GENERAL OVERVIEW AND CONFIDENTIALITY This Request fr Prpsal ( RFP ) describes the American Public Health Assciatin ("APHA") requirements fr a nn premise based ( clud ) hsting and applicatin supprt/maintenance slutin encmpassing APHA s imis Assciatin Management System ( imis r AMS ) and APHA s MS-Dynamics GREAT PLAINS Financial Management System ( FMS ). Simply stated there are three requirements areas in this RFP. APHA wishes t utsurce hsting fr the AMS and FMS and t have the applicatin level supprt effectively prvided t APHA via a real r virtual Sftware as a Service ( SaaS ) apprach. APHA will cntinue t be respnsible fr the user side f the AMS and FMS but wishes t have the applicatin level peratins and maintenance (including such things as versin upgrades) managed by the successful Respndent t this RFP. APHA wishes t have supprt fr the applicatins fr mre ne ff needs. Example: this culd invlve high level develpment frm time t time. Subcntracting r teaming may be required fr this requirement and is encuraged. APHA invites yur firm (referenced in this RFP as Vendr(s) r Respndent(s) ) t submit a Prpsal ( Prpsal ) t implement, hst, supprt, and maintain an AMS and/r FMS fr APHA. As a Respndent t this prpsal yu have the pprtunity t bid n either prject r just ne (either the AMS r FMS). Nte that APHA wishes t establish a lng term relatinship with the chsen Respndent(s) fr the requested applicatin hsting and supprt slutin. Prpsals shall meet the criteria utlined in this RFP and cmply with the frmat and utline specified in Sectin IV Prpsal Cntent and Frmat. All infrmatin in this RFP and Respndent s Prpsals received shall be cnsidered cnfidential. Respndent shall address csts fr the full implementatin including, but nt limited t: One time csts (e.g., fr sftware licenses, implementatin services, migratin services, reprt writing, training) Recurring csts (e.g., hsting fees, subscriptin fees, maintenance and supprt fees, prfessinal services) In rder t prpse a cmplete slutin t APHA s requirements, Respndents are encuraged t prpse arrangements that may include sub cntracting r ther frms f teaming t ffer the strngest verall slutin. Additinally, if Respndents wish t prpse a prtin f the requested slutin (example AMS slutin nly), this will nt be disqualifying. APHA will evaluate the partial Page 3 f 17

APHA Histry APHA is the ldest and mst diverse rganizatin f public health prfessinals in the wrld and has been wrking t imprve public health since We are a nnprfit 501(c)3 rganizatin f 24,000 members and a database f members, past members and cntacts f ver 100,000 recrds. The Assciatin has tw primary defining characteristics: Prfessinal Assciatin: APHA represents a brad array f health prfessinals and thers wh care abut their wn health and the health f their cmmunities. The assciatin delivers access t the latest scientific research, infrmatin and best practices in public health, creates pprtunities fr netwrking and cllabratin amng leaders and peers in the public health cmmunity, and builds capacity f the public health wrkfrce thrugh individual career develpment, advcacy fr public health funding and infrastructure. Cause Related Nn Prfit: APHA runs prgrams designed t build a cllective vice fr public health, wrking t ensure access t health care and preventive health services, eliminate health disparities, and prtect all Americans, their families and their cmmunities frm preventable, serius health threats. Given this dual apprach, APHA interacts with a brad and diverse target audience in its prgrams and services including: Public health prfessinals: Thse actively wrking in a public health capacity spread acrss 35 different areas f specialty/fcus. Public health vlunteers: A sizable vlunteer cmmunity participating in lcal public health prgrams. Gvernment/cmmunity decisin makers: State and natinal legislatrs, plicy advisrs and prgram managers influencing plicies and managing prgrams that affect public health services. Academia: A significant infrastructure f educatrs in public health at the undergraduate, graduate and pst graduate level. Media: Traditinal and new media utlets capable f disseminating public health infrmatin and shaping perceptins. General public: Building a greater understanding amng the public f the value f public health activities and their ability t cntribute. APHA Current Platfrm Challenges Our existing internal AMS and FMS platfrms have been in place fr many years and are extensively custmized. This prject will include migrating the existing internal platfrm(s) t a clud based system envirnment. Respndent(s) expertise wuld entail prject management and planning, develpment and design assistance, slutin custmizatin, general technical prject wrk supprt, and integratin wrk fcusing n needed cnnectins (API s) between the AMS and ther nline platfrms. This prject will pse certain challenges: The AMS and FMS are currently running n lder (back release) versins. Bth prducts have been custmized, making upgrades mre invlved. Due t AMS and FMS applicatin custmizatins data migratins will require mre attentin. Existing 3 rd party integratins need t be quality assured and tested during the migratin. These integratins include: GLightly (Integrated Listserv fr private nline cmmunities) cnnects with imis via the GLightly Bridge. APHA s main website ( cnnects t imis via Single Sign On (SSO) and web services. The CMS is Sitecre. imis cnnects t ATS Blue Sky (elearning) via the ATS Bridge API. imis cnnects t Luminate (Online marketing tl) via the Luminate API. imis cnnects t Atypn Literatum (Online publishing Sftware) via the Atypn API. 7 imis and J Sparg (Meeting lgistics, Exp sales, and Management) have a bidirectinal interchange via web services imis integrates via SSO with APHA publicatins, The Natin s Health (TNH) and American Jurnal f Public Health (AJPH). imis integrates with the FMS via a mnthly batch transactin data exprt t the FMS. D. Implementatin Cnsideratins Timing As we cnsider an implementatin schedule, it is imprtant t be aware f APHA business cycles. APHA s tw biggest events are the Natinal Public Health Week held acrss the United States n April 2 8, 2018, and the Annual Meeting held this year in San Dieg, CA frm Nvember There are tw registratin windws leading up t the Annual Meeting that APHA must service. They are August and September Anther time cnstraint is a blackut during the first fur days leading up t the Annual Meeting (Nvember 6 10, 2018). The AMS platfrm imis 20.1 is the AMS platfrm. It is hsted n site in a Windws Server 2008 envirnment and cntains apprximately 24 GB f data hsted in a MS SQL 2008 Server. The FMS platfrm Micrsft Dynamics Great Plains 2010 is the FMS. It is hsted n site in a Windws Server 2008 envirnment and cntains apprximately 4.1 GB f data hsted in a MS SQL 2005 Server. The AMS and FMS clud based slutins must becme peratinal cncurrently, (i.e., they need t be cut ver at the same time). Page 7 f 17

8 III. VENDOR RESPONSE REQUIREMENTS A. Questins abut the RFP Send any questins regarding this RFP t Vilet Hhman (vilet.hhman@apha.rg) and Brian Graper (brian.graper@apha.rg) at American Public Health Assciatin, T encurage a free and pen flw f infrmatin, it is APHA s intentin t restrict answers t Respndents questins abut the RFP r the RFP prcess t the submitter nly, and t see that questins frm and answers t ne Respndent will nt be shared with the ther Respndents. Hwever, if mre than ne, r if all Respndents ask the same r a very similar questin, the respnse may be prvided t all Respndents at APHA s sle discretin. All clarifying questins shall clearly identify the sectin(s) and paragraph(s) f the RFP that require clarificatin. APHA reserves the right t cmmunicate with the Respndents, individually r cllectively, frmally r infrmally. APHA reserves the right t require that certain questins and ther cmmunicatins cncerning the RFP be submitted t APHA nly in writing, via . T allw enugh time fr prpsal develpment, questins must be received by April 19, 2018 and, depending n the vlume f questins received, final respnses will be issued by April 23, At APHA s ptin, questins received after April 19 may be answered n a time permitting basis. B. Vendr Respnsible fr All Csts f Respnding All expenses fr Respndent's Prpsal preparatin and participatin in the RFP prcess, including, but nt limited t, site visits, dcument preparatin, cmmunicatins, presentatins and demnstratins, are entirely the respnsibility f the Respndent and will nt be chargeable t APHA. The rejectin f any r all Prpsals, r the terminatin f the RFP prcess at any time, will nt render APHA liable t any Respndent fr any reasn. C. Submissin The due date fr respnses t this RFP is 5:00 pm Eastern Time n May 7, Electrnic respnses are encuraged. 9 D. Prcurement Schedule The majr RFP milestnes are described in the table belw. Nte that, after prpsals are received, APHA plans t invite Respndents t present their prpsals. These presentatins will prvide an pprtunity fr Respndents t illustrate their capabilities and t cmmunicate their understanding f APHA s requirements. There may be additinal clarifying interactins at a time t be mutually scheduled. F. Ownership and Cnfidentiality This RFP and all infrmatin it cntains shall remain the prperty f APHA. The recipient f this RFP may nly use this infrmatin t prepare a respnse t this RFP. Recipients f this RFP may nly disclse its cntents t its emplyees r sub cntractrs r partners wh will assist with the respnse n a need t knw basis. Respndents shall nt permit any persn t make cpies f the RFP, except as required t prepare and submit a respnse. Unless therwise agreed t in writing by APHA, APHA may retain any Respndent s Prpsal fr internal use nly and may use any infrmatin submitted, including the Prpsal, regardless f whether such Respndent ultimately receives the final award fr the prject. 10 G. Evaluatin Criteria and Award APHA will evaluate Respndent prpsals and presentatins based n the key criteria listed belw in descending level f imprtance. 1. Evaluated cst (example 3 year TCO) the lwest scring highest (mst advantageus) and the highest scring lwest (least advantageus) 2. Respndent Experience/Prtfli 3. Key Staff experience and length f time emplyed with Respndent 4. Examples f supprt effrts and prjects similar in size and scpe 5. Respndent(s) Presentatin 6. Overall quality and degree f thrughness in prpsal When the evaluatin prcess is cmplete, APHA will cnduct reference checks, and schedule site visits if applicable. The preferred Respndent will be ntified that APHA has preliminarily decided t grant the award t their firm and that the actual award will be based n successfully negtiating a cntract set fr the prpsed slutin. Executive Summary This sectin will cndense and highlight the key aspects f the prpsed slutin and shuld include a summary f the effrt and resurces that will be needed t realize APHA s bjectives. B. Crprate Qualificatins and Capabilities Respndents shuld describe their qualificatins t prvide the slutin set that APHA requires. Technlgy Architecture This prject will invlve migrating APHA s tw platfrms (AMS and FMS). The Micrsft Dynamics Great Plains 2010 is APHA s financial platfrm. It is hsted in a Windws Server 2008 envirnment and cntains apprximately 4.1 GB f data hsted in a MS SQL 2005 Server. imis 20.1 is APHA s Assciatin Management System platfrm. It is als hsted in a Windws Server 2008 envirnment and cntains apprximately 24 GB f data hsted in a MS SQL 2008 Server. Respndent shall describe the technical architecture f the prpsed slutin, including but nt limited t: Virtualizatin (i.e., Server architecture) Strage prducts and services (i.e. Strage area netwrk, managed backups, netwrk attached strage) Netwrk security (i.e. Firewalls, lad balancing, switches, and SSL certificates) Databases (MS SQL 20XX) Identify hw APHA Administratr(s) will be prvided access t the AMS and FMS databases. Resurces that will be allcated t the APHA envirnment t ensure reliable and highly respnsive applicatin perfrmance. D. Hsting Envirnment APHA requires that the AMS and FMS slutin be hsted and managed via a Clud Cmputing slutin. This sectin shall include a full descriptin f the hsting envirnment (and the hsting vendr if nt the Respndent) and shall describe the capabilities f the prpsed hsting site(s). This sectin shuld address the fllwing: The perating envirnment behind the clud The netwrk infrastructure and redundancy capabilities The security envirnment f the facility Page 12 f 17

13 The Business Recvery plan in the event f catastrphic utage(s) The current uptime (excluding maintenance utages) during business hurs Pwer and cling capabilities Existing Service level Agreements (SLAs) Cmpliance with Payment Card Industry Data Security (PCI DSS) Standards. E. Implementatin Methdlgy APHA s gal is t have the new sftware envirnment(s) fully peratinal as quickly as pssible cnsistent with sund implementatin practices. Describe the implementatin plan that utlines tasks that need t be tracked and mnitred thrughut the implementatin. Speak t yur apprach fr the fllwing implementatin phases: Gap Analysis/Discvery What steps will lead t the develpment f a migratin plan t facilitate the mvement f the AMS and/r FMS frm the current nsite facility t a clud based hsting arrangement? Data Migratin What appraches will be used t migrate data frm the current AMS and/r FMS system t a newly created updated AMS and/r FMS applicatin envirnment? Hsting Site Set up and Cnfiguratin Hw will set up, and cnfiguratin at the Hsting lcatin be managed? Reprt Identificatin / Develpment Hw will Respndent wrk with APHA t assist in deciding hw best t deliver needed peratinal and audit data t staff? Sftware Testing Hw will Respndent arrange initial testing and Q/A fr prper peratin befre turning the system ver t APHA fr acceptance testing. Integratin Develpment Discuss hw Respndent will prvide integratin assistance with the 3 rd party applicatins identified in Sectin C APHA Current Platfrm Challenges. Training Include discussin abut hw Respndent will wrk with APHA t crdinate training fr staff administratrs and users f the AMS and FMS. Prductin Cut ver Discuss hw, nce all acceptance testing has been cmpleted by APHA, the prductin cutver (including final data migratin t the new envirnment) will be accmplished. This shuld als be well prvided fr in the implementatin plan discussin. G Live and Pst G Live Supprt Respndent shall identify specifically hw APHA will be supprted during the critical perids immediately prir t and immediately after cutver t the new slutin. Page 13 f 17

14 Prvide a representative implementatin schedule. Shw sufficient detail s that APHA can understand hw Respndent views imprtant phases f the implementatin schedule. F. Staffing Prvide a descriptin f the prject team supprting this effrt. The descriptin must include the structure f the team and the rles and respnsibilities f each team member. If pssible at this time, prvide resumes fr each prpsed team member that indicate educatinal backgrund and relevant experience, including the number f years and level f experience with the prpsed AMS and/r FMS slutin. G. Pricing As mentined in the General Overview sectin, APHA desires t see an all inclusive price/cst Prpsal that represents a cmplete installatin with full maintenance services, (and/r hsting r subscriptin services, as prpsed) cvering the Ttal Cst f Ownership (TCO) fr a three year perid. Wherever pssible, prpse a firm fixed price arrangement fr slutin elements t meet requirements f the RFP. APHA understands that there may be implementatin, custmizatin, and integratins csts that will be difficult fr the Respndent t estimate initially. APHA requests the Respndent estimate these csts based n Respndent s experience with similar implementatins. The prpsed csts and pricing shuld address csts fr the full implementatin: All ne time csts (e.g., fr sftware licenses (be aware APHA has prepaid license fees fr imis thru July 2020 and MS Dynamics Great Plains thru July 29, 2018), implementatin services, migratin services, reprt writing, training, etc.) All recurring csts (e.g., hsting fees, maintenance and supprt fees, prfessinal services) Csts shuld be specified accrding t the fllwing categries: Sftware Licenses/Subscriptin Fees Fr APHA end users Fr access t a custmer specific test site Hsting Fees Please describe hsting fees, if in additin t the license/subscriptin fees abve Data Migratin Csts Describe data migratin csts, assuming the data surce(s) are imis (AMS) and MS Dynamics GREAT PLAINS (FMS). 15 AMS Implementatin Csts These csts include assistance with setup and cnfiguratin, prject team assistance, and prject management (including regular prject status meetings), G Live, and pst Prductin supprt. FMS Implementatin Cst These csts include assistance with setup and cnfiguratin, prject team assistance, and prject management (including regular prject status meetings), G Live, and pst Prductin supprt. Maintenance and Upgrade Fees (3 years) Itemize any maintenance and upgrade fees (if in additin t hsting/subscriptin fees described abve). This includes expected csts fr regular service packs and versin upgrades. Include maintenance n estimated sftware custmizatins if applicable. Training Fees Itemize estimated training csts fr end users. Fr these csts, please detail the rate and apprach used t derive the cst estimate (e.g., number f days at cst per day, number f users and cst per class, etc.). APHA anticipates training will be needed fr the fllwing staff: General staff training n the AMS (60 peple). The Accunting Department will require special training in specific AMS Mdules (8 peple.) The Accunting staff general training n the FMS (8 peple). Integratin Csts Itemize cst fr ne time integratins with AMS and FMS. Third party Resurces and Csts Slutin cmpnents r services that are included in the RFP respnse but are nt prvided directly by the Respndent must be identified as such. Slutin cmpnents that are needed but are nt available withut further develpment r engineering must be identified as such. T the extent that the prpsed slutin assumes that APHA will be respnsible fr csts f services, sftware, hardware, special netwrk cmmunicatins, r interfaces t be btained by the Respndent frm third party suppliers, licensrs r cntractrs fr separate reimbursement by APHA, such charges shall be identified and estimated based n the lwest cst available t the Respndent. General In rder t prpse a cmplete slutin t APHA s requirements, Respndents are encuraged t prpse arrangements that may include sub cntracting r ther frms f teaming t ffer the strngest verall slutin. Sub cntracting If services prpsed as a part f the ttal Slutin will nt be perfrmed cmpletely by emplyees f the Respndent, and the Respndent intends t delegate, assign, r subcntract any f the prpsed slutin r services t anther entity r persn(s), this shall be clearly described. Where pssible, the pricing breakdwn fr this arrangement shall be separately identified in the pricing sectin f the respnse. Page 15 f 17

16 Partial Respnse If Respndent wishes t prpse a prtin f the requested slutin (example AMS implementatin nly), this will nt be disqualifying. APHA will evaluate the partial respnse in the cntext f the ttal need and cnsidering ther slutins that might be available fr the unmet prtin f the ttal requirement. H. Upgrades, Maintenance, and Supprt In rder t understand hw the Respndent wuld manage APHA s supprt and maintenance requirements, please prvide the fllwing infrmatin regarding the prpsed AMS and/r FMS slutin: Upgrade prcess, including whether, in a dedicated hsting envirnment managed by the Respndent, APHA can specify the frequency and timing f versin upgrades. Describe hw the AMS and/r FMS updates released by sftware vendrs will be tested and applied t prductin envirnments. Describe the plicies and prcedures surrunding mving frm implementatin t maintenance supprt. Infrmatin abut the number f back level AMS applicatin releases that wuld be supprted. Help Desk supprt hurs. Describe hw issue tracking, prject prgress, and budget issues will be cmmunicated in a cllabrative and timely manner. Describe the access that an APHA administratr f the prpsed system wuld have t APHA data. I.
