Presentatin verview 1. Overview descriptin f the Sustainable Landscapes Partnership (SLP) 2. Drivers f defrestatin and actins taken r prpsed t tackle them 3. Areas in which the SLP experience can infrm develpment f the natinal REDD+ strategy 4. Interactins with the Natinal Gvernment 5. Key challenges related t natinal level plicymaking n REDD+
The Sustainable Landscapes Partnership SLP is wrking with three adjacent districts in Nrth Sumatra, encmpassing three Key Bidiversity Areas (KBAs) Acrss Madina and TapSel districts: Existing frest cver 56% and 47% Prtected frest 23% and 21% Unprtected KBA 15% and 13% Watersheds prvide critical ecsystem services Bidiversity includes Orang Utan, Sumatran Tiger and ther vulnerable species Other areas f Sumatra saw substantial reductin in frest cver clearing between the perid f 1990 and 2010 Average rate f defrestatin acrss these tw districts ver past 10 years was apprximately 1.5% per year
Drivers f defrestatin The main drivers f defrestatin in these landscapes are: 1. expansin f il palm and rubber plantatins 2. expansin f small-scale agricultural lands arund cmmunities 3. Lgging activity, bth legal and illegal, within and arund prtectin frests Extensive il palm develpment thrughut the landscape 4. clearing fr large scale and artisan gld mining Underlying drivers include large ppulatin pressures, increasing demands fr ecnmic grwth, and lack f clarity r certainty arund land use access rights Rice crpping n cleared lands, reflecting expansin f agriculture arund settled areas
SLP bjectives and activities Activities and inputs Visin fr sustainable landscapes Outcmes and impact Strengthen gvernance and planning Maintenance f frest cver and bidiversity Best practices - Agriculture - Frestry - Mining Training and ther capacity building Cnservatin Agreements Public-Private Partnerships REDD+ funding and ther funding surces Mnitring, reprting and verificatin Certificatin - mandatry - vluntary GHG emissin reductins Maintenance f ecsystem services Sustainable prductin systems Optimal land use Better livelihds
Prpsed REDD+ interventins 1. Strengthening district structures fr integrated frest management Establishment f Frest Management Units (KPH) and KPH management structures Establish a Jurisdictinal REDD+ initiative at District level t prvide accunting framewrk 2. Strengthening capacity fr effective enfrcement f existing regulatins Training and ther supprt fr existing authrities fr natinal parks and prtectin frests, including stakehlder engagement with lcal cmmunities and civil sciety rganizatins 3. Develping and enhancing alternative sustainable livelihds Onging training and supprt prgram fr grwers f rubber, cffee, cca and sugar palm Imprving prductivity f existing prductin systems and imprving access t markets 4. Establishing Cmmunity Cnservatin Agreements Cnservatin Agreements based n extensive cnsultatin with cmmunity stakehlders Apprximately 25+ Agreements, t be aligned with mutually agreed cnservatin bjectives
Capacity t infrm natinal strategy Key features f the SLP and capacity t infrm natinal REDD+ strategy: 1. Capacity t test and assess plicy impacts and interventins acrss multiple districts 2. Prmting the landscapes apprach: SLP bjectives g beynd frests and reducing emissins wrking with district gvernments t develp sustainable landscapes Strng fcus n crdinatin and alignment f activity acrss land use sectrs, including plantatin develpment, small scale agriculture and mining 3. Facilitating direct plicy linkages with ther natinal prgrams: Particular fcus n develping KPH and als PES fr sub-watershed management 4. Engaging multi-stakehlder frums and the private sectr: Multi-stakehlder frums in place fr Strategic Envirnmental Assessments (KLHS) Assciates Cmmittee that fcuses n private sectr, e.g. il palm interests
Interactins at natinal level SLP is wrking first and fremst t strengthen linkages between gvernments at the district, prvincial and natinal levels Natinal engagement has fcused n: REDD+ initiatives, with the Natinal REDD+ Agency and the Ministry f Frestry Frest Management Units (KPH), with the Ministry f Frestry and BAPPENAS Payment fr Ecsystem Services (PES) regulatins, with the Ministry f Envirnment and ther ministries Engagement has included: Direct engagement, thrugh invitatinal meetings, in plicy develpment and prgram planning Invitatin t multi-stakehlder frums with district and prvincial representatives
Key challenges fr natinal plicy 1. Balancing the need fr cmprehensive analysis and planning with the need t build mmentum and demnstrate prgress n the grund: The premise f REDD+ can be simple; its implementatin is inherently cmplex Managing the expectatins f districts in a timely way is vitally imprtant 2. Ensuring cnsistent reprting n baselines and actual abatement: The need fr cnsistent reprting leads t cnsideratin f the natinal gvernment rles in authrizing datasets (e.g. One Map ), setting baselines and natinal MRV systems Prviding clear guidance and access fr sub-natinal stakehlders t these resurces 3. Prviding clear guidance n natinal mdels fr funding REDD+: Using pilts t describe hw sub-natinal initiatives shuld apprach challenges f: Access t funding fr REDD+ interventins Benefit sharing acrss a brad base f stakehlders and impacted parties Prviding guidance t sub-natinal stakehlders n the implementatin timeframes and REDD+ readiness measures t be well psitined fr engagement
