Katherine Banks Vice Chancellor and Dean of Engineering Demolition of the Concrete Laboratory (#501), McNew Laboratory (#740), and High Bay Testing Laboratory (#682) The new Zachry Engineering Education Complex (EEC) will be an innovative undergraduate educational facility. On the first floor is our Engineering Design Center, a hands-on design-oriented learning environment. As part of the educational activities, we are proposing an extensive south greenspace area for technology demonstrations, testing, recruiting, and student gathering spaces. The multiple donors for the EEC also expressed a strong desire to create and support a greenspace south of the building for student activities. Given recent funding from the legislature, we now have a plan to create such a space. With the construction of the Center for Infrastructure Renewal (CIR) in Texas A&M University Research Park, the civil engineering infrastructure laboratories will be moving to the CIR. Therefore, we will be able to demolish three older facilities in poor condition currently used for infrastructure research on main campus to create the south EEC greenspace. We are requesting permission to demolish the Concrete Laboratory (#501), McNew Laboratory (#740), and the High Bay Testing Laboratory (back section of #682). Attached is an image showing the location of the buildings to be demolished, location of the greenspace to be created and a detailed landscape plan for the area. Below is a description of each of these facilities. Detailed specifics of the required maintenance for these buildings are attached. The Concrete Materials Laboratory (#501) has 9,600 gsf (gross square feet) and was built in 1932. The first floor is occupied by the American Society of Civil Engineers student organization, concrete canoe and steel bridge construction areas, research projects, concrete mixing and materials storage. The second floor contains the ocean engineering submarine project and storage for concrete samples. The facility requires a modern fire alarm system upgrade including all devices, automatic fire sprinkler system throughout, and complete replacement of exterior doors and windows. The McNew Laboratory (#740), 20,904 gsf and built in 1968, has testing/research laboratories on the ground floor for aggregate processing. The building has testing/research laboratories on the first floor for binder asphalt research with eight curing chambers. The exterior finish of the building is brick veneer and in fair/poor condition. The windows are single pane and need to be replaced along with the exterior doors and the roof system. To maintain reliable services for the occupants, the central compressed air system, HVAC system and controls in entirety, specific fume hoods, and lab vacuum and air need replacement. An automatic fire sprinkler system is required. Replacement of the sump pump system, including all controls, is needed. The High Bay Structural and Materials Testing Laboratory is 24,185 gsf and was built in 1983. It is attached to the back of the Wisenbaker Engineering Building (#682). In this laboratory, several test systems measure large sample material fatigue, compressive loads, shear and pressure loading. The laboratory has a 20 ton electric hoist that travels the length of the bay. The exterior is skinned with dark brown pre-finished interlocking metal panels, which do not conform to the historical architecture on main campus. The HVAC system is in poor operating condition, and its controls need to be replaced along with all exhaust fans. The roofing also needs replacement. Although the demolition and greenspace creation plan will result in a loss of approximately 20 reserved parking spaces, this change will increase the impact of the EEC and will significantly improve the aesthetics of the area. Access to the Wisenbaker Engineering Building for deliveries will be maintained in this plan. The estimate for the demolition of these three buildings is $831,814 and the greenspace creation is $1,000,000. The college of engineering will be responsible for these costs and will pursue naming opportunities for this greenspace area. I am requesting review of the demolition and greenspace creation plan by the Council for the Built Environment, and subsequent consideration of the project by you and the president for approval. COUNCIL FOR THE BUILT ENVIRONMENT DESIGN REVIEW SUB-COUNCIL MEMORANDUM TO: Dr. Jerry Strawser Co-Chair, Council for the Built Environment Dr. Karan Watson Co-Chair, Council for the Built Environment FROM: Ms. Lilia Gonzales, AIA University Architect and Chair, Design Review Sub-Council DATE: August 21, 2015 RE: Design Review Sub-Council (DRsc) Report Demolition of the Concrete Materials Laboratory (#501), McNew Laboratory (#740), and the High Bay Testing Laboratory (#862), Including the Creation of a Greenspace On August 19, 2015 the Design Review sub-council (DRsc) reviewed a request from the College of Engineering for the demolition of the Concrete Materials Laboratory (#501), McNew Laboratory (#740), and the High Bay Testing Laboratory (#862). With this demolition, the college requests concept approval of the creation of a greenspace south of the Zachry Engineering Education Complex. These three facilities are located on main campus in the area south of the Zachry Building. Two of the three buildings (McNew Laboratory and Concrete Materials Laboratory) are identified as transitional buildings on the Deferred Maintenance Task Force Final Report. Due to significant repair needs and their poor condition, these two buildings are also listed for proposed demolition within the 2004 Campus Master Plan. The Concrete Materials Lab was built in 1932 and therefore compliance with the Antiquities Code of Texas will be applicable. This will require submission to the Texas Historical Commission for approval of demolition prior to removal. Although not previously identified for demolition, the High Bay Testing Laboratory is also in poor condition and in need of significant repairs. The programmatic functions within each of these labs are currently used for infrastructure research and will be relocated to Research Park with the construction of the Center for Infrastructure Renewal (CIR). With the demolition of the facilities, the College of Engineering proposes to extend the lawn area south of the EEC with the creation of a multi-use greenspace or quad. The greenspace would allow the college to utilize the area for technology demonstrations, student activities, and help with recruiting and donor expectations. The landscaped area would extend between the CE Office & Lab Building and the Wisenbaker Engineering Building. There is also potential for the landscape area to extend to the south side of Wisenbaker. Design is conceptual at this point and details would be brought back to the DRsc at a later date. It was noted that the donor for the Zachry greenspace area will likely work with the landscape architect to incorporate some of his or her ideas. The college has interest in incorporating an iconic art element within this space. The location of the greenspace was reviewed against the Campus Master Plan and is aligned with the intended use of the space. 1

COUNCIL FOR THE BUILT ENVIRONMENT DESIGN REVIEW SUB-COUNCIL The College of Engineering will be responsible for all costs associated with building demolition and the creation of the greenspace, and will pursue naming opportunities for the greenspace. The intent is for this project to be completed by Summer 2017 in coordination with the completion of the EEC. Recommendation Design Review sub-council members voted to recommend approval of the demolition of the existing Concrete Materials Laboratory, McNew Laboratory, and High Bay Testing Laboratory. Design Review sub-council members voted to recommend concept approval of the creation of a greenspace south of the Zachry Engineering Education Complex, with the following caveats: - Consideration that the design of the greenspace maximize the relationships between the buildings and its surroundings. - Consideration of turf grass to plant ratios, and exploration of how to address the greenspace relationship to the aesthetics of the surrounding buildings which were never intended to be focal points. - Resolution and coordination on issues related to vehicular traffic, circulation, emergency vehicles and parking. - Future development of public art should adhere to the newly adopted TAMU Procedures for Public Art, which includes a preference for art selection through a competitive process. - The DRsc looks forward to further development of the conceptual design of the greenspace. Further design details should be presented at 100% Schematic Design and 100% Design Development, in accordance with DRsc procedures. Selected images are attached. Martin Scholtz Chair, CBE-Facilities Utilization and Planning Sub-Council Facilities Utilization and Planning sub-council (FUPsc) Report Demolition of Concrete Lab (#501), McNew Lab (#740) and High Bay Testing Lab (#682) SCOPE The FUPsc has considered the request by Dr. M. Katherine Banks, Vice Chancellor and Dean of Engineering to demolish the Concrete Lab (#501), McNew Lab (#740) and High Bay Testing Lab (#682). All three labs would require significant upgrades and maintenance if they were to be retained. Moreover, these civil engineering infrastructure laboratories will not be permanently displaced as they will be moving to the Center for Infrastructure Renewal (CIR) when it is constructed. Additionally, the demolition of the labs will open up an area to create a greenspace just south of the new Zachry Engineering Education Complex (EEC). RECOMMENDATION The Council for the Built Environment s (CBE) Facilities Utilization Review sub-committee (FURsc) unanimously voted to recommend that the CBE support the request to demolish the Concrete Lab (#501), McNew Lab (#740) and High Bay Testing Lab (#682), provided the following issues/concerns are confirmed: There is not a problem with the demolition of a named building (McNew Lab). No groups outside of Engineering will be impacted by the demolition of the labs. We are pleased to offer this recommendation and welcome further inquiries related to this analysis. Katherine Banks, Vice Chancellor and Dean of Engineering presented to the CBE's Technical Review Sub-council on the proposed request for demolition of the Concrete Laboratory (#501), McNew Laboratory {#740), and High Bay Testing Laboratory (#682). They are proposing an extensive south greenspace area for technology demonstrations, testing, recruiting, and student gathering spaces. Given recent funding from the legislature, they plan to create this space. With the construction of the Center for Infrastructure Renewal (CIR), the civil engineering infrastructure laboratories will be moving to the CIR allowing the demolition of the three older facilities in in poor condition currently used for infrastructure research on main campus to create the south EEC greenspace. Recommendation The Technical Review Sub-council supports the proposed request for demolition of the Concrete laboratory (#501), McNew Laboratory (#740), and High Bay Testing Laboratory (#682) and recommends approval, provided the following issues/concerns are addressed and funded.
