Organisational Relationship: The Results Based Accountability Program Manager works as part of a team to support and develop the Community and Neighbourhood Centres sector. The specific role is to oversee, manage and direct the continued implementation of Results Based Accountability as a program planning, monitoring, reporting and continuous improvement tool. The Results Based Accountability Program Manager reports to the Chief Executive Officer. Summary of the Broad Purpose of this Position: Manage the operation and ongoing development of the Results Based Accountability Project within Community Centres SA Support Community Centres SA members, other organisations funded through DCSI Family and Community Development Program and Community Centres SA in implementing Results Based Accountability as a program planning, monitoring, reporting and continuous improvement tool via coaching and mentoring Oversee Results Based Accountability Communities of Practice Research and support collaborative effort in relation to outcomes focussed data collection Deliver and manage RBA training at basic and advanced levels in collaboration with Training Manager, Project Officers & Sessional Trainers, allocating human resource as appropriate Work alongside Together SA as appropriate and agreed by Chief Executive Officer Develop capacity for providing Results Based Accountability training and strategic planning on a fee for service basis in the broader community sector and government Liaise and negotiate with government departments (local, state and federal), local government and other peak bodies as required to support use of RBA at funding and operational levels 1
Accountabilities and Duties: COMMUNITY CENTRES SA INCORPORATED Advise the CEO on the planning and implementation of RBA in Community Centres SA, the community and neighbourhood centres sector and the broader community services Sector Contribute to the leadership of the organisation Contribute to strategic planning of RBA within the wider organisation strategy, as well as strategic roll-out of RBA within SA and national contexts Oversee and manage the work of the RBA Project Officers and Sessional Trainers Monitor and report on progress of the program to all stakeholders using RBA methodology Provide co-ordination, support and regular communication with community centres, the broader community services sector and within Community Centres SA Provide expert advice, training and support to community centres, Community Centres SA Board and staff, other organisations funded through DCSI Family & Community Development Program and Together SA, to assist in the implementation of Results Based Accountability Develop, publish and promote learning resources and other materials, including learning materials, web-site content and presentations to assist organisations in understanding and implementing Results Based Accountability Engage and work with stakeholders to encourage policy and funding models consistent with RBA methodology Provide regular project updates and information for Community Centres SA electronic newsletters and website Develop opportunities for fee for service work, quote for work and allocate resources to deliver as promised Work with government departments seeking support in the use of RBA Outcomes We work in an outcomes focussed way, across the organisation. You will receive appropriate support as needed to ensure our members see positive outcomes as a result of engaging with us. Skills and Experience COMMUNITY CENTRES SA INCORPORATED PERSON SPECIFICATION Essential criteria Good strategic thinking and planning abilities Excellent communication and presentation skills Management experience staff, budgets and projects Strategic and business planning experience Training and coaching skills and experience Experience in working with groups to develop new skills Using a community development approach to work creatively with member organisations and/or designated communities Ability to monitor and effectively work within a project/program budget. Well-developed negotiation skills Ability to build effective working relationships with a variety of stakeholders, including government and non-government departments and organisations Proven organisational skills including planning and evaluation, report writing, collection and maintenance of information Qualifications Appropriate tertiary qualifications and/or significant relevant experience in community development work A Driver s licence and car are essential Knowledge Good working knowledge of: both theoretical and practical aspects of Results Based Accountability Knowledge of community development principles and practice knowledge of the role of community centres in communities and the breadth of programs which operate in community centres Community service agencies (especially a peak body membership agency) and/or aptitude to learning quickly Special Skills Effective self-management with the ability to work autonomously and under pressure, with minimum supervision, Ability to contribute effectively within a team environment. Flexibility Excellent, well developed interpersonal and communication skills.
