3 Collaborative governance, a recursive process where people, organizations and institutions work together towards the common goal of putting in place a range of political, social, economic, and administrative systems to allocate, develop, and manage (Proposal, p1) You cannot manage what you cannot measure 3
4 57 km.-stretch Angat River a source of electricity for Metro Manila, irrigation water for farmland in Bulacan and Pampanga, and host to Bulacan s aquaculture industry. It provides drinking water for the population and has a potential for culture tourism. Angat River - Bulacan s blessing 4
5 Bulacan also well known for Marble and Marbleized Limestone, Jewelry, Pyrotechnics, Leather, Aquaculture, Meat and Meat Products, Garments, Furniture, High-Value Crops, and Sweets and Native Delicacies, and a wide variety of high-quality native products 5
6 Bulacan s blessing, also its sorrow Angat River - seriously polluted (Macalingcag 2007) Angat River water quality rated marginal (World Bank) Sources of pollution: domestic and industrial wastes, garbage from open dumpsites, untreated sewage, and soil erosion Not unique to the Philippines 6
7 Specifics (Adraneda and Balabo 2007) 1. River sections traversing Meycauayan City and Marilao town, among the world s dirtiest 30, a danger to human health 2. Meycauayan-Marilao river system extremely polluted from dumping of industrial waste (e.g., Cr (VI) and Hg) 7
8 Specifics (Greenpeace 2007 ) 3. Calumpit-Plaridel and Pulilan sections heavily polluted with Cr(VI), a carcinogen 4. Angat River and groundwater sources shows presence of chloroform & high level of zinc. 8
9 This workshop is about How we can address the pollution inputs to the Angat River watershed while saving the jobs and sustain the communities that depend on this resource and a vision of a green economy. a paradigm shift is needed!! 9

23 Approach Increasing level of specificity - e.g., process mapping introduced in Module 3 and clarified in Module 5. Deliberate repetition Very important processes (e.g, CP methodology) will be discussed in several modules from slightly different perspectives to emphasise its importance and expectation that participants may be more inclined to retain certain perspectives and not others. Team work: richer view of problem and solutions from combining different perspectives 24
24 Basic expectations Malolos training is for 1 week instead of usual 2 weeks. Participants are expected to: 1. Participate actively. 2. Ask questions. 3. Respect different points of view. 4. Share thoughts & ideas. 5. Build upon the ideas presented by others. 6. Join in problem-solving and team work. 7. Speak for themselves, not their organizations, and not for everyone 8. Respect confidentiality: anything you may learn about the businesses or enterprises of other participants should not be disclosed to others without permission. And 25
