JOB DESCRIPTION Job Title: Location: Reports To: Senior Engagement Support Officer Leeds (with travel across the North and occasionally to London) Business Support Team Manager Date Prepared: September 2015 PURPOSE The role of the Senior Engagement Support Officer is to provide the National Engagement Service with project management and engagement activity support in order to ensure the effective delivery of the national engagement strategy. NATURE & SCOPE Including Dimensions The post holder will support the effective delivery of employer engagement activities through co-ordination of meetings/events, drafting of reports and web based materials and production of key documentation. Working as part of the National Engagement Service, the post holder will be responsible for: 1. HRD networks - leading and supporting effective stakeholder engagement and supporting the coordination and project management of the delivery of HRD network meetings. 2. Social partnership forums supporting regional trade unions & employers to deliver effective social partnership arrangements at a geographical locality within the NHS and care system. 3. Regional engagement providing project and programme management support to a portfolio of priority projects with a workforce/hr focus identified by the above networks. 4. National engagement leading and supporting on activities around the HRD Workstream for the National Engagement Service, under the guidance of senior colleagues 5. Internal processes supporting and leading on work to support the operation of the National Engagement Service and improvements of efficiency by utilising a matrix working approach The post holder will undertake specific activities to support the above, including:
creating overall project plans supporting the production of agendas for meetings preparing papers and briefings preparing an accurate and politically sensitive action note of discussions at meetings completing any actions following meetings (including research, writing papers, contacting senior stakeholders) supporting NHS Employers Communications Team and programme teams with co-ordination of consultation responses writing up case studies and web based material The post holder will take a lead on pieces of work and projects on an ad hoc basis which will be agreed across the National Engagement Service. In order to undertake these areas of work the post holder will need to be able to work closely with NHS staff; Trade Union representatives, Government Departments, NHS employers, professional, regulators and other key partners in order to provide evidence based advice and guidance on behalf of NHS Employers. The post holder will be responsible for ensuring that all information and guidance provided by NHS Employers is accurate and reflective of current HR practice in the NHS in England, and take into account the views of the NHS Employers programme teams. The post holder will gather intelligence, produce background information and analysis relating to HR practice in the NHS as required, and produce draft responses to consultations when appropriate. ACCOUNTABILITIES Provide support to the National Engagement Service to ensure effective delivery of team and network projects. Liaise with NHS Employer programme teams to research and draft key documentation, service plans, guidance and presentations, in order to ensure service excellence and delivery of objectives to deadlines. Project manage the coordination of meetings to ensure that they run smoothly. Use project management tools to ensure all meetings run smoothly and actions are followed up accordingly, completing delegated projects as required. Establish, develop and oversee the maintenance of all electronic and paper records to support bespoke projects.
Work with the Engagement Support Officer in the North of England to establish electronic and paper records for the effective maintenance and knowledge management of all networks. Work as a member of the Business Support Team for the National Engagement Service, providing administrative support and project coordination to ad-hoc projects on behalf of the team and contributing to the development of the National Engagement Services Business systems and processes. Establish, develop and maintain effective and accurate systems to monitor the performance of the North of England to ensure the compilation of monthly intelligence reporting for HRD and SPF networks. Project manage allocated work streams in a way that supports and enables the effective delivery within the timelines and constraints of Government mandates. Event manage large-scale and complex meetings and ad-hoc events that involve senior representatives from the NHS, external stakeholders and Trade Unions. Oversee the preparation of comprehensive documentation for all meetings to ensure the successful running of the meetings, and maintenance of an accurate audit trail. Ensure effective and timely communications about latest developments in the current work.provide accurate information on best practice in the programmes supported, and provide that information in a suitable format for the appropriate communication channel. Provide sign posts to relevant information and advice on all programme issues in response to requests from the NHS, ensuring excellent customer service. Work in partnership with other teams across NHS Employers as workload demands and priorities direct to prevent duplication of work, and use programme team expertise appropriately.
