1 Request fr Qutes PennDOT Leadership Academy fr Managers (PLAM) Slicitatin Number: Curse Title: Curse Date(s) & Lcatins: PennDOT Leadership Academy fr Managers (PLAM) This is a three (3) year cntract ( ) cnsisting f fur sessins per calendar year. Each year PLAM will be scheduled in the Harrisburg area fr three (3) sessins and in varius reginal PennDOT lcatins fr ne (1) sessin. Nte: See page 6 fr training dates and lcatins. Due t availability, dates and lcatins are subject t change. Overview f the PennDOT Leadership Academy fr Managers (PLAM): The PennDOT Crridr t Leadership Excellence encmpasses all leadership training under ne umbrella t create a cnduit fr supervisrs, managers, and executives t achieve cnsistent and prgressively challenging leadership training. The first step f this prgressive apprach is PennDOT Leadership Academy fr Supervisrs (PLAS), PennDOT Leadership Academy fr Managers (PLAM), and the Executive Develpment Prgram. PLAM serves as the cmpnent prviding managers tls t increase their effectiveness and prepare them fr mre respnsibility. PLAM is the prerequisite fr a nminatin int the Executive Develpment Prgram. Nte: PLAM will be delivered in cllabratin with PennDOT s Bureau f Human Resurces Wrkfrce Develpment Divisin (herein ntated as WDD ) instructrs; see delivery/methdlgy sectin fr delivery breakdwn between vendr and internal instructrs. PLAM serves as nging prfessinal develpment fr PennDOT s middle managers. PLAM is nt a fundatinal cmpnent, but a higher level training t strengthen skill sets necessary fr managers t successfully lead their rganizatins t achieve PennDOT s gals and bjectives. PLAM is an interactive training experience with minimal lecture. Each PLAM sessin is presented in tw segments with apprximately six weeks between the tw segments (see Methdlgy sectin fr mre specific details). Participants use the six-week timeframe between segments t wrk with their chice f a supervisr/manager t create an actin plan t imprve their interactins with their custmers and take part in a 360 Feedback Assessment. The assessment surveys their manager/supervisr, direct reprts, supprt staff, peers and/r custmers. The assessment results are given t the participants and are referred t during the secnd segment. The secnd segment builds n the principles frm the first segment elevating the participants leadership skills and abilities t be able t handle the cmplex challenges f leadership psitins. Page 1 f 6

The vendr will ensure participants are able t: 1. Drive rganizatinal excellence by a. Thinking, planning and acting strategically with an understanding f rganizatinal Visin, Missin, Values, and Gals. b. Cmmunicate sund visin and actinable gals fr their emplyees, and the rganizatin. c. Develp effective teams and align team gals with PennDOT s missin and visin. d. Implement higher level managers visin and gals by prviding clear directin and defined pririties. e. Prvide slutins t issues via innvatin and creativity. 2. Lead rganizatins thrugh change, develp partnerships and create a cllabrative wrk envirnment by a. Using cllabrative techniques t influence direct reprts, clleagues, and senir rganizatinal leaders. b. Supprting management decisins by effectively applying critical thinking, negtiating skills, and decisin-making techniques. 3. Identify strategies t imprve cmmunicatin and interpersnal skills thrugh cmpletin f the 360 feedback assessment. Prgram Requirements: The awarded supplier will deliver a prgram that meets the fllwing requirements: Incrprates highly engaging activities, apprpriate scenaris, discussin, and grup interactin that indicate familiarity with PennDOT culture. Demnstrates experiential activities that address team building skills (and the respnsibility f the participant in imprving their team). Prvides participants the tls t rganize and manage highly cmplex prjects. Identifies and prvides prblem-slving techniques that address the cncepts f thinking, planning and acting strategically. Prvides participants perfrmance tls t lead their emplyees t exceed expectatins thrugh custmer service excellence. Identifies strategies and techniques t align peple and resurces t accmplish rganizatinal gals and visin. Develps skills t lead change and build resiliency. Page 2 f 6

Administer a Leadership Skills Assessment Instrument. Participant self-assessment (up t 25 participants per class in Harrisburg lcatin; up t 35 participants in reginal lcatins). Participant s direct reprts, supprt staff members, peers and custmers. Wrk with participants t get minimum f five respndents, and allw fr mre respndents. Cver the essential principles f leadership dimensins relevant t PennDOT s business gals and rganizatinal values. Prvide prgram manager input n design and implementatin f the assessment. Prvide prgram manager ability t chse and mdify questins and statements. Prvides clear guidance t respndents n hw t cmplete the assessment and supprt fr respndent questins. Prvide easy and simple access fr respndents taking int accunt PennDOT s IT security. Prvide ability t be cmpleted bth nline and hard cpy fr respndents withut cmputer access. Prvide prgram manager ability t mnitr cmpletin results in real time. Prvide prgram manager and participants grup results fr individual classes s the participant understands where he r she falls within the grup. Prvide prgram manager aggregate reprt f results at end f cntract. Assessment results related t tpics f the curse as they are presented. Develp a tl t develp gals based n a participant s specific assessment feedback. Clear instructins and actin planning materials fr assignment during the six-week interim cvering: Participants meet with their chice f a supervisr/manager t develp actin steps t implement plan f imprving interactin with their direct reprts, supprt staff, peers, and custmers. Cntractr Respnsibility/Required Materials: The awarded supplier will be required t meet with PennDOT representatives ensure cmplete understanding f deliverables within n less than 30 days befre the first class. All materials develped by the awarded supplier will require apprval frm PennDOT representatives prir t use at any event including detailed utlines f prgram agenda, lessn plans and facilitatin aids. Prvide and administer Leadership Skills Assessment instrument. Assessment instrument may be thrugh anther vendr but the respnsibility fr administering and mnitring results f the assessment lies fully with the selected cntractr. Mnitr survey results and crdinate with participants and their supervisrs/managers t cllect at least five respndent surveys in additin t the participants selfassessment. Cntractr will nt use participant cntact infrmatin fr any reasn utside the scpe f this prject. Cntractr may subcntract the in-classrm instructin nly if the sub-cntractr (and their qualifying credentials) have been apprved by a PLAM Prgram Manager in advance. The majrity f facilitatin/instructin shuld be by selected vendr. A cntractr cannt sub-cntract mre than 49% f the services fr a prject. Page 4 f 6

In additin, cntractr must alert issuing agency when said subcntractr will be used. Prvide PennDOT duplicatin rights fr PLAM prgram materials. Prvide PennDOT with master cpy f class materials at least three weeks befre each class begins t facilitate PennDOT duplicating the Participants Guide fr the classes. Disadvantaged Business Infrmatin: All ITQ Suppliers are encuraged t utilize as part f their respnse t this RFQ small disadvantaged businesses and/r enterprise zne small businesses as subcntractrs r jint venture partners. The apprach t enhancing the utilizatin f small disadvantaged businesses and/r enterprise zne small businesses will be cnsidered as part f the best value analysis by the Agency. Insurance: In accrdance with ITQ Cntract Number , Part IV Terms & Cnditins, Paragraph 27b, Insurance, and the awarded supplier will be required t prvide a current certificate f insurance t the Department. Deliverable Csts: The deliverable csts quted n Attachment B, Cst Matrix, shall be all inclusive f csts t successfully cnduct this Request fr Qute in its entirety. Deliverable csts may include but are nt limited t: Trainer Fees Overhead Csts Supplies and Materials Travel and Subsistence Althugh travel and subsistence will be included in each deliverable cst, travel and subsistence csts must cnfrm with the requirements f the mst current versin f Cmmnwealth Management Directive , Travel and Subsistence Allwances.
