2 ChemSAR Challenge According to rescue authorities and study reports there is a lack of operational plans and standard operational procedures (SOP) for SAR operations applicable to cases of hazardous and noxious substances (HNS) incidents in the BSR Large-scale maritime incidents are often multisectoral: human life, property and the environment are all under threat Efficient SAR operations support environment response and salvage operations 2

3 ChemSAR Objective The main objective is to create uniform operational plans and standard operational procedures (SOP) to save human lives in maritime HNS incident areas in a manner that the lives of the rescue crews will be protected and the impact on the environment will be minimized. 3

4 ChemSAR and EUSBSR Action Plan: Policy Area on Maritime Safety and Security Relevant to Policy area SAFE actions: 5. Enhancing the safety of transportation of oil, hazardous and noxious substances ChemSAR strengthtens the capacity to handle HNS incidents by developing response actions and situation management; increases co-operation and transfer of knowledge between countries; and creates best practices 7. Develop preparedness for emergency situations ChemSAR develops common SOPs and enhances cross border co-operation and coordination of resources; and improves competence and harmonizes level of know-how between different actors and countries 4

7 ChemSAR project structure/work packages WP1: Project management and administration WP2: Operational plans and standard operational procedures for SAR operations WP3: Creation of e-learning material for SAR operations in HNS incidents WP4: Chemical data bank for joint use for maritime and environmental authorities and shipping companies WP5: Pilot activities: Tabletop and rescue excercises 7

8 ChemSAR Beneficiaries The project outcome will first and foremost benefit rescue authorities and services Other actors, such as environmental and maritime authorities, shipping companies, SAR training and maritime academies, other maritime stakeholders, will also benefit ChemSAR project partners represent the rescue authorities and services, i.e. the project's main target groups, which enhances the durability of results ChemSAR outcome will be transferable to other countries and regions 8

9 ChemSAR results The common operational plans and standard operational procedures tackle the existing lack of operational procedure. The e-learning material for the different international actors in the rescue operations enhance and harmonize the level of know-how to ensure safe rescue operations The chemical data bank acts as the basis for information seeking in rescue operations The rescue exercise(s) test the applicability of the results in practice and develop co-operation capacities of the BSR countries. 9
