Prject Measurement and Verificatin Prcedures 1) Intrductin The bjective f measurement and verificatin (M&V) activities at the Prject level is t cnfirm that the Measures that are supprted by the Efficiency: Equipment Replacement Incentive Initiative 2011 2014 are installed and resulting in Energy Savings and Demand Savings. This prtcl will assist the LDC and their Prject Evaluatrs as well as Participants in selecting appraches and methds fr estimating Energy Savings and Demand Savings f Prjects with Custm Measures. Results can als be used t supprt: Gd energy management practices by prgram participants The determinatin f cst-effectiveness f prjects The challenge is t balance M&V csts, savings certainty, and the value f the cnservatin measure. 2) Methds Prject Measurement and Verificatin (M&V) Prcedures shall be cnsistent with IPMVP Prtcls. IPMVP Prtcls means the Internatinal Perfrmance Measurement & Verificatin Prtcl (IPMVP) Vlume 1 Cncepts and Optins fr Determining Energy and Water Savings as in effect frm time t time. See www.ev-wrld.rg Fur generic M&V ptins can be emplyed: A) Engineering calculatins (using bth stipulated values and measurements) B) Metering and mnitring (spt, shrt term, r cntinuus measurements) C) Utility bill analysis D) Cmputer simulatin mdels. Cnsideratins in selecting the M&V ptin include: Cmplexity f the Measure Ptential fr changes in key factrs that affect the baseline and pst retrfit cnditins The Measure s savings value The Measure s cst and assciated Participant Incentive Optin A and B are applied at the Measure r system level. Optin C is applied at the whle building level. Optin D is applied at either the whle building r Measure level. 1) Is the lad cnstant (e.g. lighting fixture) r variable (e.g. VSD applied t a fan) 2) Are the perating hurs cnstant (e.g. garage lighting) r variable (e.g. cling hurs) Spt measurements can suffice fr cnstant lads, whereas shrt term r cntinuus measurements may be required fr variable lad. Where perating hurs are cnstant, stipulated values can be applied, subject t validatin. Where perating hurs are variable, shrt term r cntinuus measurement may be required. Differentiate M&V first by the type f prject: 1) Custm prjects - equipment retrfit nly, where efficiency gains are achieved by the retrfit r replacement f equipment, withut changes in peratins. 2) Custm prjects - peratinal change nly, where energy cnsumptin (and pssibly demand) are reduced by changing the perating perids, settings r methds, withut mdificatins t the equipment. 3) Custm prjects - equipment retrfit and peratinal change, where the cmbinatin f equipment and peratinal changes may impact lad and energy separately r energy directly. 4) Custm prjects - multiple energy cnservatin Measures (ECMs), where three r mre ECMs are implemented at a single site r facility. Multiple ECM s may enable the use f whle facility metering t determine savings. M&V effrts will vary accrding t: Savings size (prjected savings and ptential incentive) Savings uncertainty (dubt abut likely result f the measure s activity) Fr small and certain prjects, least M&V effrt will invlve acceptance f stipulated kw r kwh values, subject t reasnableness and validity checks, relative t industry nrms. Fr large and uncertain prjects, the highest M&V effrt will invlve mre rigrus scrutiny f baseline cnditins specific t the facility, invlving spt r shrt term measurements n all, r a representative sample, f lads r perating hurs as applicable. Extended pst retrfit mnitring is nt generally cntemplated. (Extended mnitring may be dne fr ther purpses, but will nt be a cnditin f incentive payment, except if it is a specific cnditin f the accepted Prject M&V Plan fr a particular prject.) Where available, existing data, as btained thrugh sub-metering, BAS lgs, etc., will be utilized t the fullest extent, and will be cnsidered as greatly enhancing the quality f the M&V. Enhanced M&V effrts undertaken by the Participant, including the use f existing mnitring data, can be used t supprt savings claims (subject t acceptability f the data quality). Measures with a high degree f savings uncertainty will be cnservatively discunted with an ptin (and nus) fr Participants t prve greater savings thrugh extended pre and/r pst retrfit mnitring. As it relates t prjects being evaluated under the Efficiency: Equipment Replacement Incentive Initiative 2011-2014: Versin 4.0 Retrfit Prgram, Prject Measurement & Verificatin Prcedure, August 21, 2013 Page 2 f 12

M&V will be applied at the Measure and system level. In general, Optins A and B will nrmally be emplyed i.e. using a cmbinatin f stipulated values (referenced t industry standards r agreed site perating cnditins), spt and shrt-term measurements. M&V will ensure diligence in establishing the baseline cnditins and in defining the requirements fr cnfirmatin f pstretrfit savings. All measures will be required t reprt Energy Savings. Hwever the determinatin f Energy Savings will be f secndary imprtance fr measures that attract a Demand Savings incentive. Prject M&V Prcedures are subject t cntinuus imprvement, cnsistent with the principles described here, as prgram experience and empirical data are gained. 3) Prject M&V Prcedures by Eligible Measure The fllwing table lists the Prject M&V Prcedures t be applied accrding t: Type f Custm Measure Estimated Participant Incentive fr the Custm Measures Demand Savings (kw) are the maximum reductin in electricity demand between the Base Case and the Energy Efficient Case ccurring in the same hur between 11 am t 5 pm n business days, June 1 thrugh September 30. Fr Measures that are weather dependent, Demand Savings shall be cnsidered as ccurring at peak design lad cnditins. Energy Savings (kwh) are thse electricity savings achieved ver the curse f the first year after the cmpletin f a Prject. Generally, Basic M&V will be used fr Large Prject that include Custm Measures with estimated Participant Incentives greater than $10,000 and equal t r lesser than $25,000. Enhanced M&V will be used fr Large Custm Prjects. Large Custm Prject means a Prject with Custm Measures that has an estimated Participant Incentive greater than $25,000. The same prcedure identified belw applies t bth Demand Savings and Energy Savings incentive Measures. Where there are different lamp types being emplyed in a given fixture, the default baseline cnditin will generally be the lwest wattage value. LR-B: Basic M&V: Baseline wattage established frm industry references t the varius lamp/ballast types installed. Pst-retrfit wattage is t be established frm manufacturer s data sheets (t be prvided with applicatin) and/r industry references. LR- E: Enhanced M&V: Prvide same infrmatin as LR-B abve, as well as the fllwing infrmatin: Spt measurement Rt Mean Square (RMS) wattage readings fr a minimum f 6 randmly selected lighting fixtures f each type f lamp/ballast cmbinatin fr bth baseline and pst-retrfit cnditins. Pst retrfit measurements must allw fr a minimum 100 hurs f burn in Versin 4.0 Retrfit Prgram, Prject Measurement & Verificatin Prcedure, August 21, 2013 Page 4 f 12

(Nte: Applicants must be prepared t demnstrate wattage readings during site inspectins by the Prject Evaluatr). NOTE: Bth LR-B and LR-E require the Participant t prvide detailed site surveys that include: Inventry f lamp/ballast fixture type by area Usage area designatin and perating perids (e.g. cmmn space 7x24; tenant space lease hurs). Cunts f perating and nn-perating fixtures and lamps 2) Equipment Replacement: Chillers, Mtrs, Refrigeratin These Prjects may claim either a Demand Savings incentive ($/kw) r an Energy Savings incentive ($/kwh). Whether lad is cnstant r variable refer t manufacturers data, industry references, fr kw ratings at varius lad pints. Assumptins fr perating prfile, bth lad and perating hurs, t be reviewed by Prject Evaluatr fr reasnableness. Participant t prvide detailed inventry f all equipment, baseline and prpsed pst-retrfit, shwing quantities, thermal and electrical ratings. ER B: Basic M&V Chillers and Refrigeratin: Demand Savings determinatin: Use stipulated values, at 80% f nameplate capacity f perating equipment, f baseline and pst-retrfit kw, Baseline kw shall assume OEM rated r shp tested efficiency. In cases where the retrfit nameplate capacity is different frm the baseline nameplate capacity (i.e. right-sizing f equipment), the baseline equipment will be assumed t perate at 80% f the nameplate capacity f the retrfit equipment. Energy Savings determinatin: Use stipulated values fr baseline and pst-retrfit kw at representative distributed lad levels spanning ttal capacity, multiplied by stipulated perating hurs at each pint. Exclude chiller auxiliary equipment (pumps and cling twer) unless this equipment is changed as well Mtrs: Energy Savings determinatin: Use stipulated values fr efficiency and pwer factr, at 80% lad, using manufacturer ratings. Energy Savings = Demand Savings x stipulated perating hurs if variable lad, stipulate efficiency and pwer factr at representative lad levels, and stipulate hurs at each level. ER E: Enhanced M&V: Chillers and Refrigeratin: Demand Savings determinatin: Baseline and pst retrfit perfrmance is t be measured at current peak design lad. This is t reflect design lad fr the facility, nt 100% capacity f the equipment. Measurements are t be made at three different times and averaged. Measurements may be nrmalized t design temperature cnditins. If equipment capacity is t be changed, apply the baseline tnnage fr bth measurements. If Amperage measurements are used they must be referenced t manufacturers perfrmance data sheets shwing amps vs. tnnage lad. In the absence f measured perfrmance data the default assumptin will be 60% f retrfit equipment nameplate rated lad. Energy Savings determinatin: Baseline and pst retrfit perfrmance is t measured at representative distributed lad levels spanning ttal design lads, multiplied by stipulated perating hurs at each pint. Mtrs: Demand Savings determinatin: spt r shrt term measurements f kw input and pwer factr. Energy Savings determinatin: Energy Savings = Demand Savings x stipulated perating hurs if variable lad, measure kw input and pwer factr at representative lad levels, and stipulate perating hurs at each level. Measurements shall be made n nt less than 20% f a sample ppulatin and lad f cmparable equipment. 3) HVAC Redesigns (all require Enhanced M&V) HVAC E: Enhanced M&V These Prjects may claim either a Demand Savings incentive ($/kw) r an Energy Savings incentive ($/kwh) Review f baseline cnditins, including shrt-term measurement, reference t engineering estimates. Engineering review and validatin f prpsed changes, subject t spt r shrt-term measurement fr pst-retrfit cnditins. Prvide prpsed M&V plan, cnsistent with IPMVP prtcls. Cmpnent measures within the HVAC Re-design are t cnsidered separately and in islatin, t the extent practical. 4) Variable Speed Drives (VSDs) Versin 4.0 Retrfit Prgram, Prject Measurement & Verificatin Prcedure, August 21, 2013 Page 6 f 12

These Prjects are likely t claim an Energy Savings incentive ($/kwh) Lad is likely cnstant fr baseline, variable (by definitin) pst retrfit. Refer t manufacturers data, industry references, fr kw ratings at varius lad pints. VSD B: Basic M&V Stipulate baseline mtr efficiency and pwer factr if baseline is cnstant; stipulate efficiency and pwer factr at representative lad levels if baseline is variable; stipulate perating hurs at each level. Assumptins f perating prfile bth lad and perating hurs, will be reviewed fr reasnableness. VSD E Enhanced M&V Spt r shrt-term measurements t establish perating lad prfile fr baseline and pst-retrfit cnditins. Participant shuld ensure cmparable perating cnditins fr bth baseline and pst-retrfit measurements. Measurements shall be made n nt less than 10% f a sample ppulatin and lad f cmparable equipment and perating prfiles. 5) Building Envelpe These Prjects may claim either a Demand Savings incentive ($/kw) r an Energy Savings incentive ($/kwh) Invlves cnsideratin f cling efficiency in assessing summer savings. Refer t manufacturers data, industry references, fr thermal r leakage prperties. BE B: Basic M&V Stipulated values fr cling kw/tn Stipulated values, derived frm detailed simulatin mdeling prvided by the manufacturer f the installed prduct fr typical buildings. The mdel shall accunt fr actual glazing types, and actual building envelpe features, shading, rientatin and nrmal lcal weather. The mdel shall be adjusted t the specific site cnditins. BE- E: Enhanced M&V Refer t ER- E fr determinatin f cling kw/tn Use hur-by-hur annual whle building energy simulatin mdel fr Energy Savings, calibrated against whle building metered data fr electricity used in the building. (Peak mnth nly fr kw). Simulatins shuld demnstrate slar effects and cincident lading fr all rientatins. Detailed mdels as prvided by manufacturers r by the Applicant that accunt fr glazing types and rientatin are acceptable in the absence f simulatin mdels fr the specific facility. This differs frm ther Measures in that an initial incentive payment is determined fllwing implementatin, with pprtunity fr additinal incentives based n subsequent results achieved. Savings will be determined accrding t metered tenant lad that is subsequently cst allcated as a result f sub-meter installatin. Unccupied flr space shall nt be cnsidered. SM E: Enhanced M&V: Prvide detailed descriptin f: Lads that are prpsed t be sub metered Details f the tenant billing prcedure. Descriptin f planned tenant educatin and engagement activities t supprt the reductin f discretinary tenant energy usage. Preliminary estimate f metered tenant lad, including assumptins. Actual metered tenant lad shall be determined frm measurements f at least ne mnth duratin fllwing implementatin. The initial incentive payment will be based n 5% f this value. Fllwing an implementatin perid f nt less than 6 mnths, prvide: Descriptin f tenant engagement experience and supprting metering f tenant usage ver the perid. A calculatin f savings, based n the minimum 6 mnth engagement perid, prperly recnciling fr vacant space and material changes t energy cnsuming equipment. The incremental payment will be made based n the difference between the pst 6-mnth calculatins f savings less the initial 5% payment. There will be n claw back f the initial 5% payment. Discunt f incremental savings will be frm 0-50% depending n the duratin f measurement and quality f data and presentatin. 9) Deep Lake Water Cling (all require Enhanced M&V) These Prjects are likely t claim a Demand Savings incentive ($/kw) DLWC E: Enhanced M&V Rigrus review f existing chiller peratins, including peripherals (cling twer, cndenser pumps): kw/tn, peak lading, equivalent run-hurs. Reference t industry nrms, manufacturer s data, and sub-metering data where available. Utilize billing data and interval data fr validatin where pssible. Savings will be discunted by a stipulated value t accunt fr energy requirements in the delivery f DLWC. Pwer cnditining devices are emplyed t prvide peratinal benefits and cst savings thrugh techniques such as vltage regulatin, pwer factr crrectin, reductin f harmnic cntent, and eliminatin f electrical transients. While tangible peratinal benefits can result frm emplying such devices, it must be nted that the Equipment Replacement Incentive Initiative 2011 2014 nly prvides incentives fr quantifiable energy reductins and/r peak demand reductins measured as real pwer (kw) r energy (kwh). T cnfirm, savings in reactive pwer (kvar) r apparent pwer (kva) are nt eligible fr incentives. Savings attributable t the applicatin f pwer cnditining equipment are cnsidered t be specific t the end use equipment and its perating characteristics, and the lcal electrical envirnment. An ideal M&V apprach is t assess the energy usage f given end-use equipment, bth with and withut the applicatin f the pwer cnditining device, under identical perating cnditins. In practice, cmparing under identical perating cnditins may nt be practical due t nrmal variatins in equipment lading and electrical supply cnditins. Devices is designed t minimize the effects f variability by emplying successive measurements with the pwer cnditining device activated and nt activated ( i.e. On-Off ) ver a perid f time. Specific prcedures are as fllws: Measurements f real pwer (kw) shall be taken with a three-phase pwer analyzer capable f recrding at a minimum f 128 samples per cycle, and calibrated t within +/- 1% f reading accuracy. Measurements shall be taken n the lad that is subject t the applicatin f the pwer cnditin device under typical perating cnditins, with a minimum f expected variability. Measurements shall be recrded fr successive 15 minute intervals f the pwer cnditining device being activated and nt activated. These recrdings shall ccur ver a perid f a minimum f 4 hurs duratin, ver which time there shall be a minimum f 8 fifteen minute perids f the pwer cnditining device being bth activated and nt activated. Energy (kwh) Savings fr the measurement perid shall be assessed as the difference between the cumulative recrded energy in each f the n and ff intervals. Annual energy savings shall be cnsidered as the % energy savings during the measurement perid multiplied by the annual cnsumptin f the measured circuit/applicatin. Annual cnsumptin can be estimated by extraplating frm recrded energy usage f minimum 1 week duratin. Demand (kw) Savings, if they are t be cnsidered, shall be assessed as the difference in average demand in each f the n and ff recrded intervals. Average demand is t be calculated as ttal cumulative energy in kwh divided by ttal hurs fr intervals in which the pwer cnditining device is activated, and nt activated, respectively. Nte that fr demand savings t be cnsidered the measurements shall be taken n business days during the hurs f 11 a.m. t 5 p.m. June 1 thrugh September 30 and the applicatin must be cnsidered t be perating rutinely during such times. Where multiple Pwer Cnditining Devices are emplyed the sample size fr measurement shall be 20% f the equipment perating under like cnditins.
