The Experts of the ECOSHAM Technical Committee (Harmonization of Standards in the ECOWAS Area) met from 24 to 28 April 2017 at Cotonou. The objective of this meeting is to establish a framework for the appropriate development and exploitation of the ECOWAS Regional Quality Policy. This meeting is timely because "The populations and more particularly the members of the cereal sector who are members of the WAGN are waiting for the harmonization of standards that will facilitate the free movement of agricultural and food products in the ECOWAS area". This meeting, which was hosted by Benin, provided access to the necessary information on the harmonization of standards in the ECOWAS area for agricultural and food products. The work was carried out within the framework of a Western Africa Quality Program funded by the European Union through a fund of 12 million euros. The experts discussed the work program of the Technical Committee on Harmonization (Thc2), one of the six (6) Committees set up in the framework of harmonization of standards in the region, Standards in the field of food products. Market situation in a nutshell: Commercial activities during the month of April remained intensive. Thus, as in the past month, the markets have continued and even intensified. Overall, cereal stocks are falling everywhere but not yet enough to really trigger the seasonal price increase. The overall trend observed during the month of April is as follows: For rice, the increasing availability of rice has favoured general price stability with small upward increases with variability. For Maize, during this month of April, slight price increases were recorded in certain markets: Benin, Côte d'ivoire, Burkina Faso, Niger while the trend is stable in other markets monitored (Togo, Ghana, Guinea, Mali, Senegal); For Millet, the findings of low production observed during the current crop year continue to have an effect on prices in the main producing countries. Thus, in countries such as Niger, Burkina Faso and Benin, the price increases that started last month have continued, they also have started in Mali. On the other hand, prices remained rather stable in the other countries (Togo, Ghana, Côte d'ivoire, Guinea, and Senegal. WAGN will make it a duty at the appropriate time to disseminate the various documents adopted and will circulate them to places necessary in the framework of its mission to facilitate the creation of an environment that is favourable for the free trade of cereals within the framework of the structured trade. 2 Key facts: The members of the restricted board of the Food Crisis Prevention Network (RPCA) reviewed in April the final results of the crop year. The conclusions of this meeting confirmed the trends of good cereal production announced previously. As noted by many organizations, the network estimates that cereal production exceeds 67 million tonnes, rising compared to last season. Overall, it should be noted that food supplies are still good throughout the region and are supported by good harvests. The markets have been adequately active and they have been well supplied thanks to good flows and good levels of stocks available on the international market. Global demand is stable but is expected to grow as usual because the population growth and also because of the development of poultry farming. In Ghana and Nigeria, the devaluation of the Cedi and Naira against the US Dollar, which resulted in a steady price increase, has stopped and local currencies even rose against the dollar in April, causing prices to decline on the local markets. The strengthening of the purchasing power of Nigerian consumers after the rise of their currencies can offer good export opportunities for producers and traders in Benin and Burkina Faso. Thus, during this month of April, the availability of rice remains generally good despite the remoteness of the crops. Senegal: During this month of April, compared to last month, there was good demand and good supply, which kept the price of rice stable in the various markets. However, as previously announced, local rice supply is gradually weakening in the main, notably the river valley and Anambé. This low supply has already forced certain processing units to close waiting for the off-season production which should be put on the market during the month of June. The off-season crops normally develop at the level of the managed plots. In the case of imported rice, prices have remained stable and supplies to markets are normal. Mali: During this month, there was a decrease in the quantities of local rice mobilized in the markets. However, the good level of imports has kept prices stable in these markets. In the view of many actors, off-season production forecasts may not meet expectations, which will push producers to retain stocks. Prices that remain very low so far could therefore increase slightly in the coming months. Guinea: The rice market in Guinea has remained very active. During this month, there was good availability of rice on the majority of markets followed because of the increase in the quantities of imported rice available. As a result, prices have fallen slightly. Côte d'ivoire: During this month of April, the quantities of local rice available continued to generally fall as announced last month. However, the low level of demand for local rice has contributed to price stability in the markets. Note however that paddy is still available in hulling shops and the set-up started over the past month is still continuing. Supply is expected to increase again in June with irrigated rice crops. stability Very low

4 Burkina Faso: As in the past month, the rice market in April was characterized by a good availability of supply on all the markets analysed, leading to a generalized stability of prices. The stock levels of traders has always remained good. In the rice plains, dry season crops have started. Ghana: Prices in this month have remained steady for rice in most markets in Ghana, although they have increased slightly in the markets where they were low in the north of the country. However, there is still competition between local rice and imported rice preferred by most consumers. Also, during this month, we noted the rise of the Ghanaian Cedi against the American dollar. If this continues, the increase in the Cedi s value could favour a slight decline in the price of imported rice. Togo: During this month, supply and demand remained good. Thus, price stability was noted in most of the markets monitored. However, paddy rice is becoming increasingly scarce in large production, all of which could lead to higher prices in the near future. In Benin: The quantities of milled rice available remained good with sustained demand. This was the month of price stability. However, in the production, the decline in paddy is increasing. However, this decline is unlikely to affect prices in the next few weeks considering the large quantities of imported rice available. These very poor qualities compete with 100% broken rice for industrial uses (livestock feed, starch, ethanol) but do not compete with medium and high-end rice. On the other hand, the sharp increase in the Indian currency against the US Dollar makes Indian rice less competitive and tends to direct importers to Thailand and Vietnam, which offers cheaper rice. Despite the dynamic global consumption, the approach to offseason harvests is expected to keep rice prices at relatively stable levels in the coming months. At the same time, during this month, the dollar continued to fall against the CFAF. Under these conditions, the global decline in stocks remains the key factor that could lead to higher prices for imported rice. However, this increase may take a little longer due to international availability.

By country, the situation is as follows: Senegal: Business activity remained dynamic this month. Wholesale and retail markets were well supplied and prices remained stable in all regions. However, imported maize competed strongly with local maize on the market. Indeed, some consumers prefer imported maize, as well as most processors, using imported maize as raw material, causing limited demand for local maize. Mali: Maize stocks are still good and, for the moment, it meets demands. Thus, during this month, the trend was towards price stability in most of the markets monitored. However, the supply is gradually falling and in the face of new orders from breeders and bakers, prices could rise slightly in the coming weeks. Guinea: As in the previous month, the general market situation in April was characterized by a good availability in several markets, following the strengthening of local stocks by large quantities imported from Mali and Ivory Coast. Prices remained stable compared to last month. However, as supply declines in neighbouring countries, and high demand is expected during the month of Ramadan, prices could rise in the coming months.

6 Cote d'ivoire: In view of the attractive prices announced, the marketing campaign for cashew nuts continues to grow. Producers tend to abandon the marketing of maize to the profit of cashew nut. As a result, the availability of maize for livestock keepers is increasingly falling and the price increase has been confirmed in April. Nevertheless, in view of the low level of stocks commercialized, the stop of purchases from the IVOGRAIN plant could bring a price stabilization in the coming weeks. Burkina Faso: In all the maize markets analysed during this month of April, there was a sharp decline in the level of stocks at all levels, causing a slight rise in prices. The Cascades and Hauts Bassins regions, which had a good availability during the past month, also experienced declines in stocks during the month. This stability was favoured, among other things, by the rise of the Ghanaian Cedis compared to the US Dollar. Currently, the inflation rate has decreased from 13.2% to 12.8% this month. However, the sector is also facing competition from maize imported from neighbouring countries such as Burkina Faso. Togo: The situation during this month of April is very similar to that of March. Supply is good, demand is sustained and there has been stability in most markets monitored. It should be noted that the new stores of the PADAT project delivered to the beneficiaries are in the process of being operationalized, with a service of warrantage in some cooperatives. Benin: The Maize market was very dynamic during this month. In fact, supply is good, high demand and prices have risen slightly. This high demand is explained by the presence of traders from neighbouring countries (Niger and Nigeria) in Benin's local markets and even in. This has led to a rise in prices at farmgate. Niger: In April, there was low demand. As a result, prices have risen slightly in all the markets monitored. This slight increase can be explained not only by previous institutional purchases but also by a slowdown in supplies from neighbouring countries. On the other hand, there is an extreme increase in the price of maize in the Maradi region because of the import ban on cereals from Nigeria, which normally supplies markets in this region. International: In April, the price of maize on the international market remained at a historically low level. At the end of the month, prices rose slightly in the USA and Europe following plantings that are slightly behind the normal. But overall, maize remains close to its lowest price level in the last 5 years. WAGN s Advice Given the availability of maize supplies at West African and global levels as in the past month, we reiterate that stockholders should not store too much maize. Although seasonal increases are beginning to be felt in some markets and may continue as maize supply declines, increases are expected to be rather mixed and storage profitability will be quite low.

For example, in Niger, Burkina Faso and Benin, the increases that started last month continued. In Mali, where prices remained stable until March, prices rose slightly. Among the major millet producing and consuming countries, only Senegal, which already had high prices, maintains stable prices. Senegal: supply and demand remained stable and prices were stable during the month. However, it should be pointed out that supply is becoming low compared to the strong demand from processors. Slight localized price increases have been observed in some regions like Kaolack. We can expect prices to increase a bit more in the coming months.

8 Guinea: The general situation of millet during this month of April is similar to that of the previous month. The market remained dominated by stocks imported from Mali. However, the level of availability remained good and prices were relatively stable compared to last month. Mali: During the month of April, the millet market saw a slight increase in prices. As a result, the decline in the level of stocks linked to institutional purchases and the continuing household demand. Burkina Faso: The situation of the millet markets during this month of April was marked by the continuous decline in the level of peasant and trader stocks, which, as a whole, continued to raise prices on all markets. On the wholesale and retail markets of Ouagadougou, the main consuming area, there were large decreases in stocks. The rise in prices is aggravated by the exit of millet in the direction of neighbouring countries like Niger where the prices are even higher. Commercial activities are beginning to intensify during this period as millet is not grown in the secondary season. This situation is affecting demand especially in the North, Upper East, Upper West and some of Ashanti and Brong Ahafo. Niger: The general situation of the millet market was characterized in this period by a rapidly widespread increase in prices in almost all the localities monitored. This upward trend can be explained, on the one hand, by the low levels of stocks from producers and traders, and on the other hand, by the delays in supply from neighbouring countries WAGN s Advice: The low level of production continued this month to have repercussions on prices in the markets of the main producing countries. As previously announced, seasonal increases are expected to be more attractive for this cereal than for others that have experienced higher levels of production. Thus, storing millet should be very profitable.

Senegal: During the month of April, the sorghum market continued to maintain its momentum of the previous month. There was a good offer on the wholesale and retail markets. The demand from breeders has also remained fairly high. Prices remained stable in all regions of Senegal. There are still stocks in Kaolack, Kaffrine and Fatick. The sale of these stocks could continue to supply the demand of breeders. Guinea: during the month, supply equalled demand making prices stable. However, a decline in supply in most of the markets monitored was noted, and is linked, among other things, to the decline in sorghum imports from Mali. 10 Mali: The sorghum market is stable overall this month. Trade remained slow and weak. Many sorghum stocks are available while demand is low. A decline in stocks of millet mobilized on the market could be favourable to the demand for sorghum which could increase in the coming months. In Burkina Faso: Compared to last month, prices have increased due to the decrease in farmer and trader stocks in some markets. On the other hand, in the Pouytenga market, prices kept their level of last month because of the good availability of the offer on this market. But overall, there is a gradual decrease in the level of stocks. In Niger: The situation in the sorghum market has been stable, with a slight decline in prices in various wholesale and consumption markets compared with March. This dynamic relies on the regular supplies of the markets. WAGN s Advice Most of the markets followed tended to stabilize during this month with significant sorghum marketed. Given that sorghum production has been average, storage could be beneficial. However, compared to the millet production which was rather disappointing, the storage of the millet should prove more lucrative for the actors who possess the two cereals. Actualities April 2017: In collaboration with UJAK and FEPROBA and with the support of VECO and FNDASP, a workshop on the consolidation of CIRIZ (Interprofessional Committee for Rice) was organized on 07 and 08 April at the Good Rade Hotel of Dakar. This workshop enabled all actors to reflect on the actions to be taken to consolidate the actions of CIRIZ April 2017: In collaboration with CIRIZ, VECO and FNDASP, a workshop was organized on the evaluation of the commercialization of local rice by the regulatory system: State of play and prospects April 2017: At the end of April, the National Agency for Food Security, ANSAT, completed its purchases of maize at 160 FCFA / kg, rice at 380 FCFA / kg and sorghum at 200 CFA / kg.
