1 Tippecane Cunty Public Library Cllectin Management Plicy Purpse f Cllectin Management Plicy This plicy is established by the Library Bard t guide the library staff in the management f the cllectin and infrm the public f the principles upn which the library makes decisins regarding the maintenance and use f the cllectin. Cllectin Management Missin The library serves as a public frum fr the receipt f infrmatin and fr access t the full range f recrded infrmatin within the marketplace f ideas. Cllectin develpment shall be cntent neutral s that the library represents significant viewpints n subjects f interest and des nt favr any particular viewpint. Respnsibility fr Cllectin Management The Library Bard delegates t the Library Directr the authrity and respnsibility fr selectin and management f all print, nn-print and electrnic materials, within the framewrk f this plicy. Actual selectin and management activities are shared amng trained library staff wh shall discharge this bligatin cnsistent with this plicy and established prcedures. I. ACCESSIBILITY OF MATERIALS A. All materials selected under the guidelines f this plicy will be available t the public in circulating r nn-circulating cllectins, within the rules gverning the use f such materials. B. Requirements fr respnsible use may be applied t the use f certain materials and/r equipment. C. Labeling and/r special shelving f materials may be used fr sme cllectins but will nt be used fr the purpse f restricting access r pre-judging cntent. D. Library materials representing a wide range f interests and reading levels are selected t meet the needs f the custmers. The respnsibility f chsing frm this range f materials rests with the user. Parent/Guardians are respnsible fr supervising their children's use f library materials. II. SELECTION OF MATERIALS A. GUIDELINES.

Materials will be chsen t enhance the missin f the library and its chsen rles in the cmmunity: * Missin Statement * "The central missin f the Tippecane Cunty Public Library is t prmte reading and t encurage literacy and learning fr peple f all ages." * Rles * "REFERENCE CENTER - The library actively prvides timely, accurate, and useful infrmatin fr cmmunity residents. EDUCATIONAL SUPPORT CENTER - The library assists students f all ages in meeting educatinal bjectives established during their frmal r self-directed curses f study. EARLY EDUCATION CENTER - The library encurages yung children t develp an interest in reading and learning thrugh services fr children, and fr parents, caregivers and children tgether. POPULAR MATERIALS CENTER - The library prvides recreatinal bks and audivisual materials t meet a wide range f tastes and aptitudes and t reflect the diversity f the cmmunity." 2. Materials shuld ffer pprtunity and encuragement fr: Pursuing life-lng educatin. Examining all sides f issues. Keeping abreast f new ideas. Becming infrmed citizens f the cmmunity. the natin, and the wrld. Imprving ccupatinal perfrmance. Using leisure time in the enjyment and explratin f bks and ther library materials. Discvering and develping creative abilities. 3. The library's gal is t prvide an infrmatin/reference center rather than t establish a schlarly research center. 4. N attempt is made t cllect the cmplete wrks f any authr/perfrmer/creatr. 5. Multiple cpies f wrks may be btained in rder t fulfill requests within a reasnable time perid. B. SELECTION CRITERIA. Materials are selected in accrdance with ne r mre f the fllwing guidelines:

3 Artistic, literary, histric and/r scientific merit Availability f shelf space Price, in relatin t ttal budget Authrity and cmpetence f authr Availability f material Awareness f significant new trends in literature, technlgy, and frmats. Clarity and accuracy f infrmatin and/r presentatin. Cmmunity requests and/r anticipated ppular demand Favrable reviews Frmat and durability Practical usefulness Relatinship t existing materials in cllectin. Relative imprtance in cmparisn with ther materials available n the subject. C. SELECTION AIDS. The fllwing surces are representative f the many aids used fr selectin f materials: Prfessinal Jurnals: Appraisal, Billbard, Bklinks, Bklist, Bkstre Jurnal, Bulletin f Center fr Children's Bks, CD Digest, Hrn Bk, Library Jurnal, New Yrk Times Review f Bks, Publishers Weekly, Schl Library Jurnal, Vide Librarian, Vice f Yuth Advcates Other: In additin, the fllwing wrks may be cnsulted: Bks in Print, Public Library Catalg, Fictin Catalg, General Peridicals, Children's Catalg, Junir and Senir High Schl Catalgs, Trade Jurnals and Other Authritative Subject bibligraphies D. TEXTBOOKS Textbks are selected when they meet the selectin criteria and when they assist the library in fulfilling its rles. N attempt is made t purchase textbks fr curriculum supprt. E. CONTROVERSIAL MATERIALS As stated in the Library Bill f Rights: "Bks and ther library resurces shuld be prvided fr the interest, infrmatin, and enlightenment f all peple f the cmmunity the library

4 III. GIFTS serves. Material shuld nt be excluded because f the rigin, backgrund, r views f thse cntributing t their creatin." "Libraries shuld prvide materials and infrmatin presenting all pints f view n current and histrical issues. Materials shuld nt be prscribed r remved because f partisan r dctrinal disapprval." (See Appendix 1) F. EXTERNAL ELECTRONIC INFORMATION RESOURCES. Prviding cnnectins t glbal infrmatin, services, and netwrks is nt the same as selecting and purchasing material fr a library cllectin. Determining the accuracy r authenticity f electrnic infrmatin may present special prblems. Sme infrmatin accessed electrnically may nt meet a library's selectin r cllectin develpment plicy. It is, therefre, left t each custmer t determine what infrmatin is apprpriate t their needs. Gifts are accepted with the understanding that they will be evaluated with the same criteria used fr purchased materials. If they d nt meet these standards they may be cnveyed t the Friends f TCPL fr the benefit f the library r dispsed f if cnditin warrants. IV. DISCARDING AND REPLACEMENT OF MATERIALS A. In rder t maintain a vital, current cllectin which meets the needs f ur cmmunity, examinatin f materials is an nging prcess. An item is cnsidered fr discard when it is: Obslete r utdated. Wrn beynd use. Damaged. N lnger circulating and/r used fr reference purpses. One f many cpies f a frmerly ppular title. B. A wrk chsen fr discard may be replaced with anther cpy f the same title r anther wrk n the same subject. C. 5 The Library Bill f Rights and Freedm t Read Statement and all relevant interpretatins as adpted by ALA are part f this Cllectin Management Plicy. (See Appendix I) VI. CUSTOMER COMMENTS ON LIBRARY MATERIALS Specific prcedures have been established fr the use f custmers wh wish t make cmments n materials held by the Tippecane Cunty Public Library. Cmments n Library Material The Tippecane Cunty Public Library welcmes yur thughts cncerning library materials and has prcedures fr making cmments. Befre fllwing these prcedures, yu may find it infrmative and helpful t read the fllwing brief summary f the library's plicy n library material. Yur library serves peple frm all walks f life, with a variety f viewpints and tastes. The staff chses materials t meet these diverse needs and are guided in this by the Cllectin Management Plicy. The library supprts the belief that the right t read and the right f free access t library cllectins fr persns f all ages are essential t the individual's freedm f thught, which is fundamental t the Library Bill f Rights and the Freedm t Read Statement. Yu are encuraged t make cmments n library materials using the fllwing prcedures: 1. Infrmal cmments may be made t staff members in the apprpriate department at any time. Such cmments will be cnveyed t the Department Head. If yu wish t speak t the Department Head, this will be arranged. 2. If yu wish t make yur cmment in a frmal manner, the fllwing prcedures shuld be used: A. Fill ut the Cmment n Library Material frm. This will be given t the Department Head in charge f the cllectin cntaining the item in questin. Cpies f the frm will be given t the Library Directr, the Assistant Directr, and apprpriate staff members. The Department Head will respnd in writing. While an item is being reviewed, cpies f it will remain n active status in the cllectin. B. If further review is requested, yu will be invited t meet with a cmmittee which may cnsist f the Library Directr, the Assistant Directr, the Department Head, and apprpriate staff members. After the meeting, the cmmittee will respnd with a letter telling yu what actins are being taken and giving reasns fr these actins. C. Yu may request further review by the library's Bard f Trustees. Upn receiving yur request fr review, the Bard may handle the matter as a bdy r

6 may refer the questin t an advisry cmmittee fr a recmmendatin. This cmmittee may cnsist f tw members f the Bard appinted by the President, tw members f the staff appinted by the Directr, and ne persn appinted by the Indiana State Librarian.
