2 Background o o o Post-Harvest Fisheries is considered as critical sub-sector to play very significant role in contributing to national food and nutrition security, livelihood of the people, and national economic. Post-Harvest Fisheries was highlighted in the National Fisheries Policy. In 2005, Quality and Processing Division under was established by a proclamation no. 501 pro.kor. kor.sor.kor approved by the Minister of Agriculture, Forestry and Fisheries. o In 2007, Institute of Fisheries Post-Harvest Technologies was established by a proclamation No. 386 pro.kor. kor.sor.kor approved by the Minister of Agriculture, Forestry and Fisheries. o In November 2008, Department of Fisheries Post-Harvest Technologies and Quality Control was established by sub-degree No. 188 Or.Nor.Kro. Bor.Kor approved by Prime Minister of the Royal Government of Cambodia.

5 s Vision Being the National Competent Authority and centre of excellence on the contribution of post harvest fisheries to national development objectives s Mission To provide the legislative infrastructure and quality assurance system; and to conduct scientific research and extension providing information, instruction and training needed to improve the performance of post harvest fisheries in contributing to the achievement of national development objectives, especially those related to poverty reduction, enhancing food and nutrition security and sustainable development and equitable use of the fisheries resource base
6 s Mandate Quality and safety control and inspection of fisheries products: To solve all issues and prepare legal documents related to hygiene, quality and safety of fish and fishery products, and the status of aquatic animals health; To control, inspect and quarantine fish and fishery products; To analyze, evaluate and certify quality and safety of fish and fishery product for exporting and importing. Researches: To research/study on the relationship and chain of fish and fishery product; To research and develop quality and safety standards of fish and fishery products; To research/study on the role of post-harvest fisheries in food and nutrition security to support to national policy and development; To research/study on the socio-economic and marketing implication at production and processing businesses; To research/study on technique of packaging, maintenance and selflife of fish and fishery products. Trainings and extension: To provide trainings on post-harvest fisheries and other related fields; To provide database and information on fish processing technologies, marketing, food and nutrition security Other tasks assigned by the leaders:

10 DFPT Q Dr. Chamnan Why fish are so important food for Cambodians? Abundance of the resource: Cambodia is one amongst the largest inland fish producers in the world. Annual estimated production varies between 300, ,000 tons which composed of over 500 inland and 476 marine species. Cambodians perception: Fish means after rice as it is typical for their daily diets. Highly consumed preference: More than 80% of the poor, rural household eat fish everyday. Fish and OAAs consumption in the poor household was 192kg raw whole fish/hh/y (2009), and 52.4kg/capita/y (, 2007). Nutrient-rich food source: Rich source of protein, fatty acids, and essential vitamins and minerals such as VA, Ca, Fe, Zn, and Iodine. 81% animals protein from fish. Importance of small fish species: Fish is often the poor man s animal food. Small fish make up about 80% of all fish are eaten daily. Small fish are low values in the markets. Small fish intake provided about 40% of the vitamin A, and 32% of the Ca recommendations of an average household in fishing season, were recorded in Daily diets of Cambodians Small fish species
