2 B1003 is required when used in Transaction Set B1006 is the carrier assigned bar code identification or another carrier assigned shipment identification, such as a manifest number. Refer to examples. Leading zeroes will be ignored. NOTE: The reference number may be the same as the PRO/invoice number as long as the PRO/invoice number meets the previous requirements. If the PRO/invoice number does not meet the previous requirements, the reference number can not be the same as the PRO/invoice number. There should be one and only one reference number for a geo move (milk run). If reference number is missing, the 824 sent back to the carrier will contain the words "reference equal spaces" in the 824 data in error element of the OTI segment. 07/13/2017 V/R

Semantic Notes: Comments: Notes: will allow the cancellation of erroneous transactions (other than the Border Crossing (X6)). The following are mandatory: 1) Bill of Lading Number (Departure only; format AN 01/16); 2) Equipment Number/Power Unit (Arrival at pick-up, Departure, ETA change, and Arrival at Delivery Location transactions only; format AN 01/30); 3) Carrier PRO/Invoice (Departure and Arrival at Delivery Location transactions only; format AN 01/16). The PRO/invoice number may be the same as the reference number but does not have to be the same as the reference number. If the PRO/invoice number does not satisfy the requirements of the reference number, the PRO/invoice number will not be the same as the reference number.; The following are optional: 1) Transaction Category or Type (use only to cancel an erroneous transmission; format AN 06/06); 2) Excess Transportation (AETC Number if applicable; format AN 08/08). Semantic Notes: Comments: 1 This segment, used alone, provides the most efficient method of providing organizational identification. To obtain this efficiency the "ID Code" (N104) must provide a key to the table maintained by the transaction processing party. 2 N105 and N106 further define the type of entity in N101. 15 - STARS 214 Segment: MS3 Interline Information Position: 120 Loop: Level: Usage: Optional Max Use: 12 Purpose: To identify the interline carrier and relevant data Syntax Notes: 1 If MS305 is present, then MS303 is required. Semantic Notes: 1 MS301 is the Standard Carrier Alpha Code (SCAC) of the interline carrier. 2 MS303 is the city where the interline was performed. Comments: Notes: One iteration of the MS3 segment is mandatory. It will be the transportation provider's responsibility to send a 214 message upon arrival at a pick up point, upon departure from that pick up point, whenever the delivery ETA changes, and at arrival at the delivery location. The transportation provider being paid by is responsible for providing accurate and timely 214 transactions. If the routed carrier is responsible for managing specific freight lanes (i.e. direct interchange moves to and from Mexico), the routed carrier will be responsible for submission of all 214 transactions for all associated moves (from pick-up at supplier to final delivery). If, due to capacity constraints, the routed carrier brokers a particular move to a third party (i.e. truck instead of rail from stamping plants), the routed carrier will be responsible for submission of all 214 transactions regardless of who will be paid. For these moves, the power SCAC will be the SCAC code of the carrier performing the move. Clarification of Geographic Shipping ('GS'), Geographic Receiving ('GR'), and Geographic Shipping and Receiving ('GG') transportation modes: Geographic Shipping ('GS') - This mode of transportation describes shipments originating in the same geographic area and are combined for delivery to a single destination. The GS route would always have more than one origin, be combined on a single conveyance, and delivered to a single plant. For example, a truck that would stop at 3 suppliers (filling the conveyance) and then delivering to JNAP. Geographic Receiving ('GR') - the reverse of GS, a single origin with delivery to multiple destinations in the same geographic area. For example, a supplier shipping to both Windsor & Pillette. The combined shipment filling a trailer, with a stop at Windsor to unload the Windsor freight and then finishing the delivery at Pillette. 07/13/2017 V/R

16 - STARS 214 Geographic Shipping and Receiving - In our Scheduled Delivery Program (SDP), a carrier would pick up freight from several suppliers with destinations of several plants. All of this is on a single conveyance. For example, a carrier would make a pick up at two suppliers with multiple destinations. 19 - STARS 214 Segment: AT7 Shipment Status Details Position: 140 Loop: 0205 Optional Level: Usage: Optional Max Use: 1 Purpose: To specify the status of a shipment, the reason for that status, the date and time of the status and the date and time of any appointments scheduled. Syntax Notes: 1 Only one of AT701 or AT703 may be present. 2 If either AT701 or AT702 is present, then the other is required. 3 If either AT703 or AT704 is present, then the other is required. 4 If AT706 is present, then AT705 is required. 5 If AT707 is present, then AT706 is required. Semantic Notes: 1 If AT701 is present, AT705 is the date the status occurred. If AT703 is present, AT705 is a date related to an appointment. If AT701 is present, AT706 is the time of the status. If AT703 is present, AT706 is the time of the appointment. 2 If AT707 is not present then AT706 represents local time of the status. Comments: Notes: Mandatory for all transactions. STARS requires the scheduled departure date, time and time zone of the routed carrier. If this is not a just in time (JIT) move, the actual departure information should be used. Inclusion of the scheduled departure date, time and time zone required for departure transactions only. Use three iterations of the AT7 loop: the first should contain the actual departure date, time and time zone qualified by AT701 and AT702; the second should contain the scheduled departure date, time and time zone qualified by AT703 and AT704; the third iteration of the AT7 loop should contain ETA information. The No Material (AT702 Reason Code 'AM') message is required only when the carrier physically goes to a pick-up location and finds there is no material. This message is not sent when the carrier is called ahead of time and told that a shipment has been cancelled. For example, a load has two pick-up locations. When the driver arrives at the first pick-up location, there is no material. At the first pick-up location the carrier would send STARS an arrival at pick-up 214 message and a no material 214 message for that same move segment. This would end the first move segment and we would no longer be waiting for the 214 departure message or arrival at delivery location. The reference numbers for both the first pick-up location and the second pick-up location would be the same. The No Service message (AT702 Reason Code 'AY') is required when the carrier is the routed carrier and can not make the move and has not brokered out the load. For example, a load has two pick-up locations. The first pick-up location fills the trailer so the second pick-up is not made. The first pick-up location would have all of the normal 214 messages. The second pick-up would have a no service 214 message with the scheduled departure time and would also have the 07/13/2017 V/R

If a status date, time or time zone is invalid or missing, the 824 sent to the carrier will contain the corresponding value from the STARS process date, time and time zone for the data in error. If only the date is invalid then the value of the date will be the STARS process date and the value in the time and time zone will be the values STARS received.
