Key Respnsibilities The Lgistics Manager is respnsible fr the management and crdinatin f Supply and Lgistics activities fr the Shafer Oxfam prgramme in Hajjah. Peple management and develpment Develp the Supply & Lgistics staffing plan; Identify skills and knwledge needed, analyses rles and respnsibilities, and identify staffing gaps. Manage Supply & Lgistics recruitments in-cuntry including casual labur, in line with Oxfam Plicies and lcal laws and regulatins Peridically input in the review and revisin f Supply & Lgistics Jb descriptin and rle prfile. Manage, develp, and mnitr team and individual bjectives and wrk plans. Apply apprpriate leadership style(s) t a given situatin. Analyze the learning and develpment needs f self and thers in Supply & Lgistics Team Supprt staff in their career develpment and prgressin Manage the prcess f lgistics inductin and training f newly recruited staff. Prject supply planning & review In cllabratin with the prgram manager, design an apprpriate supply structure, in line with Oxfam standards and prcedures: Thrughut the prject cycle, prvide infrmatin fr the (re-)planning f supply activities, including in the early stages f new prgrammes and dnr prpsals. Peridically review the effectiveness and quality f the supply prcess Maintain a risk register fr the supply chain in prjects and prepare mitigating actins. Use supply chain infrmatin systems t analyses and select data t prepare management infrmatin. Prcurement Plan, rganize and c-rdinate all prcurement activities, in line with Oxfam standards and prcedures and dnr requirements, including but nt limited t establishing a supplier data base and framewrk agreements. Develp KPI's fr measuring the perfrmance f suppliers, and crdinate imprvements t supplier perfrmance. Prvide advice & infrmatin t ther departments n the cmmercial requirements f internatinal trade Prject stck management & delivery Given current and prjected prgramme needs, security requirements and health and safety prcedures, assess apprpriate warehuse lcatin, and design and setup the layut, staffing structure, and recrd keeping system. Supervise, manage and crdinate all warehuse and distributin related activities. Ensure timely reprting n material usage and stck level status, and crdinate peridic reviews f minimum stck with prject managers.
Fleet management Manage the fleet management functin, ensuring that the peratin cmplies with the relevant lcal regulatins gverning transprt and Oxfam standards and prcedures. Use fleet management systems t mnitr csts and perfrmance and prepare management reprts. Asset & equipment inventry management Manage and crdinate the planning, management, maintenance, and dispsal f assets and inventry, in line with Oxfam standards and prcedures, and dnr requirements Cmmunicatin and Security: Manages delegated security related activities. Leads n security related staff evacuatin plans and required hibernatin stcks fr cuntry prgram. Wrks clsely with the security fcal pint in managing fleet and peple mvement all the times, ensuring that required cmmunicatins systems put in place. Skills and cmpetences Essential: Qualificatins and/r extensive experience in lgistics related skills as listed abve (prducing supply plans and managing supplies, including qute & tender prcess management, team management and supprt, warehuse, vehicle fleet management, security awareness and cmmunicatins). Strng analytical and strategic planning skills. A prven recrd f effective management f peple and resurces, including planning and rganizatinal skills. Excellent diplmacy, tact and negtiatin skills, and gd interpersnal and team skills, tgether with the capacity t remain calm under pressure and nt lse sight f strategic pririties. Experience f management/supervisry respnsibilities, including supprt t develpment f thers (including mentring/ caching, and team building experience). Previus verseas wrk experience, ideally peratinal and nn peratinal prgramme management cntext. Gd written and spken English is essential. Experience in insecure envirnments, and knwledge f the principles f security management. Sympathy with the aims and bjectives f Oxfam. Cmmitment t humanitarian principles and actin.
