8 The '5-year rule' from AL to PG Art. 4 (1) of Reg. 1307/2013: 'permanent grassland and permanent pasture (together referred to as ''permanent grassland'') means land used to grow grasses or other herbaceous forage naturally (selfseed) or through cultivation (sown) and that has not been included in the crop rotation of the holding for five years or more Automatic detection on GSAA GERK LU ID = Fields + Crop type= grass or other herbaceous forage 6 th year in a row SI authorities are considering reinstating GERK with land use code 1130 temporary grassland, which would be counted as arable land more understandable for farmers Land cover in aspect of ETS 2015 ETS, version 6.0 a 'classification correctness test'is introduced to verify whether a reference parcel correctly differentiates between AL, PG, PC Classification correctness test is a relevant part of quality assessment framework Test requirement: for each land cover category (AL, PG, PC) the observed area should match the recorded area attributed to the reference parcel (RP) thresholds are the same as for the whole RP: 3 %, 5 %, 7 %; depending on the agriculture area of a certain LC category if thresholds are exceeded, RP is marked as non-conforming 8
9 ETS LC classification correctness test - example Area_recorded_PG = 1044 m 2 Area_recorded_PC = 1269 m 2 Area_recorded_whole RP = 2313 m 2 Area_observed_PG = 1431 m 2 Area_observed_PC = 826m 2 Area_observed_whole RP = 2257 m 2 Area_observed_PG/ Area_recorded_PG *100 = 137 % Area_observed_PC/ Area_recorded_PC *100 = 65 % Area_observed_whole RP/ Area_recorded_whole RP *100 = 97,6 % Despite area conformance RP is non-conforming ETS - really a non-conformity? According to ETS rules we delineate land coverbased on satellite image Farmer declares land use Inconsistency: farmer's delineation of PG might be correct if the farmer still had a vineyard in 2010 it does not become PG until 2016! (5-year rule) Google Earth 2010: a vineyard that means in ETS we had a LC class non-conforming RP that in fact should not be non-conforming! 5 year rule for PG must be taken into account - boundaries between AL, PC vs. PG not necessarily visible on satellite image.?can we use other data (older ortho, GSAA, Google, farmer s input, etc.)??how to proceed when there is no conclusive information available??discussion (not just for ETS): what is the correct land use for first 5 years of grass after PC was eliminated? 9
10 Issues regarding classification correctness test in ETS The possibility for a RP to be marked as non-conforming has increased: if a RP consists of more than one land cover category we do not check only one area/boundary anymore number of inspected items increases RP type dependent:more agricultural parcels in LPIS meansmore potential problems Should acceptance numbers be adapted? Relevant for QE4 (Categorization of non-conformities) and QE6 (Cumulated rate of non-conforming RP due to undetected land cover changes): from 2015 we have to count number of non-conformities (previously number of nonconforming RPs) -there can be more than one non-conformity per RP Should acceptance numbers be adapted? Should a land cover class non-conformity have the same weight as area nonconformity or contamination (e.g. newly constructed building)? 5-year rule for PG must be taken into account (already adressed by JRC) ETS 2015 results in light of LC classification correctness Sample = 1250 Measured = 1160 RPs with more than one LC category= 134 QE2 Non conforming RPs = 90/1160 LC class non-conforming RPs = 15/90 RP, where LC class is the only weakness = 11/15 Non conformities = 102/1160 QE4, QE6 LC class non-conformities = 22/102 Non-conformities, where LC class is the only weakness = 17/22 10
