Recommendation 42: Trade and Transport Monitoring Mechanisms: How to create national measuring mechanisms (what institutions what indicators to measure progress on implementing TF along the supply chain) Analysis and reengineering of Business Processes Recommendation 41 on PPP for trade facilitation: Governance approach and key models of PPP for trade facilitation projects (including SW projects); Financial sustainability / business model

3 4 major pillars of interoperability (covered by Rec.36): SW uses international standards for trade data and document exchange Interoperability on different levels: semantics business processes Legal basis for exchange with other SW systems to be created in each SW A governance structure to be established for SW interoperability data harmonization message syntax (IT systems) alignment with international standards legal systems Transition from document-based to processbased approach

4 Objectives of UNECE Recommendation 36 Present key issues for ensuring cross-border SW interoperability: to be taken into account when building a Single Window Provide models, best practice examples and approaches for reference purposes: available standards and tools (UNCEFACT, WCO DM, EU, EEU) Provide guidelines for designers and implementers to build an interoperability model best suited to identified government and business requirements.
