1 London Borough of Lambeth JOB DESCRIPTION Job Title: Department: Division: Business Unit: Grade: Responsible to: Food Flagship Support Officer (Schools) Communities, Housing and Environment Environment Delivery Environmental Services PO1 Food Flagship Programme Manager Main purpose of post On the 18 July 2014 Boris Johnson announced that Lambeth Council had become inner London s Food Flagship Borough. This means that Lambeth now has extra resource and support to deliver fully on the School Food Plan as well as delivering on an innovative and wide ranging programme of food related activities. Our Vision is for all of Lambeth residents to develop a love of healthy and sustainable food. Everyone will have the knowledge, passion and skills to grow, buy, cook and enjoy food with their family, friends and community. We will build on our famous markets, schools, community gardens and small food businesses to make Lambeth the go-to destination in London for diverse, healthy and exciting food. Our three outcomes are: systemic shift towards prevention community led infrastructure in place that understands and influences the food system vibrant and prosperous food culture that promotes health and wellbeing The Food Flagship Support Officer for Schools will be responsible for supporting the Programme Manager to deliver on an agreed local implementation plan for schools. Knowledge and experience of working with schools and a passion and knowledge of foodrelated activities is highly desirable. The Food Flagship Support Officer for schools will need to develop strong working relationships with schools, the Lambeth Food Partnership, local councillors, resident and community groups, officers across the council and within partner agencies. 1
2 Key Unit ccountabilities 1. Deliver a high quality Schools Food Flagship Programme that meets the expectations of the Lambeth Food Flagship Programme, and the agreed local implementation plan with schools in relation to the Food Flagship contract. 2. Be responsible for the delivery of specific work programmes within the service area, in line with targets and objectives and ensuring that all necessary internal and external stakeholders are aware and involved as appropriate. 3. Support and build constructive and robust relationships with all schools to ensure the successful delivery of appropriate elements of the Food Flagship Programme, including the implementation of a locally agreed implementation plan. 4. Produce project reports, updates and other written information as appropriate for senior managers, councillors, colleagues and external partners. 5. Ensure that all programme delivery takes account of and manages appropriately its responsibilities in relation to equalities, particularly food poverty and inequality. 6. Ensure that all further funding opportunities, both internal and external, are exploited for the good of the programme and borough. Prepare grant applications and business cases as appropriate. 7. Ensure that all actions of the post holder conform to the Council s quality standards and policies, cts of Parliament, Statutory Instruments, Standing Orders, Service and Departmental Office Manuals, Financial Regulations, Contract Management and dministration systems and procedures, etc. including Health and Safety / CDM and equalities 8. Work flexibly in undertaking the duties and responsibilities of this job, and participate as required in multi-disciplinary cross-department and crossorganisational groups and task teams. Occasional evening and weekend working will be required. 9. Take responsibility, relevant to the post, for ensuring that Council statutes and government legislation is upheld. This includes, amongst others: Management Compliance Charter, Environmental Policy, Data Protection ct, Race Equality ction Plan, Quality ssurance Plan, Health & Safety, Sustainable Construction and Recycling. 10. K1 K2 K3 K4 K5 E1 E2 E2 E6 E7 Key Knowledge degree level qualification in a relevant discipline and evidence of continuing professional development, or experience and evidence of professional development where no degree is held Knowledge and understanding of the latest thinking around food and nutrition, including issues relating to obesity and food poverty, both locally and nationally n understanding of the link of food to health and wellbeing issues, with the ability to communicate this effectively to different audiences thorough knowledge of project management techniques and their application Proficient in the use of the Microsoft Office suite, in particular Word, Excel and Outlook Relevant Experience Relevant experience of working in schools, project and development work. Experience of running evidence-based programmes to achieve outcomes including preventative and behaviour change elements Experience of working within a project team to implement defined projects to agreed outputs and agreed deadlines Experience of successfully working collaboratively with a wide range of stakeholders Experience in preparing complex reports, briefing papers and presentations that are accessible and understood by a range of different audiences Shortlisting Criteria I /I /I /I /I 3
