1 JOB DESCRIPTION Job title: Head of Service Improvement & Outreach Reports to: Responsible for: Hours: Location: Deputy Director of Services Staff: Services Development Manager, Business Improvement Manager, Health & Social Care Professionals Manager, Engagement Manager Budget: to be determined 37.5 hours/week. Head Office, Hammersmith, London W6 0LE Job Purpose: To lead on the development of new services, the evaluation of existing services, the transformation and improvement of service delivery (including effectiveness, quality and value for money), and to manage central coordination for health professional engagement and development for the charity. To shape and enhance the standards of care and treatment provided to men affected by prostate cancer, and to ensure the charity is constantly striving to improve in its delivery of an up to date, appropriate and high quality professional service. 1. Team The Services Directorate is multi-disciplinary with expertise ranging from specialist nurses through to volunteers affected by prostate cancer who have been recruited and trained to provide peer support and outreach activities on behalf of the charity. The Service Improvement & Outreach team comprises of Service Development, Business Improvement, Health and Social Care Professionals, and Engagement. The team works closely with each other and other sections within Services and Policy and Campaigns, to ensure a strategic and effective approach to Prostate Cancer UK s engagement with the NHS (and other health care providers as appropriate). The post holder is also required to work with teams across the organisation, where there are shared objectives. 1

Duties and key responsibilities Services Operational/Leadership To oversee and lead on service development, improvement, engagement and outreach To advise the Director and Deputy Director of Services, the Leadership Team and Trustees on priorities for service improvement, engagement and development activities. Ensure internal processes are in place for the development, integration and communication of the Improvement and Outreach Services teams priorities and activities throughout the charity. a) Service Development To ensure service user engagement is given a high priority in all aspects of service delivery and development across the Directorate. To ensure attention is given to equality and diversity in all aspects of service development and delivery To oversee the management and delivery of the services Development Programme, in particular looking to increase awareness in hard to reach groups To oversee the development and expansion of the services including the piloting of new initiatives as appropriate, building on feedback and evaluation findings. b) Service Improvement To oversee the Business Improvement Function, critically challenging findings and promoting improvements, and best practice in service provision across the directorate. To ensure Prostate Cancer UK is utilising up-to-date evidence and practice, and that this evidence and practice is shared across the charity. To undertake horizon scanning and working with Research to ensure the charity is prepared for significant changes in the external environment and take a lead in organisational responses to key health related situations. 2

3 To ensure the current provision of services whether delivered directly or externally commissioned is effective and efficient and that processes and systems are fit for purpose and continuously reviewed to deliver the best possible service to those that need them whilst demonstrating value for money. To ensure services are appropriately evaluated and lessons learned are communicated. With the Impact and Evaluation Team, to review, and act upon as necessary, recommendations made from the evaluation of key statistical trends and data, ensuring improvement initiatives are implemented as appropriate. c) Service coordination engagement and outreach To oversee the management, development and quality of provision of the charity s professionals engagement programme, To oversee the development of a support network for health and social care professionals. To oversee the project management and continued development of the operational delivery of the charity s Health & Social Care Professionals programme. Lead and co-ordinate health care professional engagement with full engagement of regional staff ensuring that the charity s contacts with healthcare professionals and their professional bodies are developed and maintained, using relevant communications. With Policy and Campaigns, to lead on the development of a coordinated and effective approach to NHS engagement across the charity. In broad terms Policy and Campaigns will lead on national engagement and Services will lead on local provider engagement, with co-ordinated activity in relation to local commissioners Services Strategic/influencing To work with colleagues in Policy and Campaigns to influence and change health services for men with prostate cancer, taking the lead where appropriate eg on initiatives which encourage the uptake of services tested by PCUK. To work with Policy and Campaigns in order to identify influencing opportunities within the health and care services especially at local and regional policy level and to make the best use of these to enhance the delivery of prostate cancer health services. a) Service Development In partnership with the Head of Clinical Services, Information & Education, to develop an awareness strategy that helps raise the levels of knowledge awareness and understanding about prostate cancer and benign prostate conditions, and develop programmes, initiatives and interventions which penetrate/break into hard to reach communities. b) Service Improvement To link with the Impact and Evaluation team on the way evidence based data is used in terms of evaluation to improve own services and those of wider NHS. To take the strategic lead and oversee business improvement across Services and the charity ensuring the application of modern and effective systems and process are implemented and lean and efficient systems adopted. 3

4 c) Service coordination engagement and outreach To lead the strategic development of Prostate Cancer UK s health services engagement strategy in particular focusing on the development of services. To oversee the development of networks and working groups progressing identified work streams, such as influencing clinical leaders/clinical Commissioning Group (CCG) leads, in England and the equivalent in Scotland, Wales and Northern Ireland. To support the delivery of a survivorship strategy to improve the lives of men affected by prostate cancer with the provision of nurses to support integrated pathways and increased primary care services. To represent the charity to external audiences (eg key healthcare professionals, NHS leaders, professional bodies), providing informed and high level advice and briefings. To support and manage the development of the charity's Expert Advisory Panel, ensuring membership reflects the charity s business aims and links are made as appropriate with other networks throughout the organisation. Cross organisation working To coordinate a strategic approach to health and care services engagement across the charity Work across the organisation to promote and use service evaluation and improvement methodologies. To work with colleagues across the charity, including Fundraising and Marketing Communications, to optimise opportunities to develop new services and support and promote health and care services engagement activity To work with colleagues in Policy and Campaigns, across the English regions and in Scotland, Wales and Northern Ireland to ensure plans and activities are consistent, maximising opportunities to influence prostate cancer health services. Line/people management Provide effective management and leadership, and conduct performance and development reviews of staff managed by the job holder, to ensure motivated performance, high quality service delivery and achievement of the business plan Develop and support effective team working by staff managed by the job holder Commission and manage external consultants as required Budget management Ensure the proper management, reporting and reforecasting of budgets under the job holder s control, and participate in budgeting and financial management at departmental level as required General Responsibilities Ensure that own knowledge and expertise is kept up-to-date Support the development of wider plans and strategies for the Services Directorate and Prostate Cancer UK as a whole.
