PAR in UK and Cambodia: reflec4ons on a common approach
Par4cipatory Ac4on Research Value neutrality basis of research research is about leading to social transforma4on addressing inequality, discrimina4on, marginalisa4on and exclusion Praxis research leading to ac4on Subject object dichotomy defining research ques4ons, analysing data and developing ac4on plans is co- created by researcher and community Researcher plays a role as facilitator Both researcher and community become ac4ve par4cipants in the research process
Spiral of PAR
PAR in UK: SureStart: Cardiff; London (Evelyn, New Cross, Islington) New Deal for Communi4es: London (New Cross, Fulham); Salford Neighbourhood Ac4on Plans: Brighton Healthy Living Centres: London (Shepherds Bush); Cardiff Primary Care Trusts: Pa4ent Public Involvement: Crawley; Leicester Common theme: addressing social exclusion and inequality
Our approach Building capacity in communi4es through training residents and local community development workers in PAR accredited through Open College Network Providing on- going support and mentoring through the PAR process
Methodology

WorldFish Part of the CGIAR group: a strategic partnership dedicated to advancing science to reduce poverty and hunger, improve human health and nutri4on, and enhance ecosystem resilience - its research is carried out by 15 Interna4onal Agricultural Research Centres WorldFish aims 1) improving the livelihoods of those who are especially poor and vulnerable in places where fisheries and aquaculture can make a difference, 2) achieving large scale, environmentally sustainable, increases in supply and access to fish at affordable prices for poor consumers in developing countries. 353 scien4sts and staff based in 8 countries focus on technologies, products and services
Aqua4c Agricultural System (AAS) programme Represents an alterna4ve to the dominant paradigm Shib in perspec4ve focus on pudng the poor and vulnerable at the center of the program.. [using] an approach that empowers communi4es and individuals to engage more effec4vely in their own development Research in Development aims to transform people s lives through addressing poverty, inequality, gender equality and sustainable development

Reflec4ons on Common Approach Training and suppor4ng residents/ community facilitators and local community development workers to facilitate the PAR process Defining a safety and ethical framework for the PAR Developing locally relevant system for monitoring who we have spoken with and what they have said Developing research ques4ons with researchers and par4cipants Using methods that enable par4cipants to ar4culate and reflect on their own reali4es Going out to where people are rather than on them coming to you
Analysis conducted within communi4es three levels of analysis Feedback and verifica4on of findings Process complementary to the exis4ng decision- making processes Facilita4ng the voice of communi4es heard by service providers/ govt and non- govt reps
Monitoring system Bermondsey, London Code number Gender Age Ethnicity Housing status owner occupier, tenant Loca4on inside area, outside area.. 22 Engaging with service providers
Outcomes UK: Crawley, West Sussex; Brighton City Council; Hammersmith and Fulham: Commissioned follow- up PAR processes in other neighbourhoods because of the effec4veness of the gedng the voice of residents into the planning process Tonle Sap: I think this tool (seasonal calendar) is important because we could see which month is important for us. In the past, we know by talking with each other but we did not see so clearly about what we do in each season. This not only helps us to know which month we are busy, but also reveals that we are most busy with work around the house such as child bearing, raising chicken, home gardening, carrying water, etc. At the same 4me we are also busy with rice cul4va4on. In each day, we almost have no free 4me. Trainer: This new approach creates sense of ownership, creates space for villagers to develop their own ini4a4ves. NGOs used to be the ini4ators, thinkers, doers. The new approach requires a change in mindset, it will not happen within a short 4meframe
